영국 환경청(Environment Agency)은 스톰 찬드라(Storm Chandra) 이후 영국 남서부 지역에 위치한 서머싯(Somerset)과 도싯(Dorset)에서 상당한 홍수 위험이 지속되고 있다며 주민들에게 각별한 주의를 당부했다. 스톰 찬드라는 영국 기상청(Met Office)이 명명한 폭우를 동반한 폭풍으로, 이번 홍수 사태의 직접적인 계기가 됐다.

환경청에 따르면 현재 예보상 기상 여건은 불안정한 상태가 이어질 것으로 예상되며, 지역 전반에 추가적인 영향이 나타날 가능성이 있다. 영국 기상청은 잉글랜드 남서부에 내일 비 황색 경보(주의 단계)를 발령할 예정이다.

서머싯에서는 관계 기관들이 스톰 찬드라에 대한 대응을 강화하면서 중대 사고가 선포됐다. 서머싯 카운슬(Somerset Council)과 환경청, 응급 서비스는 폭우 이후 지역사회를 지원하기 위해 공동 대응에 나서고 있다.

환경청 현장팀은 하천 수위가 허용되는 즉시 침수된 물을 배출하기 위해 펌프를 가동하고 있으며, 노스무어(Northmoor)와 솔트무어(Saltmoor) 지역에는 초대용량 펌프를 추가 배치하고 있다.

도싯에서는 이포드 브리지 홈 파크(Iford Bridge Home Park) 인근 로어 스토어(Lower Stour) 지역에 심각한 홍수 경보가 발령됐다. 당국은 카라반 사이트와 주차장에 대한 대피를 주도하고 있다.

환경청은 전국적으로 팀을 동원해 다른 홍수 방어 시설을 점검하고 하천 내 장애물을 제거하는 한편, 하천 수위를 면밀히 모니터링하고 있다. 환경청은 홍수 위험을 줄이기 위해 24시간 대응 체제를 유지하고 있으며, 향후 며칠간도 현장 대응을 이어갈 계획이다.

현재까지 63채의 건물이 침수 피해를 입은 것으로 추정되며, 환경청의 조치로 약 1만900채의 건물은 보호된 것으로 집계됐다.

크리스 와일딩(Chris Wilding) 홍수 대응 매니저는 “주택과 사업장이 침수되는 피해를 입은 분들을 포함해 스톰 찬드라로 영향을 받은 모든 분들께 깊은 위로의 마음을 전한다”며 “오늘 잉글랜드 남서부 일부 지역에서는 상당한 하천 범람 피해가 발생할 가능성이 있고, 목요일과 금요일 이른 시간까지도 잉글랜드 일부 지역에서 추가적인 홍수 피해가 예상된다”고 말했다.

이어 “환경청 팀은 서머싯을 포함한 현장에서 홍수 영향을 줄이고 피해 지역사회를 지원하고 있다”며 “침수된 도로를 차량으로 통과하지 말아야 한다. 흐르는 물 30㎝만으로도 차량이 뜰 수 있다”고 경고했다.

엠마 하디(Emma Hardy) 물 담당 장관은 “홍수는 파괴적인 재난이며 피해를 입은 분들께 깊은 위로를 전한다”며 “서머싯과 도싯에서 진행 중인 홍수 대응과 관련해 환경청과 수시로 소통하고 있으며, 환경청은 지방 당국과 응급 서비스와 함께 지역사회의 안전을 지키기 위한 조치를 이미 시행하고 있다”고 밝혔다. 또한 “앞으로 며칠간 주민들은 지역 당국의 안내를 따라 안전을 확보해 달라”고 덧붙였다.

환경청에 따르면 영국 정부는 향후 홍수로부터 주택과 사업장을 보호하기 위해 2036년까지 추가로 90만채를 보호하는 데 105억파운드(약 20조 8천억 원)를 투자할 계획이다. 이와 함께 기존 홍수 방재 자산 유지를 위해 1억파운드(약 1천980억원) 이상을 재배분하고 있다.

환경청 직원들은 주간에는 노스무어·무어랜드(Northmoor/Moorland) 마을회관에 상주하며 주민들의 문의에 대응하고 있다. 환경청은 서머싯 전역의 상황을 지속적으로 모니터링하고, 예보가 갱신되는 대로 대응 계획을 재검토할 방침이다.

환경청은 강수량이 점차 줄어들더라도 일부 하천과 습지, 저지대는 이전 강우의 영향으로 수위가 천천히 반응해 계속 상승할 수 있다고 설명했다.

Environment Agency warns of ongoing flood risk in Somerset and Dorset

Calls for vigilance amidst flooding risk.

The Environment Agency is calling on the public to remain vigilant to the risk of significant flooding in Somerset and Dorset in the wake of Storm Chandra.

Current forecasts show conditions are expected to remain unsettled, with further impacts expected across the region. A Met Office yellow warning for rain will be in place tomorrow for the south west of England.

A major incident was declared in Somerset as agencies step up their response to Storm Chandra. Somerset Council, the Environment Agency and emergency services are working together to support communities following heavy rain.

Environment Agency teams are out on the ground switching on pumps to remove flood water as soon as river levels allow. They are also deploying additional ultra high-volume pumps to Northmoor and Saltmoor.

In Dorset, a severe flood warning has been issued for the Lower Stour at Iford Bridge Home Park, with the authorities leading an evacuation of a caravan site and car park. 

EA teams have been mobilised across the country to check on other flood defences, clear any river blockages and closely monitor river levels. They have been working around the clock to reduce the risk of flooding, and will be out in force over the coming days.

At this time we estimate 63 properties have sadly been flooded while nearly 10,900 properties have been protected through action by the Environment Agency.

Our thoughts are with all those affected by Storm Chandra, including those whose homes and businesses have sadly been flooded.

Significant river flooding impacts are probable in parts of the Southwest of England today. Further flooding impacts are also expected for parts of England on Thursday and into early Friday morning.

Environment Agency teams are out on the ground, including in Somerset, to reduce the impact of flooding and support those communities affected. We urge people not to drive though flood water – it is often deeper than it looks and just 30cm of flowing water is enough to float your car.

Floods Minister Emma Hardy said:

Flooding is devastating and my thoughts are with the people affected. 

I am in regular contact with the Environment Agency on their response to the ongoing flooding in Somerset and Dorset who, alongside local authorities and the emergency services, are already taking action to keep communities safe.

I urge residents to follow local advice over the next few days to ensure they stay safe.

To protect homes and businesses from future flooding situations, this government is investing a record £10.5 billion to protect a further 900,000 properties by 2036. This is alongside reprioritising over £100 million to maintain existing flood assets.

Environment Agency staff are on the ground during the day at Northmoor/Moorland village hall to answer questions from the public. We will continue to monitor the situation across Somerset and will review their plans as the forecasts are updated.
