세계은행(World Bank)은 5월 20일 바베이도스 물안보 및 부문별 성과 프로그램(Barbados Water Security and Sector Performance Program)을 승인했습니다. 이번 사업은 바베이도스의 물안보를 강화하고, 수돗물 감소 저감과 편안함 서비스 확대, 분리 물 서비스에 의존하는 생계 보호를 지원하기 위해 확장됩니다.

바베이도는 세계에서 가장 물부족이 적당한 국가 중 하나다. 전체 물 공급의 86%를 지하수에 의존하고 있으며, 현재도 지하수 저장고에 탄력을 줄 수 없는 범위 내에서 사실상 최대 수준의 지하수를 취수하고 있습니다. 반면에 물수요는 2050년까지 30% 증가할 전망이다.

바베이도스 수도청(Barbados Water Authority, BWA)은 현재 생산된 물의 약 50%를 소비자에게 공급하기 전에 잃어버리고 있습니다. 주요 원인으로는 누수관, 손잡이확한 계량기, 요금 청구 항목 등이 지목되어 있습니다.

또한 바베이도스 전체 국토의 약 80%는 부실한 하수 처리로 인해 지하수로 인해 위험에 처해 있습니다. 처리되지 않은 아마추어가 해역으로 믿음직한 관광과 대응이 의존하는 해양산업 생태계에도 영향을 미치고 있습니다. 

총 5천470만 달러(약 823억 5천85만 원) 규모의 이번 프로그램은 세 가지 범위를 하위로 확장됩니다.

첫 번째는 BWA 운영 현대화다. 민간 부문 파트너를 투입해 공기업 직원과 함께 업무를 수행하고, 요금 청구 및 계량 시스템 개선, 관로 손실 저감, 수익 증대를 추진한다.

두 번째는 위생서비스 확대다. 2천 가구 신규 하수관 연결을 지원하고, 폐기물의 안전한 수거·처리를 위한 규제를 도입할 예정이다.

세 번째는 거버넌스 강화다. 국가 지하수 모니터링 시스템과 물관리·농업·에너지·기후계획을 연계하는 고위급 조정기구를 구축한다.

릴리아 부룬치우크(Lilia Burunciuc) 세계은행 카리브지역 담당 국장은 “공기업 운영 개선, 위생서비스 확대, 물 거버넌스 강화를 통해 이번 프로그램은 바베이도스의 경제 성장과 회복력 강화를 직접 지원할 것”이라며 “사업 기간 동안 최대 5만8천 개의 일자리를 창출·보호할 것으로 기대된다”고 말했다.

이번 사업은 도미니카(Dominica), 그레나다(Grenada), 자메이카(Jamaica), 세인트루시아(Saint Lucia) 등을 포함하는 카리브지역 물안보 프로그램(Caribbean Regional Water Security Program)의 1단계 사업이다.

프로그램 재원은 국제부흥개발은행(International Bank for Reconstruction and Development, IBRD)의 잉여재원 기반 리버블 플래닛 펀드(Surplus-Funded Livable Planet Fund) 보조금 470만 달러(약 70억 7천585만 원)와 IBRD 융자 5천만 달러(약 752억 7천500만 원)로 구성된다.

이번 사업은 성과연계금융방식을 적용해 물손실 저감, 고객서비스 개선, 규제개혁 완료 등 구체적이고 독립적으로 검증된 성과가 달성될 때만 자금이 집행된다. 프로그램은 향후 5년간 BWA가 수행할 예정이다.

Barbados to Strengthen Water Security with World Bank Support

 

Washington, D.C., May 20, 2026: The World Bank’s Board of Executive Directors has approved the Barbados Water Security and Sector Performance Program, a new project that will strengthen water security in Barbados, helping to reduce water losses, expand sanitation services and protect livelihoods which depend on reliable water services.

Barbados is one of the most water-scarce countries in the world. The island relies on groundwater for 86 percent of its water supply and is already extracting nearly as much groundwater as can be safely removed each year without causing permanent damage to its reserves, while water demand is projected to grow by 30 percent by 2050.

The Barbados Water Authority (BWA) currently loses about 50% of all water produced before it reaches consumers - through leaking pipes, inaccurate meters, and billing gaps. Approximately 80 percent of the island’s land area is vulnerable to groundwater contamination from poorly managed sewage disposal. Untreated waste reaching coastal waters impacts marine ecosystems which tourism and jobs depend on.

The US $54.7 million program addresses these challenges across three areas. The first focuses on modernizing the BWA’s operations - deploying a private sector partner to work alongside utility staff, improving billing and metering systems, reducing pipe losses, and increasing revenues.

The second expands sanitation services, supporting 2,000 new household sewage connections and introducing regulations for the safe collection and treatment of waste. The third strengthens governance, establishing a national groundwater monitoring system and a high-level coordination body linking water management to agriculture, energy, and climate planning.

“By improving how the utility operates, expanding sanitation, and strengthening water governance, this program directly supports economic growth and resilience in Barbados. Over the lifetime of the project the program is expected to generate and protect up to 58,000 jobs," said Lilia Burunciuc, World Bank Director for the Caribbean. 

바베이도스 프로그램은 카리브해 지역 물 안보 프로그램의 1단계 사업으로, 도미니카, 그레나다, 자메이카, 세인트루시아도 포함하는 지역 차원의 사업입니다. 이 프로그램은 국제부흥개발은행(IBRD)의 잉여자금으로 조성된 '살기 좋은 지구 기금'에서 470만 달러의 보조금을, IBRD에서 5천만 달러를 지원받아 운영됩니다. 

이 프로그램은 성과 중심 접근 방식을 채택하고 있으며, 물 손실 감소, 고객 서비스 개선, 규제 개혁 완료 등 구체적이고 독립적으로 검증된 결과가 달성되었을 때만 자금이 지원됩니다. 

이 프로그램은 바베이도스 수자원청에서 5년에 걸쳐 시행할 예정입니다.
