[앙골라] 수에즈, 앙골라 루안다·이콜로·벵고지역 상수도 현대화 계약 체결

1억 유로 규모로 지난 4월부터 시행…약 1천200만 주민에게 상수도 공급 예정

수에즈(SUEZ)는 아프리카 앙골라 루안다(Luanda), 이콜로(Icolo), 벵고(Bengo) 지역에 물을 공급하는 루안다 공공 수도 기업(EPAL E. P.)과 상수도 현대화를 위한 새로운 계약을 체결했다. 2022년에 체결된 이 계약은 2025년 4월부터 시행됐으며, 총 1억 유로 규모로 약 1천200만 주민에게 상수도를 공급할 예정이다.

앙골라 국민에게 지속적으로 고품질의 식수를 공급하는 문제는 여전히 중요한 과제로 남아 있으며, 기후변화로 인한 수자원 압박으로 그 필요성이 더 커지고 있다. 이에 대응해 앙골라 정부는 국가의 수자원 생산 인프라를 개선하는 대규모 프로그램을 추진하고 있으며, 이번 수에즈와의 계약은 그 핵심 요소 중 하나다.

3년 동안 진행될 이번 계약은 다음 세 가지 핵심 분야를 중심으로 구성된다.

- 수도(Capital)의 기존 5개 정수장을 현대화하고 공정을 최적화해 식수 생산 용량을 확대한다. 또한 수에즈가 공급하는 3개의 컴팩트 유닛을 포함한 신규 생산 시설을 설치해 정수 처리 용량을 더욱 확장한다.

- 실시간 지능형 모니터링 시스템을 도입해 인프라 및 네트워크의 성능을 개선하고, 수도망의 누수를 감지 및 복구함으로써 물 분배의 효율성을 향상시킨다.

- 고객이 실시간으로 소비량을 확인할 수 있도록 9천 개의 스마트 수도계량기를 설치하고, 요금청구 시스템을 현대화해 고객 서비스 관리를 최적화한다.

이 세 가지 중점 사항은 EPAL 팀을 위한 기술 이전 프로그램을 통해 보완될 예정이며, 수에즈가 개발한 WIKTI 방법론을 적용해 각 비즈니스 부문의 개인 및 집단 역량을 평가하고 적절한 확장 가능한 교육 계획을 제안할 계획이다.

이번 계약 체결로 수에즈는 앙골라에서의 입지를 더욱 공고히 하게 됐다. 수에즈는 1970년대부터 앙골라에 진출해 키판곤도(Kifangondo) 정수장을 비롯한 여러 정수장을 건설했다. 현재 BITA 정수장을 건설 중이며, 2026년 말 시운전을 목표로 하고 있다. 또한 수에즈는 2025년 1월 루안다 공공 수도 기업과 새로운 양해각서를 체결했으며, 이를 바탕으로 2028년 이후에도 협력을 이어갈 예정이다.

SUEZ launches a contract to modernize drinking water services in the provinces of Luanda, Icolo and Bengo in Angola

SUEZ and Empresa Pública de Águas de Luanda (EPAL E. P.), the water management company for the provinces of Luanda, Icolo and Bengo, have launched a new contract to modernize the water supply in these three provinces. Signed in 2022 for a total of €100 million over 3 years, the contract began in April 2025, serving the territory's 12 million inhabitants.

Access to a continuous supply of high-quality drinking water remains a crucial issue for the Angolan population, exacerbated by the pressures on the resource caused by climate change. In response to this challenge, the Angolan authorities have embarked on a vast program to improve the country's water production infrastructures, of which this contract with SUEZ is one of the pillars.

Concluded for a period of 3 years, the contract is structured around three key areas:

- Increasing drinking water production capacity by modernizing five of the capital's water plants and optimizing their processes. This will be complemented by the installation of new production facilities, including three Compact Units supplied by SUEZ.

- Improving the performance of water distribution thanks to an intelligent real-time monitoring system for infrastructures and networks, as well as the search for and repair of leaks in water networks.

- Optimization of customer service management, through the modernization of the billing system and the installation of 9,000 smart water meters, which will enable customers to better control their consumption thanks to real-time monitoring.

These three areas of focus will be complemented by a know-how transfer program for EPAL's teams, using the WIKTI methodology developed by SUEZ, which enables individual and collective skills to be assessed for each business segment, and to propose appropriate, scalable training plans.

The launch of this new contract strengthens SUEZ's long-standing presence in Angola. Established in the country since the 1970s, the Group has built several drinking water plants, including the Kifangondo plant, which was rehabilitated in 2016. The Group is currently building the BITA drinking water production plant, scheduled for commissioning by the end of 2026. SUEZ's long-term commitment in the country was reinforced in January 2025, with the signing of a new memorandum of understanding between Empresa Pública de Águas de Luanda (EPAL E.P.) and SUEZ to continue the collaboration beyond 2028.
