사우디아리바아 국영 물파트너십회사(Saudi Water Partnership Company, SWPC)는 제다에서 아라나 및 하다 민자 하수처리장(Arana and Hadda Independent Sewage Treatment Plant, ISTP) 프로젝트의 사전 입찰 컨퍼런스를 최근 개최했다.

다수의 국내외 기업들이 참석한 이번 행사에는 메카의 프로젝트 현장을 방문하고  하수 인프라 개발에 대한 주요 통찰력을 제공했다.

SWPC의 칼레드 알쿠레시(Eng. Khaled AlQureshi) CEO는 개회사에서 필수 인프라 프로젝트를 제공하는 데 있어 공공-민간 파트너십의 중요한 역할을 강조했다. 알쿠레시 CEO는 하수처리 프로젝트를 포함한 인프라 개발에서 성공적인 협력을 칭찬하고 사우디아라비아의 지속가능한 물 솔루션을 발전시키기 위한 SWPC의 노력을 재확인했다.

컨퍼런스 기간 동안 SWPC 대표들은 잠재적 입찰자들의 문의에 답하며 두 프로젝트에 대한 자세한 프레젠테이션을 제공했다.

이 프로젝트는 인프라를 개선하고 하수처리 능력을 확장하고, 관개를 위한 하수처리수(Treated Sewage Effluent, TSE)의 재사용을 극대화하는 것을 목표로 하는 ‘사우디아라비아 비전 2030(Saudi Arabia’s Vision 2030)’ 및 ‘국가 물전략 2030( National Water Strategy 2030)’과 일치한다.

두 프로젝트 모두 BOOT(Build-Own-Operate-Transfer, 건설·소유·운영·이전) 프레임워크를 따라 공공-민간 파트너십(Public-Private Partnership, PPP) 모델로 개발될 예정이다. 하수처리 계약은 25년간 시행되며 상업 운영은 2028년을 목표로 한다.

아라나 민자 하수처리장(Arana ISTP)의 초기 처리용량은 하루 25만 입방미터(㎥)로, 향후 50만㎥/일까지 확장이 가능하며, 하다 민자 하수처리장(Hadda  ISTP)은 하루 10만㎥로 시작하여 최대 25만㎥/일까지 확장할 수 있다.

특히, 이 프로젝트들은 사우디아라비아 전역의 관개를 위해 처리된 하수 활용을 극대화하기 위해 송수 파이프라인과 저장 탱크를 포함한 하수처리수(TSE) 재이용 시스템을 갖추게 된다. 두 프로젝트 모두 메카시(Makkah city)와 성지(Holy Sites)에 서비스를 제공하는 하수처리 능력을 향상시킬 것으로 예상했다.

이번 사전 입찰 컨퍼런스는 민간 부문의 참여를 유도하고 이러한 중요한 인프라 프로젝트의 성공적인 실행을 보장하기 위한 SWPC의 노력에 중요한 이정표가 되었다. 

 SWPC는 2024년 11월에 발표된 전략적 프로젝트 관리(Project Schedule Planning, PSP) 개발자 사전 자격 프로그램을 통해 사전 자격을 갖춘 개발자에게 메카의 하다 및 아라나 민자 하수처리장 프로젝트 개발을 위한 두 개의 제안 요청서(RFP)를 2025년 1월 초 발행했다.

SWPC hosts pre-bid conference for Arana and Hadda ISTP Projects

 

The Saudi Water Partnership Company (SWPC) successfully organized the pre-bid conference for the Arana and Hadda Independent Sewage Treatment Plant (ISTP) projects in Jeddah.

The event, attended by numerous local and international companies, included a site visit to the project locations in Makkah and provided key insights into the upcoming wastewater infrastructure developments.

In his opening remarks, SWPC’s CEO, Eng. Khaled AlQureshi, highlighted the critical role of public-private partnerships in delivering essential infrastructure projects. He praised past successful collaborations in infrastructure development, including wastewater treatment projects, and reaffirmed SWPC’s commitment to advancing sustainable water solutions in Saudi Arabia.

During the conference, SWPC representatives provided detailed presentations on the two projects, addressing inquiries from potential bidders. The projects align with Saudi Arabia’s Vision 2030 and the National Water Strategy 2030, aiming to enhance infrastructure, expand sewage treatment capacities, and maximize the reuse of treated sewage effluent (TSE) for irrigation.

Both projects will be developed under a Public-Private Partnership (PPP) model, following the BOOT (Build, Own, Operate, and Transfer) framework. The sewage treatment agreements will be implemented for 25 years, with commercial operations targeted for 2028.

The Arana ISTP will have an initial capacity of 250,000 cubic meters per day, expandable to 500,000 cubic meters per day, while the Hadda ISTP will start at 100,000 cubic meters per day, with expansion potential up to 250,000 cubic meters per day. 

Additionally, the projects will feature a TSE reuse system, including a transmission pipeline and storage tanks to maximize treated sewage utilization, particularly for irrigation across the Kingdom. Both projects will enhance the wastewater treatment capacity serving Makkah city and Holy Sites.

The pre-bid conference marked a major milestone in SWPC’s efforts to engage the private sector and ensure the successful execution of these crucial infrastructure projects. It follows the announcement earlier this month on the release of Requests for Proposals (RFPs) to developers who were prequalified through SWPC’s Pre-Qualification Program.
