[제10차 세계물포럼] “지구촌에 포괄적·지속가능한 물 거버넌스 실현 촉구”

‘제10차 세계물포럼(10th World Water Forum)’이 5월 20일부터 24일까지 인도네시아 발리에서 열리고 있다. 

조코 위도도(Joko Widodo, 이하 ‘조코위’) 인도네시아 대통령은 5월 20일 오전 발리 누사 두아 컨벤션센터(Bali Nusa Dua Convention Center, BNDCC)에서 ‘제10차 세계 물포럼 고위급 회의(10th World Water Forum High-Level Meeting)’를 열었다.

조코위 대통령은 이날 기조연설에서 “세계 각국이 지식 공유, 혁신적 솔루션 장려, 통합 수자원관리 시행 등을 통해 물에 대한 실질적 행동과 공동 헌신을 활성화하는 모멘텀(Momentum)으로 활용해야 한다”고 강조했다.

조코위 대통령은 “포용적이고 지속가능한 물관리와 관련된 헌신을 강화하고 실제 행동을 공식화하는 것을 목표로 한다”고 말했다.

조코위는 이어 물이 인간의 삶에서 중요하고 핵심적인 역할을 강조했다. “물의 중요성은 매우 커서 종종 ‘미래의 석유(next oil of the future)’라고 불린다”라고 덧붙였다.

조코위 대통령은 또한 “경제적인 관점에서 볼 때, 물 부족이 오는 2050년까지 경제 성장을 최대 6%까지 늦출 수 있다”고 역설했다.

조코위는 “‘제10차 세계물포럼’ 세계 고위급 참석자들 앞에서 인도네시아는  지난 10년 동안 42개 댐과 118만 헥타르(ha)의 관개망을 건설하고, 4천300만ha의 관개망을 복구하며, 2천156km의 홍수 조절 및 해안보호를 구축하는 등 물 인프라를 강화했다”고 밝혔다.

인도네시아는 또한 동남아시아에서 가장 큰 시아트라 부유식 태양열 발전소(Ciatra Floating Solar Power Plant, PLTS)를 건설함으로써 수자원을 활용하고 있다. 

그러나 조코위 대통령은 “이 모든 노력들은 충분하지 않다. 물과 위생 문제들은 미래에 점점 더 심각해질 것이다. 이러한 노력들은 국가, 민간 부문, 그리고 시민 사회를 포함하여, 세계적인 수준에서 강화되어야만 한다. ‘제10차 세계 물포럼’은 실제 행동을 취하고 통합된 수자원 관리를 실현하기 위한 공동의 약속을 하기 위한 전략적인 단계이다”라고 강조했다.

조코위 대통령에 따르면, 인도네시아는 그동안 세 가지를 지속적으로 추진해왔다. 첫째, 특히 물 부족을 겪고 있는 작은 섬나라들의 공통된 도전을 해결하기 위해 연대와 포괄성의 원칙을 강화하는 것을 목표로 하고 있다.

두 번째는 국제법에 근거한 국경 간 수자원 관리의 경쟁을 방지하면서 수혜국의 요구에 따라 구체적이고 혁신적인 협력을 위한 수력 외교(hydro-diplomacy)에 힘을 실어주는 것이다.

세 번째는 지속가능한 물 안보를 위한 다양한 형태의 협력 성공의 열쇠로서 정치적 리더십 강화이다.

이러한 이유로 인도네시아는 △‘세계 호수의 날(World Lake Day)’ 제정, △물과 기후 안보를 위한 아시아 태평양 지역 전문가 조직(Center of Excellence) 설립, △작은 섬 국가들의 지속가능한 물관리, △정치적 약속을 보장하기 위한 물 프로젝트 추진 등 네 가지 새로운 이니셔티브를 채택하여 질적인 행동으로 옮기는 것이다.

조코위 대통령은 연설에서 “물은 단순한 천연자원 이상이며, 우리를 하나로 묶고 하나로 묶는 협력적 힘입니다. 물을 보존하는 것은 우리의 공동 책임이다”라고 마무리했다.

이에 앞서, 세계물위원회(World Water Council, WWC) 로익 포숑(Loic Fauchon) 회장은 국가 원수들과 참석한 대표단에게 물에 대한 권리를 그들 각각의 나라의 헌법, 법률, 그리고 규정에 포함시키도록 독려했다. 그는 이 조치가 전세계적으로 물과 위생에 대한 접근을 위한 정의 실현을 촉진시킬 것이라고 강조했다.

로익 포숑 회장은 “우리는 따라서 우리는 모든 사람이 누릴 수 있는 물에 접근할 권리를 단계적으로 옹호할 수 있다”라고 역설했다.

로익 포숑 회장은 다가오는 유엔 회의에서 ‘물을 위한 자금(Money for Water)’ 연합을 소개하고 모든 국가들이 동참할 수 있도록 초대할 것이라고 발표했다. 이 연합은 세계에서 가장 가난한 나라들의 주권 침해와 물 부채 탕감 문제를 해결하는 것을 목표로 하고 있다.

로익 포숑 회장은 “우리는 대부분의 기후기금(climate funding)이 주로 하·폐수를 포함한 물에 사용되도록 하는 것을 목표로 한다”라고 강조했다.

