스페인 빌바오(Bilbao)에 위치한 갈린도 하수처리장(WWTP)은 우수처리 시스템을 개선하기 위해 Actiflo® Turbo 기술을 도입했다고 밝혔다. 이 개선 사업은 빌바오-비스카야 물컨소시엄(Bilbao-Bizkaia Water Consortium)과 스페인 유역관리청(Aguas de las Cuencas de España, ACUAES)이 주도하는 기초처리시설 개보수 및 개선 건설 프로젝트(Primary Treatment Renovation and Improvement Construction Project)의 일환으로 진행된다.

이번 프로젝트는 총 3천800만 유로(약 609억 원) 규모의 투자가 필요할 것으로 예상되며, 이 중 80%는 스페인의 생태 전환 및 인구 변화부(Ministerio para la Transición Ecológica y el Reto Demográfico)를 통해 차세대 EU(NGEU) 기금에서 공동 자금 지원을 받는다.

이는 스페인의 복원, 변혁 및 회복탄력성 계획(Plan de Recuperación, Transformación y Resiliencia)의 일환으로 진행된다. 나머지 20%는 건설 단계에서 컴소시엄이 자체적으로 부담할 예정이며, 이는 2022년 6월 1일 체결된 협약에 따라 프로젝트의 실행, 자금 조달, 운영을 규율하는 방식으로 진행될 계획이다.

이 시설은 시간당 2만1천600㎥의 우수를 실시간으로 처리할 수 있으며, 82.5% 이상의 부유 고형물 제거율을 달성하거나 처리수의 부유물 농도를 35mg/L 이하로 유지해 지역 생태계를 보호하는 데 중요한 역할을 할 것으로 기대된다.

이 시설에는 베올리아 워터 테크놀로지 이베리카(Veolia Water Technologies Ibérica)에서 공급하는 Actiflo® Turbo 기술이 적용됐다. 이 기술은 마이크로샌드(Microsand)를 활용한 응집(Coagulation)-플록형성(Flocculation)-침전(Decantation) 공정을 가속화해 더욱 콤팩트하고 신속하며 효과적인 처리를 가능하게 한다.

The Galindo wastewater treatment plant embraces climate resilience with Veolia’s Actiflo® Turbo technology for stormwater treatment

The Galindo wastewater treatment plant (WWTP) in Bilbao, Spain, takes a step forward in its commitment to innovation and sustainability by incorporating the Actiflo® Turbo technology for stormwater treatment.

This strategic upgrade is part of the Primary Treatment Renovation and Improvement Construction Project — a campaign promoted by the Bilbao-Bizkaia Water Consortium and Aguas de las Cuencas de España (ACUAES) — and demonstrates the municipality's commitment to building climate-adaptative infrastructure.

The Project requires a total investment estimated at 38 million euros, of which 80% will be co-financed by the Next Generation EU funds through the Ministerio para la Transición Ecológica y el Reto Demográfico (Ministry of Ecological Transition and the Demographic Challenge), within the framework of Spain's Plan de Recuperación, Transformación y Resiliencia (Recovery, Transformation and Resilience Plan).

The consortium will fund the remaining 20% during the construction phase, in accordance with the agreement signed on June 1, 2022, which governs the project's execution, financing and operation.

The new facility will be able to treat 21,600 cubic meters of stormwater per hour online. Its robust performance ensures over 82.5% suspended solids removal or values below 35 mg/l in treated water, significantly contributing to safeguarding local ecosystems.

The Veolia-developped Actiflo Turbo technology to be supplied by Veolia Water Technologies Ibérica, uses an accelerated coagulation-flocculation-decantation process through the addition of microsand, allowing for a compact, fast and effective treatment.

As cities worldwide grapple with the impacts of climate change, this resilient solution is becoming the preferred choice to complement conventional storm tank systems.

The technology’s adoption aligns perfectly with the new EU Directive 2024/3019 on Urban Wastewater Treatment which emphasizes the critical need to address stormwater and urban runoff pollution, especially in light of increasingly intense rainfall events.

Its proven ability to treat large volumes of water with exceptional  speed and performance in a compact footprint makes this technology a robust answer to both current and future challenges in climate-adaptive stormwater management.
