[EU] 물 회복력 강화 위한 새로운 ‘유럽 물 아카데미(EWA)’ 출범한다

EU 집행위원회, 물 회복력이 뛰어난 유럽 만들기 위한 역량 격차 메울 지식·기술·전문성 구축 계획

민-관 협력 기반 물 부문의 역량 수요 충족·고급 교육 제공·혁신 지원…2026년부터 본격 운영 예정

연구자·혁신가들이 물재이용·해수담수화·정밀 관개 및 하수 감시·처리 등 지원

 

유럽연합 집행위원회(European Commission)는 새로운 유럽 물 회복력 전략(Water resilience strategy)의 주요 활동 중 하나로, ‘유럽 물 아카데미(European Water Academy, EWA)’의 출범한다고 6월 5일 발표했다.

EU집행위원 산하 공동연구센터(Joint Research Center, JRC)가 주도하는 이 아카데미는 유럽 물 부문의 역량 수요를 충족시키고, 고급 교육 제공, 혁신 지원, 유럽 전역의 공공 및 민간 부문 간 협력 증진을 통해 연구와 기술의 실제 적용을 연결하는 것을 목표로 한다.

EWA는 기후변화, 노후화된 인프라, 그리고 물관리 미흡으로 인해 유럽이 수자원에 대한 압박이 심화됨에 따라, 물 회복력이 뛰어난 유럽을 만들기 위한 역량 격차를 메울 지식, 기술, 전문성을 구축할 계획이다.

민-관 협력을 기반으로 하는 이 아카데미는 JRC(공동연구센터), 물 부문 이해관계자, 학술 기관, 그리고 농업, 에너지, 보건 등 주요 산업을 하나로 모을 계획이다.

EWA는 기업가 교육, 역량 강화, 지식 전수 등을 제공한다. 이 프로그램은 연구자와 혁신가들이 물 재이용, 해수담수화, 정밀 관개, 하·폐수 감시 및 처리, 그리고 중요 인프라 보호와 같은 분야에서 신기술의 상용화를 모색하도록 지원한다.

이 아카데미는 또한 개정된 「도시 하수처리 지침(Urban Wastewater Treatment Directive)」과 같은 정책의 시행을 지원하고 환경 및 공중보건 위험에 대한 실질적인 대응을 가능하게 할 것이다.

EU집행위원 산하 공동연구센터(JRC)는 이미 두 가지 대표적인 시범사업을 진행 중에 있다.

첫 번째 프로그램인 ‘건강을 위한 하·폐수 감시 아카데미(Wastewater Surveillance Academy for Health)’는 코로나19(COVID-19) 팬데믹에서 얻은 교훈을 바탕으로 하수를 통한 병원균 모니터링에 대한 실무 교육을 제공한다. 이 프로그램은 JRC의 이탈리아 이스프라(Ispra)에 위치한 최첨단 시설과 국제 시범사업을 통해 운영된다.

두 번째 프로그램인 ‘물 재이용 위험 관리 실무 커뮤니티(Water Reuse Risk Management Community of Practice)’는 유럽 전역의 성공적인 모델을 활용하고 순환 경제 접근 방식을 장려하여 참가자들에게 안전하고 혁신적인 물 재이용 솔루션을 확장할 수 있는 기술을 제공하고 있다.

EWA는 JRC 인프라를 활용하여 실제 환경에서 혁신적인 솔루션을 시험해 보는 ‘리빙랩(living lab)’ 방식을 도입한다. 학계, 국가기관이나 유럽수자원협회(European Water Association)와 같은 공공기관, 그리고 기업인들이 기술을 공동 개발하여 혁신을 실행 가능하고 영향력 있는 솔루션으로 전환하는 데 도움을 줄 수 있다.

