[이탈리아] 이탈리아, '물과 건강에 관한 의정서' 가입…유럽 물 지속가능성 대응 강화

범유럽 물·위생 격차 해소 위한 국제 협력 기반 확대

이탈리아가 유엔유럽경제위원회(UNECE)와 세계보건기구 유럽지역사무소(WHO/Europe)의 '물과 건강에 관한 의정서(Protocol on Water and Health)'에 가입하며 31번째 당사국이 됐다.

이번 가입은 전 세계 물위기가 심화되고 있는 가운데, 범유럽 지역이 국가 간 물·위생 서비스 격차와 노후 인프라, 기후변화 영향 확대 등 복합적인 과제에 직면한 시점에 이뤄져 의미를 더한다.

범유럽 지역의 물·위생 분야 개선은 여전히 불안정한 상황이다. 현재 인구의 약 92%가 안전하게 관리되는 식수 서비스를 이용하고 있으며, 약 80%는 안전하게 관리되는 위생 서비스를 이용하고 있다. 그러나 여전히 1천900만 명 이상이 기본적인 식수 서비스를 이용하지 못하고 있으며, 약 2천400만 명은 기본적인 위생 서비스조차 이용하지 못하는 실정이다.

이 같은 수치는 물과 위생 문제 해결을 위해 지속적인 정치적 의지와 부문 간 협력이 필요성을 보여준다고 UNECE와 WHO 유럽지역사무소는 강조했다.

이탈리아 역시 이러한 현실에서 자유롭지 않다. 이탈리아 일부 지역에서는 노후화된 상수도 관망으로 인해 공급된 물의 40% 이상이 최종 이용자에게 전달되지 못한 채 누수되는 것으로 나타났다.

타티아나 몰찬(Tatiana Molcean) UNECE 사무총장은 "이탈리아의 의정서 가입을 환영한다"며 "이번 가입은 모두를 위한 안전한 식수와 위생 서비스 보장, 기후 회복력 강화, 지속 가능한 물관리 추진을 위한 이탈리아의 노력을 더욱 뒷받침할 것"이라고 말했다. 이어 "범유럽 지역의 다른 국가들도 이 실질적인 협력 체계에 동참해 물과 건강 분야의 진전을 함께 앞당기기를 기대한다"고 밝혔다.

이번 가입은 PFAS(과불화화합물) 등 신종 오염물질 대응을 포함한 수질관리 노력에도 힘을 보탤 것으로 기대된다. UNECE는 예방 중심의 위험관리 접근법을 채택한 '물과 건강에 관한 의정서'가 이러한 새로운 수질오염 문제에 대응하는 데 점점 더 중요한 역할을 하고 있다고 설명했다.

로코 벨란토네(Rocco Bellantone) 이탈리아 국립보건원(Istituto Superiore di Sanità, ISS) 원장은 "이번 의정서 비준은 물과 건강, 지속가능성 간의 핵심적인 연계를 더욱 강화하려는 이탈리아의 의지를 재확인한 것"이라며 "이는 국가와 미래 세대를 위한 중요한 조치가 될 것"이라고 말했다.

'물과 건강에 관한 의정서'는 이러한 과제에 체계적이고 효과적으로 대응할 수 있는 구체적인 협력 기반을 제공한다. 이 의정서는 UNECE와 WHO 유럽지역사무소가 공동 사무국을 운영하는 국제협약으로, 물·위생·위생관리와 보건을 법적으로 연계한 유일한 구속력 있는 국제협약이다.

또한 거버넌스와 책무성을 강화하고 예방 중심의 위험관리 접근법을 촉진함으로써 기후 회복력을 높이고 공중보건을 보호하는 데 필요한 정책적 기반을 제공한다.

안드레아 피촐리(Andrea Piccioli) 이탈리아 ISS 사무총장은 지속적인 국가 차원의 협력 중요성을 강조하며 "보건부와 환경부, 외교부의 강력한 협력으로 이뤄진 이번 의정서 비준은 하나의 중요한 이정표이자 새로운 약속"이라고 말했다.

이어 "이탈리아는 물과 위생 서비스의 형평성 있는 접근성 확대를 위한 의정서 활동에 적극 참여하고 있으며, 네덜란드와 함께 물·위생 시스템의 기후회복력 강화를 위한 국제 협력을 공동 주도하고 있는 것을 자랑스럽게 생각한다"고 밝혔다.

국제사회가 ‘2026년 유엔 물회의(UN 2026 Water Conference)’와 ‘유로-지중해 물포럼(Euro-Mediterranean Water Forum)’ 개최를 앞둔 가운데, 이번 이탈리아의 가입은 범유럽, 특히 지중해 지역에서 '물과 건강에 관한 의정서'의 역할과 영향력을 한층 확대하는 계기가 될 것으로 기대된다. 아울러 물안보를 공중보건과 지속 가능한 발전, 지역 안정의 핵심 기반으로 삼겠다는 국제사회의 공동 의지를 더욱 공고히 할 것으로 기대된다.

Italy joins UNECE–WHO/Europe Protocol on Water and Health, strengthening action on water sustainability in the region

 

Italy has acceded to the UNECE–WHO/Europe Protocol on Water and Health, becoming the 31st Party to the treaty. This milestone comes at a critical moment, as the global water crisis intensifies, and the pan-European region grapples with uneven progress, aging infrastructure, and the growing impacts of climate change.

The urgency could not be clearer. In the pan-European region, progress on water and sanitation remains fragile. While approximately 92% of the population uses safely managed drinking water services and about 80% has access to safely managed sanitation, over 19 million people still lack basic drinking water services, and nearly 24 million lack basic sanitation. These numbers point to a challenge that demands sustained political commitment and cross-sectoral cooperation.

Italy knows this reality intimately. In many parts of the country, more than 40% of water entering the distribution network never reaches the end user, lost in ageing infrastructure.

UNECE Executive Secretary, Tatiana Molcean, stated "I welcome Italy's accession to the Protocol on Water and Health, which will strengthen its efforts to ensure safe water and sanitation for all, build climate resilience, and advance sustainable water management. I encourage other pan-European countries to join this practical framework for cooperation and help accelerate progress on water and health across the region."

Italy’s accession also brings added momentum to efforts on water quality, including the growing challenge of emerging pollutants, such as PFAS - an area where the Protocol's preventive, risk-based approach is increasingly essential.

President of the Italian National Institute of Health - Istituto Superiore di Sanità, Rocco Bellantone, said: "The ratification of the Protocol confirms Italy's commitment to strengthening the vital link between water, health and sustainability – for the benefit of the country and future generations."

The Protocol on Water and Health offers a concrete platform to address these challenges coherently and effectively. Jointly serviced by UNECE and WHO/Europe, it is the only legally binding instrument linking water, sanitation, hygiene and health. It promotes stronger governance, accountability, and a preventive, risk‑based approach—tools that are essential for building climate resilience and protecting public health.

General Director of the Italian National Institute of Health - Istituto Superiore di Sanità, Andrea Piccioli, highlighted the importance of sustained national collaboration: "Ratification, made possible by the strong commitment of the Ministries of Health, Environment, and Foreign Affairs, is both a milestone and a renewed commitment. Italy is actively engaged in the Protocol's work on equitable access to water and sanitation, and we are proud to co-lead with the Netherlands the work on building climate resilience of water and sanitation systems."

As the world prepares for the UN 2026 Water Conference and the Euro-Mediterranean Water Forum, Italy's accession strengthens the Protocol's reach across the pan-European region and the Mediterranean in particular, reinforcing the shared commitment to water security as a pillar of public health, sustainable development and regional stability.
