세계 은행 그룹(World Bank Group)이 브라질 파라나주(파라나주)의 물안보를 강화하고 경찰에서 내리기 및 대표 사회를 보호하기 위해 새로운 사업을 지원합니다. 

이 사업을 통해 브라질에서 경제적으로 중요한 지역 중 하나인 브로나주 농업에서·물 서비스 및 관련 경제 활동에 종사하는 5만4천~7만8천명의 지지를 창출하고 보호할 것으로 예상됩니다.

주변주의 경제는 농업 비즈니스에 크게 의존하고 있으며, 주 전체 생산의 약 3분의 1을 담당하며 수출의 대부분을 사라졌습니다. 그러나 발생하는 사건이 더욱 빈번하게 발생하고 있으며 이러한 기반이 되고 있습니다. 농경지를 통해 물공급에 차질이 빚어지는 수많은 명의 생계가 줄어들고 힘이 납니다.

이번 사업은 주전역의 수자원 관리를 강화하고 극한 세력에 대한 회복력을 높이며, 지역사회의 물·위생 서비스를 균형있게 해 이러한 추세를 되돌리는 것을 목표로 합니다.

국제부흥개발은행(IBRD)은 이번 사업을 위해 1억8천600만 달러(약 2천510억 원) 규모의 대출을 지원한다. 농업 분야에서는 약 9천200명의 농가가 지원을 수용합니다. 13만 먹타르가 오로지 농지를 위해 및 극한의 군대에서 보호하게 됩니다. 절단기를 통해 절단을 분리하는 작업이 가능하고 생산적으로 유지될 수 있도록 도움을 줄 수 있습니다.

농촌 지역에서는 개선된 물·위생 서비스가 약 6만 명에게 제공돼 오랫동안 충분한 서비스를 받지 못했던 지역사회의 접근성이 확대된다. 도시 지역에서는 물 안전 강화 조치가 220만 명의 주민을 대상으로 보다 회복력 있는 물공급 서비스를 제공하는 데 기여할 예정이다.

이 프로젝트는 수자원 거버넌스와 도시 물서비스 강화뿐 아니라, 강과 샘 주변의 영구보전구역(APP) 1만690헥타르에서 하천변 산림과 훼손된 토지를 복원하고, 13만 헥타르가 넘는 농경지에 지속가능한 토지 관리 방식을 도입하는 데 투자한다.

유역 관리의 핵심 수단으로 자연기반해법을 적용해 파라나주의 풍부한 농업 환경과 수자원이 서로의 지속가능성을 강화하도록 지원한다. 이를 통해 농촌 지역사회와 도시 물공급 시스템의 장기적인 회복력을 높일 수 있을 것으로 기대된다.

세실 프루먼(Cécile Fruman) 세계은행(World Bank) 브라질 담당 국가국장은 “물은 경제의 근간이며, 예측하기 어려운 기후 변화에 대비해 물을 안정적으로 확보하는 것은 파라나주의 일자리를 보호하고 성장을 지속하는 데 필수적”이라며 “이번 프로젝트는 농민과 기업, 지역사회가 앞으로도 생산성과 회복력을 유지하는 데 필요한 기반을 마련한다”고 말했다.

World Bank Group Backs Water Security and Agricultural Resilience in Brazil's Paraná State

 

WASHINGTON, D.C., August 26, 2026 — The World Bank Group will support the State of Paraná, Brazil, strengthen water security and protect farmers and rural communities from climate shocks through a new project.

It is expected to generate and protect between 54,000 and 78,000 jobs across agriculture, water services, and associated economic activity in one of Brazil's most economically vital regions.

Paraná's economy depends heavily on agribusiness, which accounts for nearly a third of the state's output and the vast majority of its exports. But more frequent droughts and floods are putting this foundation at risk, threatening farms, disrupting water supplies, and eroding the livelihoods of millions of people.

The proposed project aims to help  reverse this trend by strengthening how water resources are managed across the state, improving resilience to climate extremes, and securing access to water and sanitation for vulnerable communities.

The effort is supported by a US$186 million loan from the International Bank for Reconstruction and Development (IBRD). On the agricultural side, the project will support around 9,200 farmers in protecting their farms against drought and extreme weather across more than 130,000 hectares, reducing crop losses during dry seasons and helping farming operations remain viable and productive.

For families in rural areas, improved water and sanitation services will reach approximately 60,000 people, extending access to communities that have long been underserved. In urban areas, water safety measures will help protect more resilient water supply services for 2.2 million residents.

Beyond strengthening water governance and urban water services, the Project will invest in the restoration of riparian forests and degraded lands across 10,690 hectares of Permanent Preservation Areas (APPs) along rivers and springs, as well as in the adoption of sustainable land management practices on more than 130,000 hectares of agricultural land.

By bringing nature-based solutions to the heart of watershed management, the Project will help ensure that the State's rich agricultural landscape and its water resources reinforce each other, strengthening the long-term resilience of both rural communities and urban water supply systems.
