미국 하와이주 마우이섬 라하이나의 하수재생시설(Lahaina Wastewater Reclamation Facility, WWRF)이 1천400만 달러(약 194억 원) 규모의 시설 개선사업을 통해 안정적인 재이용수 공급체계를 구축했다.

이번 사업은 노후 인프라를 활용해 물안보를 강화하고 환경영향을 줄인 성과를 인정받아 하와이 전문기술인협회(Hawaii Society of Professional Engineers)의 ‘2026 올해의 프로젝트(Project of the Year 2026)’로 선정됐다.

제이콥스(Jacobs)는 지난 8월 25일 ‘라하이나 하수재생시설 R-1 개선사업(Lahaina WWRF R-1 Improvements Project)’이 1970년대에 구축된 노후 시설을 안정적인 재이용수 공급원으로 전환해 가뭄과 기후변화, 산불 복구 등에 대응하고 있는 서부 마우이 지역의 장기적인 회복력 강화에 기여하고 있다고 밝혔다.

시설 개선을 통해 현재 골프장과 리조트, 공공공원 등에 고품질 재이용수를 안정적으로 공급하고 있으며 향후 농업용수로도 활용할 계획이다. 이를 통해 마우이섬의 한정된 음용수 자원에 대한 수요를 줄일 수 있을 것으로 기대된다.

또한 처리공정을 안정화하고 설비 손상을 일으키던 급격한 유량 변동을 해소해 안정적인 방류수를 생산할 수 있도록 했다. 제이콥스는 이를 통해 시설의 일상적인 운영뿐만 아니라 서부 마우이 지역의 장기적인 복구 작업도 지원할 수 있다고 설명했다.

후안 리베라(Juan Rivera) 마우이 카운티 하수도 자본개선 프로그램 관리자(Wastewater Capital Improvement Program Manager)는 “이번 사업은 의미 있는 진전”이라며 “재이용수 시스템의 신뢰성을 높임으로써 지역사회에 보다 안정적으로 서비스를 제공하고 천연자원을 보호하는 동시에 미래를 준비할 수 있게 됐다”고 말했다.

이번 사업은 처리수를 지하로 주입하는 주입정(Injection well)에 대한 의존도를 크게 줄여 지하수와 연안 생태계를 보호하는 데에도 기여하고 있다. 이는 마우이의 지속가능성 목표를 뒷받침하는 효과도 있다는 설명이다.

특히 기존 침전지와 수로, 관련 기반시설을 재활용해 건설폐기물과 사업의 탄소발자국을 줄이는 한편 자본비용도 절감했다. 활용도가 낮았던 기존 시설을 고성능 시스템으로 전환해 장기적인 운영비 절감 효과도 기대된다.

데릭 오노(Derek Ono) 제이콥스 부사장은 “단순히 시설을 개선한 데 그치지 않고 이미 존재하던 인프라의 가치를 끌어내 더 효율적이고 지속가능하며 회복력 있는 시설로 만들었다”고 강조했다.

시설의 운영 안정성을 높이기 위한 기술도 적용됐다. 과거에는 유입 유량의 변동 폭이 커 처리공정에 차질이 발생하고 설비가 손상되는 문제가 있었지만, 현재는 고도화된 공정 모델링과 통합 제어시스템을 통해 안정적인 운영이 가능해졌다.

여기에 펌프와 밸브, 센서를 연동하는 다단계 자동화 시스템을 구축해 시설을 보다 지능적이고 유연하게 운영할 수 있도록 했다. 제이콥스는 기존 인프라를 회복력 있는 물관리 시설로 전환한 이번 사업이 서부 마우이 지역의 기후변화 적응과 재난 복구, 장기적인 물안보 강화에 기여할 것으로 기대하고 있다.

An award-winning $14 million wastewater upgrade is securing West Maui’s water future. The Lahaina Wastewater Reclamation Facility (WWRF) R-1 Improvements Project was honored as the Hawaii Society of Professional Engineers Project of the Year 2026, recognizing its innovation, sustainability and community impact.

By transforming aging 1970s infrastructure into a reliable recycled water source, the project is strengthening water security and reducing environmental impact, supporting a region navigating drought, climate pressures and wildfire recovery.  

Reliable water for a changing climate 

The upgraded facility now delivers a consistent supply of high-quality recycled water for golf courses, resorts, public parks and future agricultural use, reducing demand on Maui’s limited potable water resources. 

By stabilizing treatment processes and eliminating damaging flow swings, the system produces dependable effluent that supports both daily operations and long-term recovery efforts across West Maui. 

“This project is a meaningful step forward. By improving the reliability of our recycled water system, we’re better equipped to serve our community, protect our natural resources and plan for the future,” says County of Maui Wastewater Capital Improvement Program Manager Juan Rivera. 

Less waste. More impact. 

The project significantly reduces reliance on injection wells, while protecting groundwater and coastal ecosystems, advancing Maui’s sustainability goals. 

By repurposing existing basins, channels and infrastructure, we were able to minimize construction waste and reduce the project’s carbon footprint, while also lowering capital costs. This approach turned underutilized assets into a high-performing system that will continue delivering long-term operational savings.  

“We did more than upgrade a facility — we unlocked the value of infrastructure that was already there, making it more efficient, sustainable and resilient,” emphasizes Jacobs Vice President, Derek Ono.
