지속 가능한 설계 및 엔지니어링 분야의 글로벌 선도 기업인 캐나다의 스탠텍(Stantec)이 로스앤젤레스 위생국(Los Angeles Bureau of Sanitation, LASAN)으로부터 남부 캘리포니아에 안전하고 신뢰할 수 있는 지속 가능한 식수 공급을 확보하는 획기적인 사업인 ‘퓨어 워터 로스앤젤레스(Pure Water Los Angeles)’의 엔지니어링 및 프로젝트 수행 서비스 제공업체로 선정되었다.

퓨어 워터 로스앤젤레스는 재이용수를 정화하여 고품질 식수의 새로운 공급원을 만들고, LA시의 물공급 비중 70% 달성 목표를 지원하고, 지역의 장기적인 물 공급 안정성을 강화할 계획이다.

현재 LA시의 물 공급량 중 약 50%는 지하수, 재이용수, 로스앤젤레스 수로(Los Angeles Aqueduct, LAA)를 통해 공급되는 물 등 지역 수원에서 충당되고 있으며, 나머지는 다른 기관에서 수입하고 있다. 퓨어 워터 로스앤젤레스는 물 재이용을 확대함으로써 수입수 의존도를 줄이고 기후변화 및 미래의 물 부족 문제에 대한 지역 사회의 대응력을 강화할 계획이다.

더욱 탄력적이고 신뢰할 수 있는 물의 미래 구축

LA시는 퓨어 워터 로스앤젤레스(Pure Water Los Angeles) 프로젝트를 통해 하루 최대 2억 3천만 갤런(약 87만645㎥)의 정화된 재이용수를 생산하는 것을 목표로 하고 있다. 이러한 야심찬 목표를 지원하기 위해 스탠텍(Stantec)과 엔지니어링 파트너인 캐롤로 엔지니어스(Carollo Engineers)는 하이페리온(Hyperion) 하수처리장을 2차 처리 시설에서 첨단 수처리기술(Advanced Water Technology, AWT) 시설로 업그레이드하는 사업에 대한 프로그램 관리 지원 서비스와 개념 설계 서비스를 제공할 예정이다.

또한, 스탠텍 팀은 LA시의 하이페리온 MBR(분리막 생물반응기, Membrane Bio-Reactor) 시범 시설에 대한 운영 및 유지관리 서비스와 규제 관련 지원 서비스도 제공한다. 이 시범 시설은 규제 승인을 확보하는 데 매우 중요하며, 향후 대규모 AWT 시설 설계에 필요한 정보를 제공하고 개선하는 데 기여한다.

스탠텍의 자키르 히라니(Zakir Hirani) 부사장 겸 물 재이용 사업부 책임자는 “우리 팀은 남부 캘리포니아의 안전하고 신뢰할 수 있는 식수 공급의 미래를 변화시키는 식수 재이용 전략을 제공하기 위해 여러 지역사회와 협력해 온 것을 영광으로 생각한다”고 말했다.

히라니 부사장은 특히 “로스앤젤레스 위생국(LASAN)과 협력하여 검증된 기술과 처리 전문 지식을 활용해 LASAN이 더욱 탄력적인 물 공급 시스템을 구축하도록 지원하고 있다. 이 시스템은 현재는 물론 미래 세대까지 이 지역을 보호할 것”이라고 강조했다.

캐롤로 엔지니어스(Carollo Engineers)의 길 크로제스(Gil Crozes) 수석 부사장은 “이 획기적인 식수 재사용 프로그램을 통해 정화된 재이용수 생산을 극대화하여 지역 물 공급을 최적화하려는 LA시의 비전을 높이 평가한다”라면서 “이 세대를 아우르는 계획은 물 공급의 탄력성을 크게 향상시키고 점점 더 심해지는 기상 현상의 위험을 완화하는 데 도움이 될 것”이라고 말했다.

LASAN의 휴버투스 콕스(Hubertus Cox) 수석 환경 엔지니어는 “퓨어 워터 로스앤젤레스는 우리 도시의 미래를 위한 세대적인 투자이다”라면서 “스탠텍 팀은 퓨어 워터 로스앤젤레스의 하이페리온 프로그램 개발에 매우 중요한 역할을 한다”고 말했다. 

그는 특히, “이는 프로그램 초기 단계부터 개념 계획 최종 확정까지 모든 단계에 참여했기 때문이며, 첨단 수처리 공정에 대한 그들의 전문지식은 프로그램의 실현 가능성을 입증하는 데 크게 기여했을 뿐만 아니라, 초기 단계에서 주요 기술적 난제에 대한 혁신적인 해결책을 제시하고 프로그램의 전체 비용을 크게 절감하는 대안을 찾아냈다”고 강조했다.

