국토개발국(Bureau of Reclamation)은 선박 평형수를 통해 유입되는 수생 외래종의 확산을 막기 위한 혁신적인 해결책 발굴을 위해 3단계로 구성된 상금 챌린지를 시작한다고 밝혔다. '불청객 차단: 외래종 퇴치 챌린지(Halt the Hitchhiker: Invasive Species Challenge)'는 선박, 선박, 사용자 및 환경에 안전하면서 수생 외래종의 제거, 차단 등의 방법을 모색한다.

콰가홍합(quagga mussel), 얼룩말홍합(zebra mussel), 황금홍합(golden mussel) 등 수생 외래종은 선박 평형수 저장시스템에 남아 있는 소량의 잔류수를 통해 이동할 수 있으며, 이들은 미 서부 지역의 용수 공급 및 수력 발전 시설에 심각한 위협이 되고 있다. 기존의 선박 검사 및 소독 프로그램은 효과적이지만, 시간과 노동력이 많이 소요돼 보트 등 선박 이용량이 많은 시기에는 어려움을 겪고 있다.

수생 외래종의 확산은 심각한 경제적, 환경적 피해를 초래하며, 콰과홍합과 얼룩말홍합만으로도 전국적으로 연간 10억 달러(약 1조4천341억 원) 이상의 방제 및 인프라 비용이 발생하고 있다. 최근 캘리포니아에서 황금홍합이 발견되면서 확장 가능하고 효율적인 솔루션의 시급성이 커지고 있다.

국토개발국은 이번 상금 챌린지를 통해 유해 폐기물이 발생하지 않고 선박에 손상과 안전 문제를 야기하지 않으면서 수생 외래종 위험을 줄이는 혁신적인 기술을 개발해 기존의 선박 오염 제거 노력을 보완할 계획이다.

1단계 - 콘셉트 페이퍼(Concept Papers): 1단계 에서는 새로운 무해한 평형수 검사 또는 오염 제거 개념을 제안해야 하며, 최대 6명의 우승자를 선정해 각각 2만5천 달러(약 3천583만 원)가 수여된다.

2단계 - 가상 피치(Virtual Pitch): 1단계 우승자는 엔지니어링 디자인으로 가는 길을 보여주는 가상 피치를 선보여야 한다. 최대 3명의 우승자에게는 각각 최대 5만 달러(약 7천164만 원)의 상금이 주어진다.

3단계 - 프로토타입 개발(Prototype Developmen): 2단계 우승자는 실험실 규모의 테스트를 위한 프로토타입을 개발해야 한다. 1등에게는 최대 12만5천 달러(약 1억7천911만 원)의 상금이 수여되며, 2등과 3등에게는 각각 7만5천 달러(약 1억743만 원), 최대 5만 달러(약 7천164만 원)의 상금이 수여된다.

Reclamation Launches Prize Challenge to Address Aquatic Invasive Species in Watercraft Ballast Systems

 

The Bureau of Reclamation launched a new three-phase prize challenge to identify innovative solutions that prevent the spread of aquatic invasive species through watercraft ballast compartments. The Halt the Hitchhiker: Invasive Species Challenge seeks approaches that can kill, exclude, or inactivate aquatic invasive species while remaining safe for watercraft, users, and the environment. 

Aquatic invasive species such as quagga, zebra, and golden mussels can be transported between waterbodies in small amounts of residual water trapped in ballast systems, posing a serious risk to water delivery and hydropower infrastructure across the western United States. While existing Watercraft Inspection and Decontamination programs are effective, they are time- and labor-intensive, creating challenges during peak boating seasons. 

The spread of aquatic invasive species causes significant economic and environmental harm, with quagga and zebra mussels alone responsible for more than $1 billion annually in control and infrastructure costs nationwide. The recent detection of golden mussels in California has increased the urgency for scalable, efficient decontamination solutions. 

Through this prize competition, Reclamation aims to complement existing WID efforts by advancing innovative technologies that reduce AIS risk without generating hazardous waste, damaging watercraft, or creating safety concerns.  

Prize Challenge Phases 

Phase 1 - Concept Papers: Up to six winners will receive up to $25,000 each for proposing novel, non-harmful ballast inspection or decontamination concepts.  

Phase 2 - Virtual Pitch: Phase 1 winners will present virtual pitches demonstrating a path to engineered design. Up to three winners will receive up to $50,000 each. 

Phase 3 - Prototype Development: Phase 2 winners will develop prototypes for laboratory-scale testing. Up to three winners will receive the following maximum amounts: First Prize: up to $125,000, Second Prize: up to $75,000, Third Prize: up to $50,000 pursuant on meeting criteria.  

The challenge is open to solutions from all technical domains and industries.
