[필리핀] 수에즈, 파트너사와 필리핀 최대 규모 해수담수화 플랜트 착공

SWRO 담수화 플랜트, 하루 약 6만6천500㎥ 담수 생산…97% 주민에게 공급

수에즈(SUEZ)는 필리핀 최고의 건설 회사인 젬코(JEMCO) 및 메트로 퍼시픽 인베스트먼트(Metro Pacific Investments Corp., MPIC)가 전액 출자한 주요 상하수도 인프라 투자 기업인 메트로 퍼시픽 워터(Metro Pacific Water)와 함께 필리핀 최대 규모 해수 역삼투압(SWRO) 담수화 플랜트를 메트로 일로일로에 착공했다고 밝혔다. [사진제공(Photo Source) = SUEZ]

수에즈(SUEZ)는 필리핀의 대표적인 건설 회사 젬코(JEMCO)와 메트로 퍼시픽 인베스트먼트(Metro Pacific Investments Corp., MPIC)의 전액 출자로 설립된 주요 상하수도 인프라 투자사인 메트로 퍼시픽 워터(Metro Pacific Water)와 협력해 필리핀 최대 규모의 해수 역삼투압(SWRO) 담수화 플랜트를 메트로 일로일로(Metro Iloilo) 지역에 착공했다고 발표했다. 이 프로젝트는 24개월 안에 완공될 예정이며, 지역사회에 지속 가능하고 안정적인 식수를 공급함으로서 심각한 식수 부족 문제 해결에 기여할 것으로 기대된다.

메트로 일로일로 지역의 기존 담수원은 심각한 고갈 상태에 놓여 있으며, 증가하는 지역사회의 수요를 더 이상 충족하기 어려운 상황이다. 특히, 계절적 강우량 변동이 문제를 더욱 악화시키면서 제한적인 물공급을 안정적으로 보충하는 데 큰 어려움을 겪고 있다. 이에 따라 이 지역의 장기적인 지속가능성을 확보하기 위해 새로운 대체수자원의 개발과 확보가 시급한 과제로 떠오르고 있다.

메트로 퍼시픽 워터는 이 지역의 식수 부족 문제를 해결하기 위해 수에즈 및 젬코와 협력해 해수 역삼투압(RO) 담수화 플랜트의 설계, 건설 및 운영 프로젝트를 수주했다. SWRO 담수화 플랜트는 하루 약 6만6천500㎥의 담수를 생산할 수 있으며, 이 중 97% 이상이 주민들에게 식수로 공급돼 약 5만 가구에 혜택을 받을 예정이다. 나머지 담수는 인근 발전소 운영을 위한 탈염수 생산에 활용될 예정이다.

수에즈는 해수 담수화 분야에서 50년 이상의 경험을 갖고 있으며, 전 세계적으로 260개 이상의 담수화 플랜트를 설계 및 건설해 왔다. 이 플랜트는 수에즈의 대표적인 기술인 SeaDAF™ 필터가 적용될 예정이며, 이는 용존 공기 부상 기술(Dissolved Air Flotation Technology)과 이중 매체 중력 필터(Dual Media Gravity Filter)를 결합해 해수를 효과적으로 처리하고 조류, 탁도, 부유 물질 및 콜로이드 입자(Colloidal Particles)를 제거함으로써 역삼투막에 적합한 수질을 구현하는 혁신적이 시스템이다. 또한 콤팩트한 디자인으로 공간 제약이 있는 시설에도 설치가 가능하다는 이점을 갖고 있다.

수에즈와 젬코의 강력한 파트너십을 보여주는 이 프로젝트는 양사가 협력하는 두 번째 사례로, 첫 번째 프로젝트는 메트로 마닐라 문틴루파시(Muntinlupa City, Metro Manila)에 위치한 주요 물재생시설이다. 수에즈는 필리핀에서 탄탄한 현지 엔지니어링 플랫폼을 구축하고 있으며, 숙련된 현지 전문가들로 구성된 팀을 통해 필리핀 내 입지를 더욱 강화하고 있다. 이번 협력은 수에즈의 해수 담수화 전문성과 첨단 기술을 활용하는 동시에 젬코의 풍부한 현지 경험과 건설 역량을 활용할 것이다.

SUEZ and partners commence construction of Philippines’ largest seawater desalination plant in Metro Iloilo

 

SUEZ, a global leader in environmental services, and JEMCO, a premier construction company in the Philippines, together with Metro Pacific Water, a key water and wastewater infrastructure investor fully-owned by Metro Pacific Investments Corp. (MPIC), commenced the construction of a seawater reverse osmosis (SWRO) desalination facility in Metro Iloilo— the largest of its kind in the Philippines.

Slated to be completed in 24 months, this project will help address the critical shortage of drinking water in the region, supplying sustainable and reliable potable water to local communities.

The existing fresh water sources in Metro Iloilo have become severely strained and are no longer capable of meeting the increasing demand of the region. This situation has been exacerbated by seasonal fluctuations in rainfall, disrupting the replenishment of these finite water supplies, revealing the urgent need to identify and develop alternative sources of water to ensure the long-term sustainability of the region.

To tackle the region’s shortage of potable water, Metro Pacific Water awarded to SUEZ and JEMCO a project to design, build and operate a seawater reverse osmosis desalination facility.

The SWRO desalination plant will have an estimated production capacity of 66,500 cubic meters per day, with over 97% of which to be supplied to the residents as drinking water, benefiting approximately 50,000 households. The remaining part will be used for the production of demineralised water to support the operation of the adjacent power plant.

As a leader of circular solutions for water and waste services for more than 160 years, SUEZ has 50 years of experience in seawater desalination, with over 260 desalination plants designed and built worldwide.

This plant will incorporate SUEZ’s flagship technologies, such as the SeaDAF™ Filter which combines the dissolved air flotation technology and dual media gravity filter to treat seawater and remove algae, turbidity, suspended solids, and colloidal particles to reach a quality suitable to feed to the reverse osmosis membranes. Its compact design makes it suitable for installations where space is a premium.

A testimony to the strong partnership between SUEZ and JEMCO, this is the second project that the two entities have worked on together, with the first being a key water reclamation facility in Muntinlupa City, Metro Manila.

SUEZ has a strong presence in the Philippines with a well-established local engineering platform and a professional team of local talents. The collaboration will leverage SUEZ’s expertise and technologies in seawater desalination, and benefit from the strong local experience and construction capabilities of JEMCO.
