미국 국토개발국(Bureau of Reclamation)은 나바호-갤럽 상수도 공급사업(Navajo-Gallup Water Supply Project)의 샌후안 측선(San Juan Lateral) 취수 및 펌핑 플랜트 건설을 위해 6천770만 달러(약 1천21억 원) 규모 계약을 체결했다고 밝혔다. 해당 계약은 에임스 연방계약 그룹(Ames Federal Contracting Group, LLC)에 체결됐다.

이번 사업은 뉴멕시코 북서부에 위치한 샌후안강 취수시설과 펌핑 플랜트를 건설하는 것으로, 나바호 자치정부와 갤럽(Gallup) 시에 물을 공급하는 관로 시스템의 시작 지점 역할을 수행한다. 해당 시설은 프로젝트에서 건설되는 마지막 주요 펌핑 플랜트다.

안드레아 트라브니첵(Andrea Travnicek) 수자원·과학 담당 차관보는 “이번 계약은 나바호-갤럽 상수도 공급사업의 마지막 주요 펌핑 플랜트 건설을 의미한다”며 “이 사업은 핵심 인프라 개선에 대한 행정부의 의지를 보여주며, 여전히 3명 중 1명 이상이 실내 수도시설 없이 생활하며 물을 길어 와야 하는 나바호 자치정부에 필수적인 물을 공급할 것”이라고 밝혔다.

해당 취수 및 펌핑 플랜트는 샌후안 측선의 도수시설로서 샌후안강에서 취수한 물을 나바호 자치정부와 갤럽 시로 공급하는 관로 시스템으로 유도하는 기능을 수행한다.

사업에는 수리학적 성능 개선과 함께 하류 수요에 따라 도수량을 조절할 수 있는 자동화 및 제어 시스템 설치가 포함된다. 이를 통해 원격 모니터링과 제어가 가능해지며, 국토개발국 기준에 부합하는 운영 효율성 향상이 기대된다.

스콧 캐머런(Scott Cameron) 국토개발국 직무대행 국장은 “이 시설은 샌후안 측선 전반과 이에 의존하는 지역사회로 공급될 물의 도수 지점 역할을 하게 될 것”이라며 “나바호 자치정부와 뉴멕시코 북서부, 그리고 국토개발국에 있어 중요한 사업에서의 큰 진전”이라고 말했다.

이번 계약 재원은 「공법 119-74(Public Law 119-74)」에 따라 배정된 지역사회 지원금 5천500만 달러(약 829억 6천750만 원)와 기존 배정된 1천270만 달러(약 191억 5천795만 원)로 구성된다. 샌후안 측선은 현재 70% 이상 완공된 상태이며, 초기 용수 공급은 2028년 말, 전체 사업 완료는 2029년 말로 예상된다.

나바호-갤럽 상수도 공급사업은 뉴멕시코 샌후안강 유역에서 체결된 나바호 자치정부 물권리 합의의 핵심 사업으로, 2009년 「공공토지 종합관리법(Omnibus Public Land Management Act of 2009)」에 따라 승인돼 2012년에 착공됐다. 사업이 완료되면 약 300마일(약 483㎞)의 관로, 2개의 정수처리장, 19개의 펌핑 플랜트, 다수의 물저장 탱크가 포함될 예정이다.

Bureau of Reclamation advances Navajo-Gallup Water Supply Project with $67.7 million contract for construction of the project’s San Juan River intake facility

New facility will serve as starting point for water flowing to Navajo Nation and city of Gallup communities and marks the final ‘major’ pumping plant to be constructed for the project

 

The Bureau of Reclamation is advancing the Navajo-Gallup Water Supply Project with a $67.7 million contract to construct the San Juan Lateral’s river intake and pumping plant in northwest New Mexico. The Bureau of Reclamation awarded the contract to Ames Federal Contracting Group, LLC. 

“This award marks construction of the Navajo-Gallup Water Supply Project’s final major pumping plant and represents a critical step forward,” said Assistant Secretary – Water and Science Andrea Travnicek.

“This project represents the Trump administration’s commitment to improving critical infrastructure and will deliver essential water to the Navajo Nation, where more than one in three people still live without indoor plumbing and must haul water to their homes.”  

The river intake and pumping plant will serve as the diversion facility for the San Juan Lateral, directing water from the San Juan River into the pipeline system that supplies the Navajo Nation and the city of Gallup. 

Planned improvements include hydraulic refinements and installation of modern automation and control systems capable of regulating diversion rates in response to downstream demand within the San Juan Lateral system. These upgrades will enable remote monitoring and control and improved operational efficiency consistent with Reclamation standards.  

“This facility will serve as the diversion point for water that will be delivered throughout the entire San Juan Lateral and into the communities that depend on it,” said Reclamation Acting Commissioner Scott Cameron. “This is great progress on an important project to the Navajo Nation, northwestern New Mexico and to Reclamation."

This contract is funded through $55 million of Community Funding appropriated in Public Law 119-74 and $12.7 million from previously appropriated funds.  

The San Juan Lateral is more than 70% complete, with initial water deliveries expected in late 2028 and full project completion by the end of 2029. 

The Navajo-Gallup Water Supply Project is the cornerstone of the Navajo Nation Water Rights Settlement in the San Juan River Basin in New Mexico. Authorized by the Omnibus Public Land Management Act of 2009, construction began in 2012. When finished, the project will include about 300 miles of pipeline, two water treatment plants, 19 pumping plants and multiple water storage tanks.
