인도 간디나가르 공과대학교(Indian Institute of Technology Gandhinagar, IITGN)와 국제물관리연구소(International Water Management Institute, IWMI)는 2026년 2월 26일 물연구와 기후회복력, 정책 참여 강화를 위한 협력 관계를 공식화했다. 이번 협력은 엄밀한 과학 연구를 현장 적용 가능한 성과로 연결하는 중요한 전환점이 될 것으로 평가된다.

프라하르쉬 파텔(Praharsh Patel) IITGN 환경경제학부 교수는 구자라트(Gujarat)와 인도 서부 여러 지역에서 지하수 고갈을 억제하기 위한 다양한 정책이 시행되고 있다고 밝혔다. 그는 과학적 엄밀성과 사회적 기반을 동시에 갖춘 물관리 연구의 중요성을 강조하며, 이러한 연구가 지역별 과제를 직접적으로 해결하고 현장에서 효과적으로 실행 가능한 정책 결정으로 이어져야 한다고 말했다.

비말 미슈라(Vimal Mishra) IITGN 연구·개발 학장은 학제 간 연구 클러스터를 강조하며, 이를 통한 분야 간 협력 촉진의 중요성을 밝혔다. 이를 바탕으로 IWMI와 IITGN은 각 클러스터 소속 교수진이 참여하는 공동 연구 프로젝트를 추진하고, 정책 대화를 활성화하는 한편, 지하수 지속가능성, 기후 적응, 자원 거버넌스 등 복합적인 과제 해결을 위한 현장 기반 이니셔티브를 시행할 예정이다.

마크 스미스(Mark Smith) IWMI 사무총장은 2001년 시작된 ‘IWMI-타타 수자원 정책 프로그램(IWMI-Tata Water Policy Program)’을 포함한 인도 내 IWMI의 활동을 소개했다.

스미스 사무총장은 “이 프로그램은 ‘과학을 정책 실행으로 전환’하는 것을 목표로 구축된 독특한 협력 모델”이라며, 물연구를 기반으로 하되 생계, 에너지, 환경, 기후 등 인도의 복잡하고 다양한 사회·경제적 맥락 전반을 아우르고 있다고 설명했다.

이번 협력을 통해 IITGN과 IWMI는 물·식량·생태계, 물·기후변화·회복력, 물·성장·포용 등 분야에서 공동 연구를 추진한다. 이러한 협력은 물관리, 기후 대응, 식량 및 토지 시스템, 자원 거버넌스 전반에서 과학·기술·디지털 혁신을 촉진할 것으로 기대된다. 또한 양 기관은 응용 정책 연구를 강화하고 학제 간 프로그램을 개발하는 한편, 국내외 기관 대상 공동 연구 과제 발굴, 학생 인턴십, 교육 프로그램 및 세미나를 통해 인도와 글로벌 차원의 이해관계자 참여와 협력을 확대할 계획이다.

IITGN은 학생과 스타트업이 활발히 참여하는 혁신 생태계를 갖추고 있다. 라자트 무나(Rajat Moona) IITGN 총장은 “학술 연구, 창업, 정책 참여의 통합이 향후 협력을 위한 견고한 기반이 될 것”이라고 밝혔다.

이번 협력은 과학적 우수성, 기관의 축적된 경험, 지역 현실에 대한 이해, 그리고 IWMI와 IITGN 학생들의 혁신적 아이디어와 뛰어난 역량을 결합해 인도의 물안보 체계를 강화하겠다는 공동 의지를 반영한다.

IIT Gandhinagar and IWMI partner to strengthen policy research around water, energy, climate and livelihoods

 

The Indian Institute of Technology Gandhinagar (IITGN) and the International Water Management Institute (IWMI) formalized a partnership to strengthen collaboration in water research, climate resilience and policy engagement on February 26, 2026. The collaboration marks an important step toward connecting rigorous scientific research with actionable field-level impact.

Several regions across Gujarat and Western India have implemented various policies to curb groundwater depletion, noted Praharsh Patel, a professor for the Faculty of Environmental Economics at IITGN. He emphasized the importance of water management research that is both scientifically robust and socially-grounded, ensuring it directly addresses regional challenges and guides policy decisions that can be effectively implemented on the ground.

Vimal Mishra, Dean of Research and Development at IITGN, highlighted the institute’s interdisciplinary research clusters and emphasized their role in promoting cross-domain collaboration. Building on this, IWMI and IITGN will engage faculty across these clusters to develop joint research projects, facilitate policy dialogues and implement field-based initiatives aimed at tackling complex challenges such as groundwater sustainability, climate adaptation and resource governance.

Mark Smith, director general of IWMI highlighted IWMI’s work in India, including the IWMI-Tata Water Policy Program, initiated in 2001. This unique partnership was established with the mandate for “converting science into policy action. While rooted in water research, its focus extends to livelihoods, energy, environment and climate, all within India’s complex and diverse socio-economic contexts,” said Smith.

Through this partnership, IITGN and IWMI will collaborate in the areas of water, food and ecosystems; water, climate change and resilience; and water, growth and inclusion. These efforts will advance science, technology and digital innovation in water management, climate action, food and land systems and resource governance. The partnership will help foster applied policy research, develop interdisciplinary programs, enable joint research proposals to national and international agencies, student internships, training programs and seminars to strengthen outreach and engagement with stakeholders in India and globally.

IITGN features a vibrant innovation ecosystem of students and startups. “It is this integration of academic research, entrepreneurship and policy engagement that will provide a strong foundation for future collaboration,” expressed Rajat Moona, director of IITGN.

The alliance reflects a shared commitment to strengthening India’s water security framework by combining scientific excellence, institutional experience, understanding of local realities and the innovative ideas and exceptional talent of IWMI and IITGN’s students.
