뉴욕주(NY) 중서부 지역에서 발생한 치명적인 토네이도와 재앙적인 홍수가 펜실베이니아주(Pennsylvania)와 뉴욕 서부(Western New York)까지 확산되는 가운데, 뉴욕주 상원은 「기후강우 대비법(Rain Ready Act)」을 통과시켰다.

이 법안은 특정 주 수도 및 하수도 기관이 점점 심각해지는 기상이변에 대비하고 이를 효과적으로 관리할 수 있도록 권한을 부여한다. 법안 번호는 S.4071이며, 하원에서는 닐리 로직(Nily Rozic)-뉴욕주 하원(Queens) 의원이 A.7467로 발의했다.

레이첼 메이(Rachel May) 뉴욕주 오논다가군(Onondaga, Cayuga) 상원 의원은 "온난화로 인해 뉴욕 전역에서 집중호우와 홍수 발생이 더욱 빈번해지고 있다. 우리는 지역 수도 당국이 이러한 빗물 위기에 효과적으로 대응할 수 있도록 모든 정책적 수단을 제공해야 한다. 이 법안은 그들이 지역사회를 '기후강우 대비' 상태로 만들기 위한 스마트한 전략을 마련하고 실행할 수 있도록 지원한다"라고 말했다.

효과적인 빗물 관리는 수많은 중요한 이점을 제공한다. 무엇보다도 홍수 위험을 줄여 생명과 재산을 보호하며, 최근 몇 년 사이 뉴욕시(New York City)와 같은 대도시에서 발생한 침수로 인해 지하 아파트에 고립되거나 도로에서 구조되지 못한 채 인명 피해가 발생한 사례가 반복되었다. 또한, 빗물 관리는 도로염, 농약, 쓰레기 등 유해 물질이 수계로 유입되는 것을 방지해 수질과 수생 생물을 보호하는 데에도 기여한다.

제레미 처슨(Jeremy Cherson) 환경단체 리버키퍼(Riverkeeper) 대정부 협력 담당이사는 "오늘 상원에서 「기후강우 대비 뉴욕법(Rain Ready NY)」이 통과된 것은 뉴욕의 더 깨끗한 수자원과 향상된 홍수 대응 능력을 위한 중대한 진전이다. 리버키퍼는 수십 년간 과도한 강우로 인한 빗물이 지역사회를 압도하고, 가정을 침수시키며, 허드슨강(Hudson River)과 같은 수로를 오염시키는 문제에 대해 혁신적인 해결책을 제시해 왔다. 아직 해야 할 일이 많지만, 오늘의 초당적 통과를 환영하며 이제 우리의 관심은 하원으로 향한다. 회기 종료 전 이 법안이 공동 발의되고 통과되기를 촉구하며, 메이 상원의원의 리더십에 감사드리고, 로직 하원의원이 하원 논의를 이끄는 모습을 기대한다. 또한 이 법안이 캐시 호철(Kathy Hochul) 주지사의 책상에 오르기를 바란다"고 전했다.

「기후강우 대비법(Rain Ready Act)」은 뉴욕주의 수도 및 하수도 기관에 기존 자금을 인프라 개선 및 업그레이드에 활용할 수 있도록 허용하고, 도시 지역의 증가하는 불투수성 포장 표면에 관한 대응 조치를 마련할 수 있는 권한을 부여한다. 이로 인해 발생하는 유출수는 최근 급증한 강우량과 복합적으로 작용하여 더욱 심각한 피해를 유발하고 있다.

지방정부에 이와 같은 새로운 권한을 부여하는 것은 이러한 도전을 해결하기 위한 첫걸음이며, 점점 더 자주 발생하는 극단적 기후 현상에 대응해 지역사회의 회복력을 높이는 일은 이제 선택이 아닌 생존을 위한 필수 과제가 되었다.

Senate Passes Senator Rachel May's "Rain Ready" Stormwater Management Legislation

Helping communities increase preparedness for damaging flood events

(Albany, NY) As deadly tornadoes and catastrophic flooding ravage the Midwest, extending into Pennsylvania and Western New York, the Senate passed the “Rain Ready” bill to give certain state water and sewer authorities the ability to prepare for and manage these severe and ever-increasing storm events. The bill (S.4071) is carried in the Assembly by Queens Member Nily Rozic (A.7467). 

“The warming atmosphere is making heavy rain and flooding more common in every corner of New York. We must give local water authorities a full array of policy tools to cope with the stormwater crisis. My bill allows them to incentivize and implement smart strategies to make their communities “Rain Ready,” said Senator Rachel May (D-Onondaga, Cayuga). 

 "Flooding is a crisis that disrupts entire communities—and our aging infrastructure simply isn’t equipped to handle the volume of stormwater we now face, leaving too many neighborhoods vulnerable and under water. The Rain Ready NY Act would give water and sewer authorities across the state, the authority needed to invest in stormwater management and resilience. I’m thrilled to partner with Senator May on this effort to make New York rain ready and look forward to advancing this legislation in the Assembly," said Assemblywoman Nily Rozic (D-Queens). 

Effective stormwater management provides a multitude of critical benefits. First and foremost, it mitigates flooding risks, protecting lives and structures. In recent years, many people have tragically suffered injury or death during storm events when unable to be rescued from flooded roadways and basement apartments in urban areas like New York City. Managing stormwater also protects water quality and aquatic life by helping filter and divert harmful pollutants, road salt, pesticides, and litter away from waterways. 

Jeremy Cherson, Associate Director of Government Affairs, said, "Today’s passage of Rain Ready NY in the Senate is a major step forward for cleaner water and better flood management in New York. The Rain Ready bill will not only give New York’s water and sewer authorities permission to spend existing funds on infrastructure improvements and upgrades, but it will also grant the ability to take action concerning the increasing number of impervious surfaces that cover our urban areas. The runoff caused by these surfaces is compounded by the increased volume of rain we are receiving.

Giving our municipalities the authority to manage this growing problem is the first step to meeting the challenge of excess stormwater. Making our communities more resilient to the extreme weather events we are now experiencing every season is not a choice; it has become a life-saving priority.
