몽골 최대 규모 태양광·BESS 프로젝트…전력망 안정화 및 에너지 안보 강화

투명한 입찰 통한 민간 투자 유치…몽골 기후 목표 달성에 기여

아시아개발은행(ADB)은 몽골 정부로부터 '몽골 안정적 태양광 에너지 프로젝트(Stable Solar Energy in Mongolia Project)'에 대한 거래 자문 서비스를 제공하도록 위임받았다고 밝혔다.

이 프로젝트는 약 115메가와트(MW)의 태양광 발전 설비와 최대 65MW의 전력을 공급할 수 있으며 총 237메가와트시(MWh)를 저장할 수 있는 배터리 에너지저장시스템(BESS)을 몽골 서부 및 동부 전력망에 걸쳐 개발하는 것을 목표로 한다.

이는 몽골에서 추진되는 최대 규모의 재생에너지 조달 사업 중 하나이자 몽골 최초의 태양광 및 BESS 입찰이 될 예정이다. 본 프로젝트는 전력망의 안정성을 높이고, 화석연료와 수입전력에 대한 의존도를 줄이며, 외딴 지역에 깨끗하고 저렴한 에너지를 공급하는 것을 목적으로 설계됐다.

섀넌 코울린(Shannon Cowlin) ADB 몽골 지사장은 “ADB는 혁신적 재생에너지 및 저장 솔루션을 통해 몽골의 청정에너지 전환을 지원하게 돼 자랑스럽게 생각한다”며 "이번 프로젝트는 에너지 안보를 강화하고, 재생에너지의 통합을 확대하며, 향후 태양광과 배터리 에너지저장시스템에 대한 대규모 투자의 기반을 마련할 것"이라고 밝혔다.

이 프로젝트는 배터리 저장장치를 활용해 피크 시프트(전력 수요가 높은 시간대의 부하 이동), 주파수 조정, 전력망 균형 유지를 수행함으로써 두 개의 분리된 전력망 시스템의 안정성을 개선하고, 더 많은 태양광 전력을 전력망에 통합할 수 있도록 지원한다. 또한 투명하고 경쟁적인 절차를 통해 입찰이 진행돼 민간 부문의 투자를 유치하고 몽골의 재생에너지 및 기후 목표 달성을 뒷받침할 예정이다.

이번 이니셔티브는 ADB와 몽골 에너지부 간의 협력으로 추진되며,  몽골의 국가 에너지 정책(2015~2030년), 뉴 리커버리 정책(New Recovery Policy), 정부의 장기적 탄소 감축 및 에너지 안보 장기 전략을 지원한다.

ADB to Support Mongolia in Expanding Solar Power and Grid Stability through Landmark Solar and Battery Storage Project

The Asian Development Bank (ADB) has been engaged by the Government of Mongolia to provide transaction advisory services for the Stable Solar Energy in Mongolia Project, which aims to develop about 115 megawatts (MW) of solar photovoltaic capacity and 65 MW / 237 megawatt-hours (MWh) of battery energy storage systems (BESS) across the country’s Western and Eastern Energy Systems.

This will be one of Mongolia’s largest renewable energy procurements and the country’s first solar and BESS auction. The project is designed to enhance grid reliability, reduce dependence on fossil fuels and imported electricity, and deliver clean, affordable energy to remote regions.

“ADB is proud to support Mongolia in advancing its clean energy transition through innovative renewable energy and storage solutions,” said ADB Country Director for Mongolia Shannon Cowlin. “This project will help strengthen energy security, enable greater integration of renewables, and lay the foundation for larger investments in solar and BESS in the years ahead.”

The project will improve the stability of two isolated grid systems by using battery storage for peak shifting, frequency regulation, and grid balancing—enabling more solar power to be integrated into the network. It will be tendered through a transparent, competitive process to attract private sector investment and support Mongolia’s renewable energy and climate goals.

This initiative is a collaboration between ADB and the Ministry of Energy of Mongolia. It supports Mongolia’s State Policy on Energy (2015–2030), New Recovery Policy, and the government’s long-term strategies for carbon reduction and energy security.
