우폴루 태양광 발전소, 고효율 태양광 패널로 교체 및 확장 사업 지원

연간 9.6기가와트시(GWh) 청정에너지가 추가 생산 및 1천944톤 이산화탄소 배출 추가 감축 예상

아시아개발은행(ADB)은 선 퍼시픽 에너지(Sun Pacific Energy Ltd., SPEL)와 사모아의 재생에너지 생산 확대를 위해 280만 달러(약 38억8천612만 원) 규모의 대출 계약을 체결했다고 밝혔다.

이번 대출은 2017년 ADB가 일부 자금을 지원했던 우폴루(Upolu) 태양광 발전소를 고효율 태양광 패널로 교체 및 확장하는 데 사용된다. 이번 확장으로 연간 9.6기가와트시(GWh)의 청정에너지가 추가로 생산되고, 연간 1천944톤의 이산화탄소 배출을 추가로 감축할 것으로 예상된다. SPEL은 사모아 최초의 독립 전력 생산자(IPP)이며, 국영 전력회사인 전력공사(Electric Power Corporation)와 20년 장기 전력구매계약(PPA)을 체결했다.

사모아 정부는 2023년부터 최대 전력 수요를 충족하는 데 어려움을 겪어왔다. 올해 3월에는 발전기 고장, 폭풍 피해, 전력 수요 증가로 인한 광범위하고 장기적인 정전 사태로 인해 30일간의 비상사태를 선포했다.

아론 배튼(Aaron Batten) ADB의 태평양 지역사무소 소장은 "이번 사업은 SPEL 태양광 발전소의 두 번째 확장 사업"이라며 "확대된 설비에서 생산되는 전력은 안정적이고 지속 가능한 전력 공급을 지원해 상업·산업·주거 부문의 소비자들에게 혜택을 주고, 경제 활동을 촉진할 것"이라고 말했다.

이번 계약은 기후변화 완화에 기여하며, 2030년까지 온실가스 배출량을 26% 감축하고 2031년까지 전력 생산의 최소 70%를 재생에너지로 전환하겠다는 사모아의 목표 달성을 지원하게 된다.

제이미 해리슨(Jamie Harrison) SPEL 최고경영자는 "금융 시장 참여 기관이 제한적인 상황에서, ADB가 시장에서는 찾기 어려운 금융 패키지를 마련할 수 있도록 지원했다"며 "이번 프로젝트는 사모아 국민에게 접근 가능한 청정에너지를 제공한다는 우리의 사명에 깊이 뿌리내린 사업"이라고 말했다.

또한 이 프로젝트는 호주 외교통상부가 자금을 지원하는 호주 기후금융 파트너십(ACFP) 기금으로부터 22만5천 달러(약 3억1천223만 원) 규모의 기술 지원을 받게된다. ACFP 기금은 태평양과 동남아시아 일부 국가에서 기후변화 적응 및 완화와 관련된 민간 부문 프로젝트를 지워하는 우대금융 수단이며, ADB가 관리한다.

ADB, Sun Pacific Energy Ltd Sign $2.8 Million Deal to Boost Solar Power in Samoa

The Asian Development Bank (ADB) and Sun Pacific Energy Ltd (SPEL) have signed a $2.8 million (approximately AU$4.3 million) loan to help increase renewable energy generation in Samoa.

The loan will be used to upgrade and expand SPEL’s existing Upolu Solar Farm, which was partly funded by ADB in 2017, by installing higher-efficiency solar panels. The new expansion is expected to generate 9.6 gigawatt-hours of clean energy per year and reduce an additional 1,944 tons of carbon dioxide emissions annually.

SPEL is Samoa's first independent power producer (IPP) and has a 20-year power purchase agreement with Electric Power Corporation, a government-owned national utility.

Since 2023, the Government of Samoa has struggled to meet peak energy demand. In March this year, it declared a 30-day state of emergency because of widespread and prolonged power outages caused by generator failures, storm damage, and rising electricity demand.

“This is the second expansion of SPEL’s solar farm,” said the Regional Director of ADB’s Pacific Subregional Office Aaron Batten. “The generated power will support the delivery of a reliable and sustainable power supply, which will spur economic activity, benefitting commercial, industrial, and residential consumers.”

The deal will also contribute to climate mitigation and support Samoa’s target of a 26% reduction in greenhouse gas emissions by 2030, while using at least 70% renewable energy for electricity generation by 2031.

“ADB enabled us to create a financing package that is not available in the market due to limited financial players,” said SPEL’s Chief Executive Officer Jamie Harrison. “This project is deeply rooted in our mission of providing accessible, clean energy to the people of Samoa.”  

The project will also benefit from a $225,000 technical assistance from the Australian Climate Finance Partnership (ACFP) Fund, a concessional financing facility funded by the Australian Department of Foreign Affairs and Trade to support private sector projects related to climate adaptation and mitigation in select countries in the Pacific and Southeast Asia. ACFP is administered by ADB.
