21개 프로젝트 통해 수자원 개선·수생태 건강 증진·지역사회 기후변화 회복탄력성 향상

미 내무부(Department of the Interior)는 현지시각 1월 7일 수자원 개선, 수생태 건강 증진 및 기타 기후 변화에 영향을 받는 지역 사회의 회복탄력성 향상을 위해 바이든 대통령의 「초당적인프라법」을 통해 21개 프로젝트에 4천100만 달러 이상을 지원한다고 발표했다. 이 21개 프로젝트는 하천 및 유역 복원, 수로 보강(canal lining) 및 관로, 어류 서식지 개선 및 어류 이동을 지원한다. 

뎁 홀랜드(Deb Haaland) 내무부 장관은 "자연은 기후변화에 맞서 싸우는 데 가장 좋은 동맹이며, 바이든 대통령의 '인베스팅 인 아메리카(Investing in America)' 아젠다를 통해 자연 기반 해법을 촉진하고 회복탄력성 있는 지역 사회와 경관을 구축하는 지역 주도의 파트너십 중심 프로젝트를 발전시킬 수 있는 혁신적인 자원을 확보했다"면서 "이러한 협력 프로젝트는 전국의 유역 건강과 보존을 강화할 것"이라고 말했다.

카밀 칼림림 투톤(Camille Calimlim Touton) 연방국토개발국(Bureau of Reclamation) 국장은 "선정된 프로젝트는 협을 통해 유역과 강 생태계의 건강을 위한 자연 기반 솔루션을 달성하고 가뭄 회복력을 높이기 위해 노력하고 있다"면서 "「초당적인프라법」의 역사적인 투자로 인해 연방국토개발국은 이해관계자들과 지속적으로 협력해 이러한 다목적 프로젝트를 위한 자금을 활용할 수 있는 기회를 얻게 됐다"고 말했다.

연방국토개발국은 WaterSMART 프로그램을 통해 △캘리포니아 △콜로라도 △하와이 △아이다오 △몬태나 △네브래스카 △네바다 △뉴멕시코 △텍사스 △워싱턴 △와이오밍 등지의 21개 프로젝트에 자금을 지원한다.

21개 프로젝트는 물보존 및 효율성을 향상시키고, 물 관리 및 인프라를 개선하고, 강과 유역을 복원하고, 기후 재앙에 직면한 지역 사회에 중요한 지원을 제공하는 동시에 상당한 생태적 이점을 제공하는 자연 기반 해법을 진전시킨다. 

바이든 대통령의 인베스팅 인 아메리카 아젠다는 미국 역사상 가장 큰 기후 회복탄력성 투자이며 가뭄과 기타 기후 변화의 영향에 대한 서부 지역 사회의 회복탄력성을 강화하는 데 필요한 자원을 제공하고 있다. 

「초당적인프라법」을 통해 연방국토개발국은 농촌용수, 저수, 물보존 및 송수, 자연 기반 해법, 댐 안전, 정수 및 재이용, 담수화를 포함한 물인프라 프로젝트에 5년간 총 83억 달러를 투자하고 있다. 「초당적인프라법」 도입 이후 연방국토개발국은 670개 이상의 프로젝트에 50억 달러 이상을 발표했다.

WaterSMART 프로그램은 환경 정의에 대한 바이든 행정부의 역사적인 공약의 일부인 Justice40 이니셔티브를 발전시켜 특정 기후, 청정 에너지 및 기타 연방 투자의 전반적인 혜택의 40%가 투자 부족으로 소외되고 오염으로 인해 과도한 부담을 지고 있는 불우 지역 사회로 흘러가도록 하는 것을 목표로 한다.

Biden-Harris Administration Announces $41 Million Investment in Water Resources and Ecosystem Health

 

The Department of the Interior today announced a more than $41 million investment from President Biden’s Bipartisan Infrastructure Law for 21 projects to bolster water resources, advance ecosystem health, and support resilience in communities facing drought and other climate change impacts. The projects will support instream and riparian restoration, canal lining and piping, fish habitat improvements and fish passage. This follows a $51 million investment for Environmental Water Resource Projects through the same program in 2023. 

“Nature is our best ally in the fight against climate change and through President Biden’s Investing in America agenda, we have transformational resources to advance locally led, partnership driven projects like these that will catalyze nature-based solutions and build resilient communities and landscapes,” said Secretary Deb Haaland. “These collaborative projects will enhance watershed health and conservation throughout the country.”  

“The projects selected are working through a collaborative process to achieve nature-based solutions for the health of our watersheds and river ecosystems to increase drought resiliency,” said Bureau of Reclamation Commissioner Camille Calimlim Touton. “This historic investment from the Bipartisan Infrastructure Law gives Reclamation the opportunity to continue to collaborate with our stakeholders to leverage funds for these multi-benefit projects.”  

Projects selected to receive this funding through Reclamation’s WaterSMART program are in California, Colorado, Hawai’i, Idaho, Montana, Nebraska, Nevada, New Mexico, Texas, Washington and Wyoming. Projects will enhance water conservation and efficiency, make water management and infrastructure improvements, restore rivers and watersheds, and advance nature-based solutions that provide significant ecological benefits while also providing critical support for communities facing climate catastrophes. President Biden’s Investing in America agenda represents the largest investment in climate resilience in the nation’s history and is providing much-needed resources to enhance western communities’ resilience to drought and other climate change impacts.

Through the Bipartisan Infrastructure Law, Reclamation is investing a total of $8.3 billion over five years for water infrastructure projects, including rural water, water storage, conservation and conveyance, nature-based solutions, dam safety, water purification and reuse, and desalination. Since the Bipartisan Infrastructure Law was signed three years ago, Reclamation has announced more than $5 billion for more than 670 projects. 

The WaterSMART program advances the Justice40 Initiative, part of the Biden-Harris administration’s historic commitment to environmental justice, which aims to ensure 40 percent of the overall benefits of certain climate, clean energy and other federal investments flow to disadvantaged communities that have been marginalized by underinvestment and overburdened by pollution.
