아시아개발은행(ADB)이 키르기스공화국의 국가 발전 목표를 지원하기 위해 2025년부터 2027년까지 7억 달러 이상을 제공하는 금융 프레임워크를 새롭게 마련한다. 마사토 칸다(Masato Kanda) ADB 총재는 11월 21일 비슈케크에서 사디르 자파로프(Sadyr Japarov) 대통령과 만나 30년 넘게 이어온 전략적 파트너십을 재확인하며 “키르기스공화국은 더 친환경적이고 회복력 있는 미래를 구축하겠다는 뚜렷한 의지를 보여왔다”고 평가했다.

칸다 총재는 이어 아딜벡 카스말리예프(Adylbek Kasymaliev) 내각 의장, 알마즈 바케타예프(Almaz Baketaev) 재무장관, 바키트 시디코프(Bakyt Sydykov) 경제·통상장관과의 회동에서 전략적 투자와 구조개혁 우선순위를 논의했다.

이 자리에서는 ADB와 키르기스공화국 재무부가 2026~2027년 금융 프레임워크 마련을 위한 양해각서(MOU)를 체결했으며, 기존 2025년 프레임워크에 포함된 3개 신규 프로젝트 계약도 함께 서명됐다.

ADB는 이를 통해 △녹색전환(green transformation), △재해 회복력(disaster resilience), △저렴한 주거(affordable housing)를 핵심 축으로 삼아 공공투자 우선과제를 지원한다. 신규 프로젝트에는 △공공건물의 에너지 효율 개선 및 기후 회복력 강화 △수자원 관리 및 재해 대비 역량 강화 △에너지 효율적 주거·모기지 금융 접근성 확대 등이 포함된다.

칸다 총재는 비슈케크에서 120대의 배터리 전기버스를 도입한 도시교통 전기화 사업(Urban Transport Electrification Project)도 점검했다. 이 사업은 청정 수력발전 기반 전력으로 배출을 줄이고, 대기질을 개선하며, 여성 버스기사 양성 프로그램을 통해 이동성 개선을 추진하고 있다.

또한 칸다 총재는 중앙아시아지역경제협력(CAREC) 프로그램 제24차 각료회의에 참석해 2030년까지 100억 달러(약 14조 7천200억 원) 이상을 투자해 지역 통합·연결성·회복력을 강화하겠다고 밝혔다. CAREC 비즈니스 포럼에서도 “민간 부문이 더 연결되고 경쟁력 있는 지역을 만드는 데 핵심 역할을 한다”고 강조했다.

ADB and Kyrgyz Republic Set New Financing Framework, Advance Green and Resilient Projects

BISHKEK, KYRGYZ REPUBLIC (21 November 2025) — Asian Development Bank (ADB) President Masato Kanda met with President Sadyr Japarov to recognize more than three decades of close partnership and to express ADB’s commitment to support the country’s national development goals with more than $700 million in financing from 2025 to 2027.

“The Kyrgyz Republic has shown remarkable commitment to building a greener, more connected, and more resilient future,” said Mr. Kanda. “As the country’s largest multilateral development partner, ADB stands ready to deepen our support for national priorities and help advance the country’s role as a regional leader in connectivity and clean energy.”

Mr. Kanda also met with Chairman of the Cabinet of Ministers Adylbek Kasymaliev, Minister of Finance Almaz Baketaev, and Minister of Economy and Commerce Bakyt Sydykov to discuss strategic investments and reform priorities.

Mr. Kanda and Mr. Kasymaliev witnessed the signing of a memorandum of understanding between ADB and the Ministry of Finance of the Kyrgyz Republic outlining plans for a new Financing Framework Arrangement for 2026–2027, along with agreements for three projects under the existing 2025 Financing Framework Arrangement supporting green transformation, disaster resilience, and affordable housing.

Together, the 2025 arrangement and the planned 2026–2027 arrangement are expected to provide more than $700 million in ADB financing to support the Kyrgyz Republic’s public investment priorities.

The three newly signed projects will improve energy efficiency and climate resilience in public buildings, strengthen water resource management and disaster preparedness, and expand access to affordable, energy-efficient housing and mortgage finance.

Mr. Kanda also visited the Urban Transport Electrification Project, which has introduced 120 battery-electric buses in Bishkek. Powered by the country’s clean hydropower, the project is reducing emissions, enhancing air quality, and improving mobility, including through dedicated training programs that support women bus drivers.

In Bishkek, Mr. Kanda participated in the 24th Ministerial Conference of the Central Asia Regional Economic Cooperation (CAREC) Program. He highlighted ADB’s plans to invest more than $10 billion through 2030 to strengthen regional integration, connectivity, and resilience across the CAREC region. He also addressed the CAREC Business Forum, where he stressed the private sector’s role in shaping a more connected and competitive region.
