신주 SWRO 담수화 플랜트, 하루 10만㎥ 고품질 식수 생산

물공급 안정성 제고 및 물부족 완화 기여

수에즈(SUEZ)는 파트너사인 CTCI 그룹 및 훙화 건설(Hung Hua Construction)와 대만 신주시에 대규모 해수 역삼투(SWRO) 담수화 플랜트를 설계·건설·운영하기 위해 협력하고 있다고 밝혔다. 총 5억800만 유로 규모의 이 계약에는 15년간의 운영 및 유지 관리가 포함된다.

대만 수자원청이 수주한 이 선구적인 프로젝트는 외국 담수화 솔루션 제공업체와의 최초의 협력을 의미하며, 수에즈의 최첨단 담수화 기술에 대한 국제적인 인정을 비롯해 물관리의 전문성 및 수자원 보존에 대한 약속을 강조한다.

대만은 주로 빗물에 의해 공급되는 저수지에 물공급을 의존하고 있다. 기후변화와 극심한 수문 현상으로 이러한 패턴이 붕괴되면서 물안보가 위협받고 있다. 특히, 신주시는 신주과학단지 내 반도체 공장의 확장으로 물수요가 급증할 것으로 예상된다.

하루 10만㎥의 고품질 식수를 생산하도록 설계된 신주 SWRO 담수화 플랜트는 물공급의 안정성을 높이고 물부족을 완화해 신주시의 약 160만 주민과 반도체 제조 산업에 이익을 가져다 줄 것이다. 이 담수화 플랜트는 오는 7월 착공돼 2028년 완공될 예정이다.

콤팩트한 설계, 제1처리 공정을 위한 에너지 효율 솔루션 및 태양광 패널 설치를 구현함으로써 이 프로젝트는 건축 공간을 줄이고 재료 소비 및 탄소 배출량을 최소화할 것이다. 또한 해양 파이프 세척에 피깅 시스템을 사용함으로써 요구되는 처리 작업을 줄이고 폐수 발생을 줄이는 데 기여할 것이다.

CTCI 그룹의 쿠오우 롱 트사이(Kuo-Long Tsai) 수석 부사장은 "안정적이고 안전한 물공급을 보장하는 것은 AI 산업의 더 나은 생태계를 구축하기 위한 대만의 최우선 과제다. CTCI 그룹은 EPC 프로젝트 및 운영에 대한 풍부한 경험을 바탕으로 국제 수처리 선두업체인 수에즈와 대만 해양 건설업체인 훙화 건설과 협력해 하루 10만㎥ 용량의 대만 최초 대규모 공공 해수 담수화 플랜트를 건설할 예정이다. 이 시설은 필수적인 물공급을 제공할 뿐 아니라 지속 가능한 개발을 촉진하도록 설계됐다. 당사는 전문성, 성실성, 팀워크 및 혁신에 전념하고 있으며, 이 중요한 프로젝트가 성공적으로 실현되기를 기대한다"고 말했다.

청 팽 첸(Chung Pang Chen) 훙화 건설 총책임자는 “신주 해수 담수화 플랜트는 하루 10㎥의 담수를 생산할 수 있는 대만의 선구적인 대규모 담수화 프로젝트"라며 "해양 엔지니어링 분야에서 40년 이상의 경험을 보유한 훙화는 이 프로젝트에서 취수구 및 배출구 해수 시스템 건설의 해양 엔지니어링을 담당하게 된 것을 자랑스럽게 생각한다”고 전했다.

수에즈는 호주에서 세계에서 가장 큰 SWRO 담수화 플랜트 중 하나인 빅토리아 담수화 플랜트와 퍼스 담수화 플랜트의 건설을 주도하며 해수 담수화 분야에서 50년 간의 경험을 자랑한다. 2006년부터 운영되고 있는 퍼스 시설은 매년 200만 명 이상의 사람에게 450억 리터 이상의 깨끗한 식수를 공급하고 있다.

중국 본토에서는 수에즈가 산둥성에 하루 1억 리터의 SWRO 담수화 플랜트를 건설하고 있다. 이는 수에즈 산업 부문 최대 규모 해수 담수화 프로젝트다. 완화화학그룹 산업단지의 보완 상수원으로 해수를 사용하도록 설계됐다. 이는 올림픽 규모의 수영장 14천400개에 해당하는 연간 3천600만㎥ 이상의 담수를 절약하게 된다.

SUEZ Wins Contract for Taiwan's Large-Scale Municipal Seawater Desalination Plant to Enhance Water Supply Stability in Hsinchu City

 

SUEZ, a global leader in circular solutions for water and waste, and its partners CTCI Group and Hung Hua, are joining forces to design, build, and operate a large-scale municipal seawater reverse osmosis (SWRO) desalination plant in Hsinchu City.

The contract, worth a total of approximately 508 million euros, encompasses a 15-year operation and maintenance commitment. Awarded by Taiwan's Water Resources Agency, this pioneering project marks the first collaboration with a foreign desalination solutions provider and underscores the international recognition of SUEZ's cutting-edge desalination technologies, its expertise in water management, and its commitment to preserving water resources.

Taiwan's water supply mainly relies on reservoirs fed by rainfall. Climate change and extreme hydrological events have disrupted these patterns, posing a significant water security risk to the region. With the expansion of semiconductor factories in the Hsinchu Science Park, the demand for water is set to surge.

Designed to produce 100,000 cubic meters of quality drinking water per day, the Hsinchu SWRO desalination plant will enhance the stability of the water supply and alleviate water scarcity, benefiting around 1.6 million inhabitants and the semiconductor manufacturing industry in Hsinchu City. Construction is scheduled to begin in July 2024 and is expected to be completed by 2028.

By implementing a compact design, energy-efficient solutions for the treatment process1, and the installation of solar panels, the project will save construction space, minimise material consumption and carbon footprint. In addition, the use of the pigging system for offshore pipe cleaning will help reduce the treatments required and generate less wastewater.

SUEZ boasts 50 years of expertise in seawater desalination, highlighted by the construction of one of the world’s largest SWRO desalination plants in Australia — the Victorian Desalination Plant, and of the Perth desalination plant. Operational since 2006, the Perth plant supplies over 45 billion litres of clean drinking water annually to more than two million people.

In mainland China, SUEZ is building a 100 million litres per day SWRO desalination plant in Shandong. This is SUEZ’s largest seawater desalination project in the industrial sector. It is designed to use seawater as a complementary water source for the Wanhua Chemical Group industrial complex. It will save more than 36 million cubic meters of freshwater per year, equivalent to the volume of 14,400 Olympic-sized swimming pools.
