유럽투자은행(EIB)이 스페인 남부 안달루시아 서부 지역의 물인프라 현대화를 위해 공공 물관리기업 아코솔(Acosol)에 총 1억7천500만 유로(약 3천65억 1천250만 원)를 지원한다. 이번 사업은 코스타 델 솔(Costa del Sol) 지역의 식수 공급과 하수처리 시설을 개선해 만성적인 물부족과 가뭄에 대응하고, 기후변화에 강한 물관리 체계를 구축하기 위한 것이다.

EIB와 아코솔은 최근 총 1억7천500만 유로 규모 대출 가운데 첫 번째 분할금인 7천500만 유로(약 1천313억 6천250만 원)에 대한 대출 계약을 체결했다.

아코솔은 말라가주(Málaga Province) 서부 코스타 델 솔 광역지자체연합이 소유한 공기업으로, 상수도 공급부터 하수도 및 하수처리까지 도시 물순환 전 과정을 관리하고 있다.

이번 투자로 베나아비스(Benahavís), 베날마데나(Benalmádena), 카사레스(Casares), 에스테포나(Estepona), 푸엔히롤라(Fuengirola), 이스탄(Istán), 마닐바(Manilva), 마르베야(Marbella), 미하스(Mijas), 오헨(Ojén), 토레몰리노스(Torremolinos) 등 11개 지방자치단체 약 100만명이 혜택을 받을 것으로 예상된다. 관광객이 집중되는 여름철에는 수혜 인구가 140만명 이상으로 증가할 전망이다.

사업에는 식수 생산·송수·저장시설과 전기기계 설비의 개보수, 누수와 해수 침투가 발생한 통합 하수관로 20㎞ 이상 교체, 하수처리장 성능 개선, 재이용수 공급망 구축 등이 포함된다. 또한 30㎞ 이상의 상수관을 교체하고 리오 베르데(Río Verde) 정수장에는 신규 배수지를 건설한다.

에너지 효율 향상을 위한 사업도 함께 추진된다. 마르베야 해수담수화시설에서는 자체 소비용 재생에너지 생산 설비를 구축해 운영 효율성을 높일 계획이다.

EIB는 이번 사업이 물 손실을 줄이고 하수 재이용을 확대하는 동시에 물관리 효율을 높여 코스타 델 솔 지역의 반복적인 가뭄 위험을 완화하고 기후 회복력을 강화할 것으로 기대했다. 또한 미래 세대의 안정적인 물공급 기반 마련에도 기여할 것으로 전망했다.

이번 사업은 EIB 그룹이 2025~2027년 총 150억 유로(약 26조 원)를 투자하는 '물 회복력 프로그램(Water Resilience Programme)'의 일환이다. 해당 프로그램은 유럽과 전 세계의 물안보 강화, 물인프라 현대화, 지속가능한 물관리 촉진을 목표로 하며, 최대 400억 유로(약 70조 원) 규모의 투자를 유도할 것으로 예상된다.

EIB는 스페인의 효율적인 물관리를 위한 지원도 확대하고 있다. 2025년 스페인의 물관리 관련 사업에 대한 EIB 금융지원 규모는 5억7천만유로로 역대 최대치를 기록했으며, 이번 사업 역시 EIB 그룹의 '2024~2027 전략 로드맵'과 '2026~2030 기후은행 로드맵 2단계'에서 제시한 기후행동 목표 달성에 기여할 것으로 평가된다.

Spain: EIB to lend €175 million for water infrastructure investments by Acosol on Costa del Sol

 

The European Investment Bank (EIB) and Acosol have signed the first tranche, for €75 million, of a total approved loan of €175 million.

It will finance the upgrade and expansion of drinking water supply, sanitation and benefiting 1 million residents across the 11 municipalities encompassing the Association of Municipalities of the Western Costa del Sol.

The investments are expected to help alleviate the significant water stress affecting the area, with more efficient water management thanks to more resilient infrastructure, adapted to climate change.

The EIB, part of the European Investment Bank Group (EIB Group), will provide €175 million in financing for Acosol’s investment programme to upgrade water infrastructure in western Andalusia, helping better manage a natural resource of vital importance to the region.

Today, the EIB and Acosol signed the first tranche of this loan, for €75 million. Acosol is a public company owned by the association of municipalities of the Western Costa del Sol that manages the entire urban water cycle, including water supply and sanitation services, in this part of the Province of Málaga.

The investments are expected to benefit around 1 million people in the municipalities of Benahavis, Benalmádena, Casares, Estepona, Fuengirola, Istán, Manilva, Marbella, Mijas, Ojén and Torremolinos – and more than 1.4 million in summer, when the population increases considerably.

The planned measures contain energy efficiency improvements, including to generate renewable energy for own consumption at the Marbella desalination plant, EDAM (Estación Desalinizadora de Agua de Mar). This includes the rehabilitation and upgrade of water production, conveyance, storage and electromechanical systems, with the replacement of more than 20 km of collectors in the integrated sewerage network affected by leakage and seawater infiltration.

They also include upgrading wastewater treatment plants and rehabilitating the integrated sewerage network to comply with environmental requirements, and helping recycle wastewater by installing reclaimed water networks.

In addition, more than 30 km of drinking water pipelines will be refurbished and a new service reservoir will be built at the Río Verde drinking water treatment plant, ETAP (Estación de Tratamiento de Agua Potable de Río Verde), among other improvements.

The project will alleviate the significant water stress affecting Spain’s Costa del Sol while increasing environmental sustainability and improving services for people. By reducing water loss, increasing reuse and improving water management, it will also address recurring drought risk and strengthen the region’s climate resilience. The project will thus help meet the water needs of future generations facing a more uncertain and variable climate.

EIB support for efficient water management

Contributing to the efficient management of such a vital natural resource as water is a priority for the EIB. The project with Acosol forms part of the EIB Group’s Water Resilience Programme, an initiative to invest €15 billion between 2025 and 2027 to increase water security, upgrade infrastructure and promote more sustainable water management in Europe and around the world. The programme constitutes the EIB’s main financial contribution to the European Water Resilience Strategy, and will help mobilise up to €40 billion in investment.

In Spain, EIB financing for projects contributing to efficient water management reached a record €570 million in 2025, maintaining the strong momentum in this area from the previous financial year.

The project will contribute significantly to the climate action objectives set out in the EIB Group’s Strategic Roadmap for 2024-2027 and phase two of the Climate Bank Roadmap for 2026-2030.