EWA는 공공 유틸리티, 연구기관 및 지역 당국으로 구성된 확장된 네트워크 내에서 허브로 운영될 예정이다. 또한 EU 아카데미 및 JRC 물 지식 허브와 연계된 디지털 플랫폼을 출시하여 언어와 지역 전반에 걸쳐 교육 자료, 시뮬레이션 및 전문가 커뮤니티에 유연하게 접근할 수 있도록 할 예정이다.

이 아카데미는 2026년부터 본격 운영될 예정이며, 다양한 EU 재원의 지원을 받을 예정이다.

JRC(공동연구센터) 관계자는 “유럽 가뭄 관측소와 코페르니쿠스 비상 관리 서비스의 유럽 홍수 인식 시스템을 강화하여 회원국을 지원함으로써 홍수 및 가뭄에 대한 EU 실시간 조기 경보 및 모니터링 시스템을 강화할 것”이라고 말했다.

또한 “코페르니쿠스 프로그램에 따라 모든 물 관련 지구 관측 데이터, 제품 및 도구를 위한 원스톱 서비스 역할을 하는 ‘코페르니쿠스 물 주제 허브(Copernicus Water Thematic Hub)’를 설립하여 일상적인 물관리 결정에 원격 탐사의 접근 및 활용을 용이하게 할 것”이라고 덧붙였다.

New European Water Academy launched to strengthen water resilience

The academy is a key action under the European Water Resilience Strategy

As one of the flagship actions under the new European Water Resilience Strategy published today, the European Commission has announced the creation of the European Water Academy (EWA). 

Led by the JRC, the academy aims to address capacity needs in Europe’s water sector and to bridge research and real-world application of technologies by offering advanced training, supporting innovation, and fostering collaboration between public and private actors across Europe. 

As Europe faces increasing pressure on its water resources due to climate stress, ageing infrastructures and water mismanagement, the academy will build the knowledge, skills, and expertise to fill the capacity gaps to ensure a water-resilient continent. 

Anchored in a public-private collaboration, the academy will bring together the JRC, water sector stakeholders, academic institutions, and key industries such as agriculture, energy, and health. 

The EWA will offer entrepreneurial training, capacity building and knowledge transfer. It will support researchers and innovators to identify commercialisation pathways for new technologies in areas such as water reuse, desalination, precision irrigation, wastewater surveillance and treatment, and critical infrastructure protection.  

The academy will also support the implementation of policies like the recast Urban Wastewater Treatment Directive and enable practical responses to environmental and public health risks. 

Pilots leading the way 

Two flagship pilot programs are already underway.  

The Wastewater Surveillance Academy for Health offers hands-on training in monitoring pathogens through wastewater, building on lessons from the COVID-19 pandemic. It operates through JRC’s high-end facilities in Ispra and international pilot projects.  

The second, the Water Reuse Risk Management Community of Practice, equips participants with the skills to scale safe and innovative water reuse solutions, drawing on successful models from across Europe and promoting circular economy approaches. 

The academy will make use of JRC infrastructures to deploy a “living lab” approach, where innovative solutions are trialled in real settings. Technologies will be co-created among academia, public institutions such as national agencies or the European Water Association, and entrepreneurs, helping to convert innovations into actionable, impactful solutions.  

Network and funding 

The academy will operate as a hub within an expanding network of public utilities, research institutions, and regional authorities. It will also launch a digital platform, linked with the EU Academy and the JRC Knowledge Hub for Water, to offer flexible access to training materials, simulations, and expert communities across languages and regions. 

The academy will be fully operational from 2026 and funded by various EU sources.  

Other JRC contribution to the Water Resilience Strategy 

The JRC will contribute to the actions “Enhance EU real time early warning and monitoring systems for floods and droughts by supporting Member States actions, by strengthening the European Drought Observatory and the European Flood Awareness System of the Copernicus Emergency Management Service” and “Launch a Copernicus Water Thematic Hub to serve as “one stop shop” for all water relevant earth observation data, products and tools - under the Copernicus Programme to facilitate access and the use of remote sensing in daily water management decisions.”
