스페인의 글로벌 물·환경 기업인 악시오나(ACCIONA)는 파트너인 타우제아(Tawzea), 타마숙(Tamasuk)과 함께 사우디아라비아의 3개 대규모 하수처리장인 △마디나-3(Madinah-3), △부레이다-2(Buraydah-2), △타북-2(Tabuk-2)에 대한 프로젝트 상업 운전 개시일(Project Commercial Operation Date, PCOD)를 성공적으로 달성했다.

이는 모든 공사가 완료되고 고객에게 공식적으로 인계됨을 의미하며, 모든 시스템이 가동 중이며 서비스 준비가 완료되었음을 확인한다.

세 시설 모두에 프로젝트 상업 운전 개시일(PCOD)가 발급됨에 따라, 해당 시설들은 공식적으로 상업 운전에 돌입했으며, 현재 악시오나(ACCIONA), 타우제아(Tawzea), 타마숙(Tamasuk)이 구성한 운영 및 유지보수(Operations & Maintenance, O&M) 컨소시엄이 전담 관리하고 있다.

이번 성과는 지난 2022년 악시오나의 수자원 사업부가 사우디아라비아의 공공-민간 파트너십(public-private partnership, PPP) 모델에 따라 세 가지 프로젝트 개발을 지원하기 위한 첫 번째 친환경 대출을 확보하며 성공적인 재무 마감을 이룬 데 이은 것이다.

이 세 곳의 처리 시설은 하루 44만㎥의 하수를 처리하여 사우디아라비아의 물 재이용률을 크게 높일 것으로 예상된다. 마디나-3 하수처리장(Madinah-3 Sewage Treatment Plant)은 메디나 광역권 최대 150만 명에게 물을 공급하며, 초기 처리 용량은 하루 20만㎥이다.

또 부라이다-2 하수처리장(Buraydah-2 Sewage Treatment Plant)는 인근 마을인 아쉬 시마시야(Ash Shimasiya)를 포함하여 약 60만 명의 주민에게 하루 15만㎥의 처리 용량을 제공한다. 기존 타부크-1 민자 하수처리장 프로젝트(Tabuk-1 ISTP Projects)를 보완하는 타부크-2(Tabuk-2)는 하루 9만㎥의 처리 용량으로 최대 35만 명에게 재이용수를 공급한다.

자원 절약

이 시설에서 처리된 물은 주로 농업용으로 재이용되어 부족한 담수 자원에 대한 부담을 줄일 계획이다. 마디나-3 하수처리장에서는 하루 19만㎥, 부라이다-2 시설에서는 하루 14만2천500㎥, 타부크-2 시설에서는 하루 8만5천500㎥의 물 절약이 예상된다.

처리된 물의 약 95%는 농업에 사용되고, 나머지 5%는 시설 자체에서 재이용된다. 이 계획은 ‘사우디아라비아의 비전 2030(Saudi Arabia’s Vision 2030)’ 및 물 지속가능성 향상, 자원 효율성 증대, 그리고 주요 인프라 부문 전반에 걸친 민관 협력 확대라는 전략적 목표와 부합한다.

ACCIONA reaches commercial operation for three major sewage treatment plants in Saudi Arabia

Madinah-3, Buraydah-2 and Tabuk-2 achieve PCOD milestone, marking the start of full-scale operations under a long-term green loan framework

ACCIONA, together with its partners Tawzea and Tamasuk, has successfully reached Project Commercial Operation Date (PCOD) for three large-scale sewage treatment plants in Saudi Arabia : Madinah-3, Buraydah-2 and Tabuk-2. 

This milestone marks the completion of construction works and the official handover to the client, confirming that all systems are operational and ready for service.

With PCOD issued for all three plants, the facilities have formally entered commercial operation and are now fully managed by the Operations & Maintenance (O&M) consortium formed by ACCIONA, Tawzea and Tamasuk.

This achievement follows the successful financial close in 2022, when ACCIONA’s water business secured its first green loan to support the development of the three projects under Saudi Arabia’s public-private partnership (PPP) model.

The three plants will collectively treat 440,000 cubic meters of wastewater per day, significantly boosting water reuse in the Kingdom: Madinah-3 will serve up to 1.5 million people in the greater Madinah area and it will have an initial treatment capacity of 200,000 m³/day. 

Buraydah-2 will serve around 600,000 inhabitants, including the nearby town of Ash Shimasiya, with a capacity of 150,000 m³/day. Tabuk-2, complementing the existing Tabuk-1 ISTP, will serve up to 350,000 people, with a treatment capacity of 90,000 m³/day. 

SAVING RESOURCES 

The treated water from these plants will be reused primarily for agricultural purposes, reducing pressure on scarce freshwater resources. Expected daily water savings amount to 190,000 m³/day at Madinah-3; 142,500 m³/day at Buraydah-2 and 85,500 m³/day at Tabuk-2. 

In total, approximately 95% of the water treated will be allocated to agriculture, while the remaining 5% will be reused at the plant itself.

This initiative is aligned with Saudi Arabia’s Vision 2030 and its strategic objectives to enhance water sustainability, increase resource efficiency, and expand public-private partnerships across critical infrastructure sectors.
