[미국] EPA, 서부 이리 호수 유역 농민들의 영양염 관리 지원을 위해 4개 기관에 370만 달러 보조금 지급

미국 환경보호청(U.S. Environmental Protection Agency, EPA)은 미시간(Michigan)과 오하이오(Ohio)주의 4개 기관이 서부 이리 호수 유역(Western Lake Erie Basin)에서 농민들과 협력하고 영양염류 관리 기술 지원을 제공하기 위해 총 371만2천124달러(한화 약 50억 원)를 받게 된다고 발표했다. 농경지로부터의 영양염류 유출은 이리 호수(Lake Erie)의 유해 조류 대번식의 주요 원인이다.

앤 보겔(Anne Vogel) EPA 5지역 관리자 겸 오대호 국가 프로그램 관리자는 "비료를 농지에 유지하는 것은 농민들에게도 이득이고 수질에도 이득이다"라며, "이 자금은 농민들이 영양염류를 더욱 효율적으로 사용하도록 도와 이리 호수의 장기적 건강과 지속가능성을 보호한다"라고 말했다.

선정된 기관들은 다음과 같다.

1. 오하이오 농업부(Ohio Department of Agriculture)는 오하이오의 모미 강 유역(Maumee River watershed) 내에 4개의 보존 농학자 직책을 고용하기 위해 100만 달러(한화 약 13억5천만 원) 보조금으로 선정되었다.

각 직책은 민간 부문 농업 소매업체와 협력하여 보존 서비스를 그들의 사업 모델에 통합하도록 도울 예정이다. 농학자들은 수로로 유입되는 총인 1만 파운드(약 4.5톤) 감소를 목표로 하는 주의 'H2Ohio 프로그램'의 일환으로 유역 내 30만 에이커(약 1,214㎢)의 농경지에 기술 지원을 제공할 것이다.

2. 네이처 컨서번시(The Nature Conservancy, TNC)는 인디애나(Indiana), 미시간, 오하이오 전역에서 200명의 농민을 농민 간 학습 기회에 직접 참여시키기 위해 농민 주도의 보존 옹호자 네트워크를 활용하는 78만3천616달러(한화 약 10억6천만 원) 보조금으로 선정되었다.

TNC는 60명의 보존 전문가들에게 기술 교육을 제공하고 오하이오 주립대학교(The Ohio State University)와 협력하여 새로운 교육 및 참여 자료를 개발할 예정이다.

제시카 댐브로시오(Jessica D'Ambrosio) 네이처 컨서번시 오하이오 농업 담당 이사는 "환경보호청의 이 보조금에 감사드리며 서부 이리 호수 유역 전역의 농민들과 협력하여 수질 개선과 영양분 유출 감소가 입증된 농지 경계 관행 확대를 교육하고 지원하기를 기대한다"라고 말하며, "식생 완충지대나 2단계 도랑 추가와 같은 농지 경계 관행을 실행함으로써 농민들은 홍수와 가뭄을 포함한 단기적 위협으로부터 농지를 더욱 보호하면서 서부 이리 호수 유역을 더욱 회복력 있게 만드는 데 도움을 줄 수 있다"라고 덧붙였다.

3. 레나위 카운티 토양 및 수자원 보존 지구(Lenawee County Soil and Water Conservation District, SWCD)는 미시간 농민들과 농업 소매업체들과의 협력 및 기술 지원 제공 역량을 강화하기 위해 93만7천691달러(한화 약 12억6천만 원) 보조금으로 선정되었다.

자금은 4년간 2개의 직원 직책을 지원할 예정이다. SWCD는 효과적인 비료 사용을 촉진하고 소매업체들이 고객들과 함께 사용할 수 있는 사용하기 쉬운 인 관리 계획 템플릿을 개발할 것이다.

브룩 볼완(Brooke Bollwahn) 레나위 보존 지구 관리자는 "레나위 보존 지구는 레나위 카운티 주민들과 더 넓은 서부 이리 호수 유역에 기술 지원과 교육 기회를 제공할 역량을 증대시킬 이 기회에 감사한다"라고 말했다.

4. 미시간 대학교 이사회(Regents of the University of Michigan)는 2028년까지 유역의 미시간 지역에서 영양분 관리 계획이 있는 에이커 수를 늘리는 목표로 5개 보존 지구를 통해 영양분 관리 계획을 추적하는 기술 자원, 전문성 개발, 웹 기반 도구를 제공하기 위해 99만817달러(한화 약 13억4천만 원) 보조금으로 선정되었다.

