[필리핀] 메이닐라드, 파사이 뉴워터 정수장 공사 82% 완성

7억페소 투입 사용한 물을 식수로 변환시키는 1만2천㎥/일 용량의 뉴워터 정수장 공사

2027년까지 최대 9만㎥의 식수 생산…메트로 마닐라에 안정적·기후 탄력적인 대체 수원 제공

필리핀 마닐라 수도권 서부 지역의 최대 민간 상하수도 서비스 업체인 메이닐라드 워터 시스템즈(Maynilad Water Services, Maynilad)는 현재 파사이시(Pasay City)에 건설 중인 두 번째 뉴워터(NEW WATER) 시설에서 상당한 진전을 보이고 있다. 

이 선구적인 이니셔티브는 사용한 물을 식수로 변환하여 필리핀 수도인 메트로 마닐라(Metro Manila)에 물 공급을 늘리는 지속 가능한 솔루션을 제공한다.

2025년 3월 현재 파사이 뉴워터 정수장(Pasay NEW WATER Treatment Plant)의 공사는  82% 완료되었다. 이 시설은 다단계 정수 공정을 활용하여 사용된 물을 정화하여 필리핀 보건부(DOH)에서 정한 ‘필리핀 국가 음용수 표준(Philippine National Standards for Drinking Water, PNSDW)’을 충족시킬 수 있다. 이 시설은 파사이시의 취약 계층에게 수돗물 공급을 증대시켜 서비스 부족 지역 사회에 도움을 줄 것으로 예상된다.

올해 12월 완공을 목표로 7억 페소(약 180억 원)의 공사비가 투입된 이 시설은 약 6만 명의 주민들에게 수돗물을 공급하기에 충분한 일일 1만2천㎥의 식수를 생산할 수 있도록 설계되었다.

메이닐라드(Maynilad)는 이미 파라냐크시(Paranaque City)에서 유사한 시설을 운영하고 있으며, 이는 음용수 재사용에 대한 회사의 첫 번째 진출이었다. DOH의 조건부 허가에 따라 2022년에 시운전된 파라냐크 뉴워터 정수장(Paranaque NEW WATER Treatment Plant)는 2023년에 영구 운영 허가를 받았다. 

현재 두 개의 바랑가이(Barangay, 면 단위)에 5천㎥의 안전한 식수를 공급하고 있으며, 2023년 글로벌 워터 어워드(Global Water Awards)에서 ‘올해의 물 재사용 프로젝트’로 국제적으로 인정받아 물 재사용 기술 발전에 대한 역할을 강조하고 있다.

메이닐라드는 현재 진행 중인 파사이(Pasay) 개발 외에도 기존 파라냐케(Paranaque) 정수장의 업그레이드뿐만 아니라 다른 지역의 다른 향후 시설과 함께 NEW WATER 프로그램을 확장하고 있다. 이러한 이니셔티브는 2027년까지 최대 9만㎥의 식수를 제공하여 메트로 마닐라에 안정적이고 기후 탄력적인 대체 수원을 제공할 것으로 예상된다.

메이닐라드(Maynilad)의 라몬시토 S. 페르난데스(Ramoncito S. FernandezMaynilad) 사장 겸 CEO는 “메이닐라드의 NEW WATER 이니셔티브는 우리 지속 가능성 전략의 핵심 부분이다”라면서 “그것은 추가적인 물 공급을 제공할 뿐만 아니라 증가하는 수요와 기후변화의 영향 속에서 우리의 전통적인 수원에 대한 압력을 완화하는 방식으로 이루어진다”고 말했다.

메이닐라드는 고객 기반 측면에서 필리핀에서 가장 큰 민간 수도업체로, 서비스 지역은 마닐라(일부), 케손시티(일부), 마카티(사우스 슈퍼 하이웨이 서쪽), 칼루칸, 파사이, 파라냐케, 라스 피냐스, 문틴루파, 발렌수엘라, 나보타스 및 말라본 도시로 구성된 광역 마닐라 지역 서부 지역의 수도권 상하수도 시스템(MWSS)의 운영권자이다.

 마닐라 대도시권 서부 지역의 수도 및 하수도 시스템(MWSS)의 양허업체로, 마닐라(Manila) 일부 지역, 케손시티(Quezon City) 일부 지역, 마카티(Makati)의 사우스 슈퍼 하이웨이 서쪽, 칼루칸(Caloocan), 파사이(Pasay), 파라냐크(Paranaque), 라스 피냐스(Las Pinas), 문틴루파(Muntinlupa), 발렌수엘라(ValenzuelaC), 나보타스(Navotas), 말라본(Malabon) 등 메트로 마닐라에 위치해 있다. 카비테(Cavite), 바쿠르(Bacoor), 이무스(Imus), 카윗(Kawit), 노벨레타(Noveleta), 로사리오(Rosario) 등 모든 도시가 카비테 주(Cavite Province)에 속해 있다.

Maynilad’s NEW WATER Facility in Pasay now 82% complete

West Zone concessionaire Maynilad Water Services, Inc. (Maynilad) is making significant progress on its second NEW WATER facility, now under construction in Pasay City. This pioneering initiative converts used water into potable water, offering a sustainable solution to augment Metro Manila’s water supply.

As of March 2025, the Pasay NEW WATER Treatment Plant is 82% complete. The facility will utilize a multi-stage treatment process that purifies used water to meet the Philippine National Standards for Drinking Water (PNSDW) set by the Department of Health (DOH). It is expected to benefit underserved communities in Pasay by boosting water availability.

Targeted for completion by December 2025, the Php700-million facility is designed to produce 12 million liters per day (MLD) of NEW WATER?enough to serve around 60,000 residents.

Maynilad already operates a similar facility in Paranaque City, which marked the company’s first foray into potable water reuse. Commissioned in 2022 under a conditional permit from the DOH, the Paranaque NEW WATER Treatment Plant received its permanent operational permit in 2023. 

It currently supplies 5 MLD of safe drinking water to two barangays and was internationally recognized as “Water Reuse Project of the Year” at the 2023 Global Water Awards, highlighting its role in advancing water reuse technologies.

Aside from the ongoing Pasay development, Maynilad is also expanding its NEW WATER program with other upcoming facilities in other areas, as well as an upgrade of the existing Paranaque plant. By 2027, these initiatives are projected to deliver a combined output of up to 90 MLD, providing a reliable, climate-resilient alternative water source for Metro Manila.

“Maynilad’s NEW WATER initiative is a key part of our sustainability strategy,” said Maynilad President and CEO Ramoncito S. Fernandez. “It not only provides additional water supply but does so in a way that eases pressure on our traditional sources amid growing demand and the effects of climate change.”

Maynilad is the largest private water concessionaire in the Philippines in terms of customer base. It is a concessionaire of the Metropolitan Waterworks and Sewerage System (MWSS) for the West Zone of the Greater Manila Area, which is composed of the cities of Manila (certain portions), Quezon City (certain portions), Makati (west of South Super Highway), Caloocan, Pasay, Paranaque, Las Pinas, Muntinlupa, Valenzuela, Navotas and Malabon, all in Metro Manila; the cities of Cavite, Bacoor and Imus, and the municipalities of Kawit, Noveleta and Rosario, all in Cavite Province.