미국 서부 전역의 물 재이용 발전

스탠텍은 수십 년간 미국 서부 지역 사회를 지원하며 식수 및 비식수 재이용을 위한 재활용수 수집, 처리 및 공급 분야에서 풍부한 경험을 쌓아왔다. 스탠텍은 캘리포니아주 카슨에서 남부 캘리포니아 수도국(Metropolitan Water District of Southern California)과 협력하여 직접 식수 재이용을 위한 AWT(첨단 수처리 기술) 시범 시설을 설계하고 있다. 

이 시설은 업계 최초의 사례로, 스탠텍 팀은 다양한 공정 방식을 평가하고 남부 캘리포니아 수도국의 ‘순수 물 남부 캘리포니아(Pure Water Southern California)’ 사업을 지원할 수 있게 된다.

또한 스탠텍은 ‘샌디에이고 순수 물(Pure Water San Diego)’ 2단계 사업에 대한 프로그램 관리 서비스는 물론 운영, 유지보수 및 준비 계획 수립을 지원하고 있다. 이 프로그램이 완료되면 샌디에이고 식수의 최대 절반을 지역에서 공급하여 수입 수원에 대한 의존도를 크게 줄일 수 있다.

LA 북쪽 앤텔롭 밸리(Antelope Valley)에서는 스탠텍이 팜데일 수도국(Palmdale Water District)에 캘리포니아 최초의 내륙 식수 재이용 프로그램인 ‘앤텔롭 밸리 순수 물(Pure Water Antelope Valley)’ 사업의 프로그램 관리 서비스를 제공하고 있다. 

이 지역사회는 역삼투압(RO) 하수처리를 위한 해안 접근성이 부족하기 때문에, 스탠텍은 이러한 문제를 해결하기 위해 혁신적인 하수관리 전략을 개발했다.

Stantec : selected by Los Angeles Bureau of Sanitation as key partner to advance water reuse in Southern California

 

Stantec, a global leader in sustainable design and engineering, has been selected by the Los Angeles Bureau of Sanitation (LASAN) to provide engineering and project delivery services for Pure Water Los Angeles, a transformative initiative that will secure a safe, reliable, and sustainable drinking water supply for Southern California.

Pure Water Los Angeles will purify recycled water to create a new source of high-quality drinking water-supporting the City of Los Angeles' transition to a 70 percent locally-sourced water supply and strengthening long-term water resilience for the region.

Today, approximately 50 percent of the city's water comes from local sources, including groundwater, recycled water, and supplies delivered by the Los Angeles Aqueduct, with the remainder imported from other agencies. By expanding water reuse, Pure Water Los Angeles will reduce reliance on imported water and help safeguard the region against climate variability and future water challenges.

Building a more resilient and reliable water future

Through Pure Water Los Angeles, the city aims to produce up to 230 million gallons per day of purified recycled water. To support this ambitious goal, Stantec and engineering partner Carollo Engineers will provide program management support services and conceptual design services to upgrade the Hyperion Water Reclamation Plant from a secondary treatment facility to an advanced water treatment (AWT) facility.

The team will also provide operations and maintenance services and regulatory support services for the city's Hyperion MBR Pilot Facility. The pilot facility is pivotal in securing regulatory approval and will help inform and refine the design of the full-scale AWT facility.

Their expertise in advanced water purification processes not only greatly contributed to demonstrating the feasibility of our program, but they also provided innovative solutions to some major technical challenges early on and identified alternatives that significantly reduced the overall cost of our program."

Advancing water reuse across the Western United States

Stantec brings decades of experience supporting communities across the Western United States in collecting, treating, and distributing recycled water for both non-potable and potable reuse.

In Carson, California, Stantec is working with the Metropolitan Water District of Southern California to design an AWT demonstration facility for direct potable reuse. This first-of-its-kind facility will allow the team to evaluate multiple process trains and support the District's Pure Water Southern California initiative.

The firm is also providing program management services, as well as operations, maintenance, and readiness planning, for Phase 2 of Pure Water San Diego. Once complete, the program will locally supply up to one-half of San Diego's drinking water, significantly reducing dependence on imported sources.

North of Los Angeles in Antelope Valley, Stantec is providing program management services to the Palmdale Water District to implement California's first inland potable reuse program - Pure Water Antelope Valley. Because the community does not have coastal access for reverse osmosis brine disposal, Stantec developed an innovative brine management strategy to address the challenge.