로익 포숑 회장은 발언을 마무리하면서 다자간 협력을 바탕으로 보다 적극적이고 분권적인 거버넌스를 보장하기 위한 국제사회의 행동을 촉구했다.

“우리가 이 포럼에서 하는 것처럼 강, 호수, 유역에 대한 중재 규칙을 강화하는 것도 중요하다”라면서 “물 외교는 강에 전쟁을 가져오는 것 대신에 해안에 평화를 가져오는 것” 이라고 그는 역설했다. 

그 외에도 수력 외교(hydro-diplomacy)는 국경 간 수자원 관리에 대한 구체적이고 혁신적인 접근 방식을 나타낸다고 강조했다.

‘제10차 세계물포럼’의 결과로 △‘세계 호수의 날’ 제안( proposing World Lakes Day), △물 및 기후 안보를 위한 전문가 조직 설립(establishing a Center of Excellence for Water and Climate Security), △작은 섬의 통합 수자원 관리를 옹호(advocating for integrated water resources management on small islands) 등 인도네시아의 세 가지 국가 이익을 통합하는 선언문이 비준될 예정이다.

조코위 대통령은 고위급회의 개막과 함께 ‘제10차 세계물포럼’ 국가 정상 및 대표단과 함께 발리 타후라 응구라라이(Tahura Ngurah Rai) 맹그로브 숲 공원(Mangrove Forest Park)을 방문할 예정이다.

President Jokowi Calls on Global Community to Realize Inclusive, Sustainable Water Governance

Indonesian President Joko “Jokowi” Widodo opened the High-Level Meeting of the 10th World Water Forum at Bali Nusa Dua Convention Center (BNDCC), Bali, on Monday morning, 20 May.

President Jokowi stated that countries worldwide should use the largest global water forum as momentum to revitalize real action and joint commitment to water by sharing knowledge, encouraging innovative solutions, and implementing integrated water resources management.

“It aims to strengthen commitment and formulate real actions related to inclusive and sustainable water management,” Jokowi said.

The President also emphasized water’s crucial and central role in human life. Water’s importance is so great that it is often referred to as the next oil of the future.

From the economic perspective, President Jokowi said that water shortages could slow economic growth by up to 6 percent by 2050.

Therefore, before the participants of the 10th World Water Forum, President Jokowi revealed that in the last 10 years, Indonesia has strengthened its water infrastructure by building 42 dams and 1.18 million hectares of irrigation networks; rehabilitating 43 million hectares of irrigation networks; and constructing 2,156 kilometers of flood control and coastal protection.

Indonesia also utilizes water resources by building the Ciatra Floating Solar Power Plant (PLTS). The PLTS is the largest in Southeast Asia.

“But all these efforts are not enough. Water and sanitation problems will become increasingly serious in the future. These efforts must be strengthened at the global level, involving the state, the private sector, and civil society. The 10th World Water Forum is a strategic step to take real action and to make a joint commitment to realize integrated water resources management,” the President said.

According to the President, Indonesia has consistently pushed for three things at the forum. First, it aims to enhance the principles of solidarity and inclusiveness to address common challenges, especially for small island countries that experience water scarcity.

The second is empowering hydro-diplomacy for concrete and innovative cooperation according to the needs of recipient countries while preventing competition in managing cross-border water resources based on international law. 

The third is strengthening political leadership as the key to the success of various forms of cooperation toward sustainable water security.

For those reasons, Indonesia has adopted four new initiatives, namely the establishment of World Lake Day; the establishment of the Center of Excellence in the Asia Pacific Region for water and climate security; sustainable water management in small island countries, and the promotion of water projects to ensure political commitment, translating our words into tangible action.

“Water is more than just a natural resource, it’s a collaborative force that binds us together and unites us. Preserving water is our collective responsibility,” President Jokowi concluded in his remarks.

Previously, World Water Council President Loic Fauchon encouraged the heads of state and delegations present to incorporate the right to water into the constitutions, laws, and regulations of their respective countries. He emphasized that this step would expedite the achievement of justice for access to water and sanitation worldwide.

“So, step by step, we can advocate for the right to access water to be upheld for everyone,” he said.

On that occasion, Loic Fauchon announced that his organization would introduce the "Money for Water" coalition at the upcoming United Nations conference and extend invitations to all countries to join. The coalition aims to address sub-sovereignty and water debt cancellation for the world's poorest countries.

“We aim to ensure that majority climate funding is primarily dedicated to water, including wastewater,” he stated.

In concluding his remarks, Loic Fauchon also called on international action to ensure more active and decentralized governance based on multilateral cooperation.

“As we do in this forum, it is also important to strengthen mediation rules for rivers, lakes, and watersheds. Water diplomacy brings peace to the shores, instead of bringing war to the river,” he added.

Apart from that, hydro-diplomacy represents a concrete and innovative approach to managing cross-border water resources.

As an outcome of the forum, a ministerial declaration will be ratified, incorporating three of Indonesia's national interests, namely proposing World Lakes Day, establishing a Center of Excellence for Water and Climate Security, and advocating for integrated water resources management on small islands.

In addition to opening the High-Level Meeting, President Jokowi is also scheduled to visit Tahura Ngurah Rai, Bali, accompanied by state leaders and delegates from the 10th World Water Forum.
