미국 환경보호청(EPA)은 학교 및 보육시설의 식수에서 납 오염 문제를 해결하기 위해 각 주 및 준주에 총 2천600만 달러의 자금을 지원한다고 발표했으며, 이 가운데 아이오와주에는 29만9천 달러가 배정됐다. EPA는 2018년부터 아이들이 학습하고 노는 환경에서 식수를 통한 납 노출을 줄이기 위해 2억 달러 이상을 지원해왔다.

리 젤딘(Lee Zeldin) EPA 청장은 “납은 미국 아이들에게 부정적인 영향을 미칠 수 있는 신경독소다. 올해의 2천600만 달러 지원으로 더 많은 학교들이 식수 내 납 오염원을 식별하고 조치를 취할 수 있게 되어, 아이들이 학습과 놀이, 잠재력 개발에 집중하고 국가를 더 강하게 만들 기술을 습득할 수 있도록 도울 것이다”라고 밝혔다.

짐 메이시(Jim Macy) EPA 제7지역 청장은 “어린이는 납의 유해한 영향에 특히 취약하다. 아이오와주의 파트너들에게 이 자원을 제공하게 되어 자랑스럽고, 지역 학교 및 보육 제공자들이 아동 납 노출 저감 노력을 함께해주기를 기대한다”라고 말했다.

EPA는 「학교 및 보육시설 납 검사 및 저감 자발적 보조금 프로그램(Voluntary School and Child Care Lead Testing and Reduction Grant Program)」을 통해 각 주 및 준주에 보조금을 배정할 예정이다. 부족(Tribe)에 대한 별도 배정은 추후 발표된다.

「국가 수자원 인프라 개선법(WIIN Act, 2016)」은 학교 및 보육시설의 식수 내 납 오염을 자발적으로 검사할 수 있도록 지원하기 위해, 각 주·준주·부족 정부에 보조금을 제공하는 납 검사 보조금 프로그램을 제정했다.

EPA는 미국 전역의 아이들과 지역사회를 식수 내 납 오염으로부터 보호하는 데 헌신하고 있다. 이번 보조금 외에도 EPA는 "3T 프로그램(훈련·검사·조치, Training, Testing, and Taking Action)"을 통해, 각 주와 지방정부가 납 오염 저감을 위한 자발적 프로그램을 설계·운영할 수 있도록 정보와 지침을 제공한다.

2019년 이후 이 프로그램은 2만 개 이상의 보육시설과 1만3천 개에 가까운 학교의 식수에 대해 납 검사를 지원했으며, 그중 1천300개 이상의 보육시설과 2천500개 이상의 학교가 개선 작업을 완료했다.

EPA Announces $299K for Iowa to Reduce Lead in Drinking Water at Schools and Child Care Facilities

LENEXA, KAN. (JUNE 26, 2025) – The U.S. Environmental Protection Agency (EPA) announced a total of $26 million in funding for states and territories — including $299,000 to Iowa — to address lead in drinking water at schools and child care facilities. Since 2018, EPA has provided over $200 million to help reduce exposure to lead in drinking water where children learn and play.

“Lead is a neurotoxin that can negatively impact American children,” said EPA Administrator Lee Zeldin. “With $26 million in funding this year, more schools will be able to identify sources of lead in their water and take action so that our nation’s children can focus on learning, playing, and developing skills that will maximize their potential and make our nation stronger.”

“Children are particularly vulnerable to the harmful effects of lead,” said EPA Region 7 Administrator Jim Macy. “We are proud to announce this resource to our partners in Iowa, and we encourage local schools and child caregivers to join in the effort to reduce childhood lead exposure.”

EPA will allocate grant funding to states and territories through the Voluntary School and Child Care Lead Testing and Reduction Grant Program. Tribal allotments for this program will be released separately. 

Background 

The Water Infrastructure Improvements for the Nation (WIIN) Act established the Lead Testing in School and Child Care Program Drinking Water Grant in 2016 to award funding to states, territories, and tribes to assist local and tribal educational agencies in voluntary testing for lead contamination in drinking water at schools and child care facilities.

EPA is committed to protecting children and communities across America from lead in drinking water. In addition to this grant program, EPA’s Training, Testing, and Taking Action Program (3Ts) provides information and recommendations to help states and local authorities build voluntary programs to reduce lead in drinking water.

Since 2019, this effort has helped over 20,000 child care facilities and nearly 13,000 schools have their water tested for lead, with over 1,300 child care facilities and 2,500 schools completing remediation work.
