[미국] EPA, 던스뮤어 철도기지서 대규모 기름 제거 작업 완료… 새크라멘토강 둔치 복원

100년 넘긴 오염원 정리… 기름 누유 차단

미국 환경보호청(EPA)은 캘리포니아주 던스뮤어(Dunsmuir)의 던스뮤어 철도 부지에서 약 7만5천 갤런(약 250톤)의 기름과 오염 토양 10만 톤을 제거하는 정화 작업 감독을 마무리했다고 밝혔다.

 

EPA는 이와 함께 새크라멘토강(Sacramento River)을 따라 오염이 발생한 약 1,400피트 구간의 강변을 복원했으며, 앞으로 기름이 추가로 강에 스며드는 것을 차단할 수 있게 됐다. 이번에 제거된 기름 오염 물질은 100여 년 전 사용됐던 기관차 급유 장비에서 비롯된 것으로 확인됐다.

마이크 몽고메리(Mike Montgomery) EPA 태평양남서부 수퍼펀드·긴급관리국장은 “EPA는 모든 미국인이 깨끗한 공기와 토지, 물을 누릴 수 있도록 최선을 다하고 있다”며 “이번 정화 작업 완료로 던스뮤어 지역사회와 야생생태계는 100년 만에 가장 깨끗한 땅과 물을 되찾게 됐다”고 말했다. 그는 이어 “이 같은 영구적 해결책은 주 정부 파트너들과의 긴밀한 협력이 없었다면 불가능했을 것”이라고 덧붙였다.

유니온 퍼시픽 철도회사(Union Pacific Railroad Company)가 소유·운영하는 던스뮤어 철도기지(Dunsmuir Railyard)는 1900년대 초부터 기관차 급유용 저장탱크에서 새어 나온 기름으로 오염이 지속돼 왔다.

2019년 캘리포니아 어류·야생동물국(CDFW)이 새크라멘토강 상류에서 기름 오염을 확인하고 EPA에 대응 지원을 요청했다. EPA는 즉시 조사에 착수했고, 그 결과 기름이 강으로 스며든 기간이 100년이 넘는 것으로 확인됐다.

2021년 EPA는 CDFW, 센트럴밸리 수질관리위원회(Central Valley Water Quality Control Board), 유니온 퍼시픽과 협력해 오염의 근원이던 기름을 제거하고 인체·환경에 대한 위험을 낮추는 작업에 착수했다.

EPA와 협력 기관들은 오염된 토양과 기름을 걷어내고 깨끗한 흙으로 채웠으며, 기존에 설치돼 있던 옹벽 일부를 철거하고 기름이 강으로 새어 나가지 않도록 차단층을 새로 조성했다. 아울러 훼손된 강변도 복원해 하천 용량을 넓히고 야생동물을 위한 서식 공간도 추가로 확보했다.

철도기지 내 다른 구역의 토양·지하수에 남아 있는 기름 문제를 해결하기 위해, 이 부지는 앞으로도 수질관리위원회의 관리 아래 놓이게 된다.

오염 경위

유니온 퍼시픽 철도회사의 노스 던스뮤어 철도기지(North Dunsmuir Railyard)는 새크라멘토강 상류와 바로 인접해 있다. 이 부지는 오래전 누유로 생긴 기름과 디젤 오염이 지하에 남아 있는 것으로 확인됐으며, 현재 캘리포니아 환경보호청과 센트럴밸리 수질관리위원회가 발령한 정화·시정명령의 적용을 받고 있다. EPA가 개입하기 전에는 철도기지 경계에 설치된 옹벽 틈새로 오염수가 지표로 새어 나왔으며, 일부는 강으로 유출된 모습도 확인됐다.

EPA Completes Historic Oil Removal at Dunsmuir Railyard, Restores Sacramento River Shoreline

U.S. Environmental Protection Agency (EPA) has completed oversight of the removal of approximately 75,000 gallons of oil and 100,000 tons of oil-contaminated soil from the Dunsmuir Railroad site in Dunsmuir, California and restored 1,400 feet of impacted shoreline along the Sacramento River.

EPA’s cleanup efforts also prevent additional oil from continuing to seep into the river. The oil-related substances addressed in this removal stem from locomotive-fueling equipment used over a century ago.

“EPA is committed to ensuring clean air, land, and water for all Americans. The completion of this cleanup means that the Dunsmuir community and wildlife will enjoy cleaner land and water than they have in a century,” EPA Pacific Southwest Superfund and Emergency Management Director Mike Montgomery. “Achieving this permanent solution would not have been possible without the close cooperation of our state partners.”

The Dunsmuir Railyard, owned and operated by the Union Pacific Railroad Company, has suffered contamination since the early 1900s from leaking oil tanks used to fuel locomotives.

In 2019, the California Department of Fish and Wildlife (CDFW) requested EPA’s assistance in responding to oil discovered in the upper Sacramento River, and EPA began its investigative work. Notably, investigate work found that the seepage of oil had been occurring for more than a century.

In 2021, EPA began working with CDFW, the Central Valley Water Quality Control Board, and Union Pacific to address the oil at its source and reduce the threats to human health and the environment. EPA worked with project partners to remove the contaminated soil and oil and bring in clean fill.

Portions of a previously installed retaining wall were removed, and a special barrier fill was installed to prevent oil from entering the river. In addition, the impacted shoreline was restored, increasing river capacity and creating additional habitat for wildlife.

The site will continue to be regulated by the Water Board, in order to address oil in soil and groundwater in other areas of the railyard.

Background

The Union Pacific Railroad’s North Dunsmuir Railyard site is an active railyard that is directly adjacent to the Upper Sacramento River. The railyard has known subsurface oil and diesel fuel contamination and is currently subject to a Cleanup and Abatement Order issued by the California Environmental Protection Agency and Central Valley Water Quality Control Board.

Prior to EPA’s response actions, oil and oily water surfaced at a retaining wall that lines the site along the Upper Sacramento River and oil was observed discharging into river.