앨리슨 브레슬러(Alison Bressler) 미시간 대학교 물 센터 협력 연구 전문가는 "서부 이리 호수 유역의 유해 조류 대번식이라는 시급한 문제를 해결하면서 미시간 대학교 물 센터는 수질 향상을 위해 강력한 파트너십을 구축하고 혁신적인 전략을 활용하는 데 전념하고 있다"라며, "우리의 프로젝트는 영양분 유출을 상당히 줄이고 지속가능한 농업 관행과 다음 세대를 위한 더 건강한 이리 호수를 보장하기 위해 지역 보존 지구, 민간 기술 서비스 제공업체, 농업 생산자 간의 협력을 촉진하는 것을 목표로 한다"라고 말했다.

자금은 오대호 복원 이니셔티브(Great Lakes Restoration Initiative, GLRI)에 의해 제공된다. GLRI 하에서 연방 기관들은 비연방 파트너들과 협력하여 오대호 생태계에 대한 가장 큰 위협을 전략적으로 표적화하고 세계에서 가장 큰 담수 표면수 시스템을 보호하고 복원하려는 노력을 가속화한다. 연방 보조금 수혜자들은 EPA로부터 자금을 받기 위해 법적 및 행정적 요구사항을 충족해야 한다.

EPA Selects Four Organizations to Receive $3.7 Million in Grants to Assist Farmers with Nutrient Management in Western Lake Erie Basin

Today, U.S. Environmental Protection Agency announced four Michigan and Ohio grant recipients will receive $3,712,124 to engage farmers and provide nutrient management technical assistance in the Western Lake Erie Basin. Nutrient runoff from agricultural land is the leading cause of harmful algal blooms in Lake Erie. 

"Keeping fertilizer on the fields is a win for farmers and a win for water quality," said EPA Region 5 Administrator and Great Lakes National Program Manager Anne Vogel. "This funding helps farmers apply nutrients more efficiently, safeguarding the long-term health and sustainability of Lake Erie." 

The selected organizations include:  

Ohio Department of Agriculture has been selected for a $1 million grant to employ four conservation agronomist positions within Ohio’s Maumee River watershed. Each position will be paired with a private sector agricultural retailer to help integrate conservation services into their business model. The agronomists will provide technical assistance on 300,000 acres of cropland in the watershed as part of the state’s H2Ohio program with the goal of reducing an estimated 10,000 pounds of total phosphorous entering the waterway. 

The Nature Conservancy has been selected for a $783,616 grant to utilize a farmer-led network of conservation advocates to directly engage 200 other farmers in peer-to-peer learning opportunities across Indiana, Michigan, and Ohio. TNC will deliver technical training to 60 conservation professionals and will partner with The Ohio State University to create new training and engagement materials. 

“We want to thank the Environmental Protection Agency for this grant and look forward to working with farmers across the Western Lake Erie Basin to educate and support them in expanding edge of field practices, which are proven to improve water quality and reduce nutrient runoff,” said The Nature Conservancy Ohio Agriculture Director Jessica D’Ambrosio.  “By implementing edge of field practices, like adding vegetated buffers or two-stage ditches, farmers can help make the Western Lake Erie Basin more resilient while further protecting their fields from short-term threats, including flooding and drought.” 

Lenawee County Soil and Water Conservation District has been selected for a $937,691 grant to boost its capacity to engage with and provide and technical assistance to Michigan farmers and agricultural retailers. Funds will support two staff positions for four years. SWCD will promote effective fertilizer use and develop an easy-to-use phosphorus management plan template that retailers can use with their clients. 

"The Lenawee Conservation District is thankful for this opportunity to increase our capacity to provide technical assistance and educational opportunities to residents of Lenawee County and the larger Western Lake Erie Basin," said Lenawee Conservation District Manager Brooke Bollwahn.

Regents of the University of Michigan has been selected for a $990,817 grant to provide technical resources, professional development, and web-based tools to track nutrient management plans through five conservation districts, with the goal to increase the number of acres with nutrient management plans in Michigan's portion of the basin by 2028.

"As we tackle the pressing issue of harmful algal blooms in the Western Lake Erie Basin, the University of Michigan Water Center is committed to forging strong partnerships and leveraging innovative strategies to enhance water quality,” said U-M Water Center Collaborative Research Specialist Dr. Alison Bressler. “Our project aims to foster collaboration between local Conservation Districts, private technical service providers, and agricultural producers in order to significantly reduce nutrient runoff, ensuring sustainable agricultural practices and a healthier Lake Erie for generations to come." 

Funding is provided by the Great Lakes Restoration Initiative (GLRI). Under the GLRI, federal agencies work with nonfederal partners to strategically target the biggest threats to the Great Lakes ecosystem and to accelerate efforts to protect and restore the largest system of fresh surface water in the world. 

Federal grant recipients must satisfy legal and administrative requirements to receive funds from EPA.
