2024년 10월 28~30일 프랑스 에마뉘엘 마크롱(Emmanuel Macron) 대통령의 모로코(Morocco) 국빈 방문을 계기로 베올리아(Veolia)와 모로코 왕국은 10월 29일 아프리카에서 가장 크고, 세계에서 두 번째로 큰 해수담수화 프로젝트의 독점적 개발 및 전략적 파트너십 구축을 위한 합의각서(Memorandum Of Agreement, MOA)에 서명했다. 

특히 이 프로젝트는 가뭄으로 많은 피해를 입고 있는 모로코 지역에 해수담수화를 통해 식수를 공급하겠다는 계획이다.

대서양 연안 라바트(Rabat) 인근에 위치한 이 프로젝트는 베올리아가 해수담수화 플랜트를 건설, 자금조달 및 완공 후 35년간 시설을 운영하는 공공-민간 파트너십으로 구성될 예정이다. 

이 담수화 플랜트의 식수 생산 용량은 하루 82만2천㎥, 연간 3억㎥로 라바트-세일-케니트라(Rabat-Sale-Kenitra) 및 페스-메크스(Fes-Meknes) 지역에 거주하는 930만 여명의 주민에게 식수 공급을 보장한다. 

이 이니셔티브는 모하메드 6세(Mohammed VI) 국왕이 시작한 ‘모로코 국가 에너지 전략( Moroccan national energy strategy)’의 일부로, 물공급 보안을 강화하고 기후변화의 도전에 대처하는 것을 목표로 한다.

물기술 분야의 글로벌 리더인 베올리아는 효율성, 혁신 및 환경보호 측면에서 담수화 분야의 최첨단 전문성을 최대한 활용할 계획이다.

또한 운영 전문성을 통해 투자비용과 운영비용을 균형있게 조정하여 높은 플랜트 성능을 보장하고, 이를 통해 시설의 전체 수명 주기 동안 가장 경쟁력 있는 물 가격을 보장한다. 이 담수화 시설은 주로 재생 가능한 에너지원에서 생산된 저탄소 전기로 가동될 수 있다.

특히 지중해 지역에 영향을 미치고 있는 기후변화 위기 속에서, 이번 파트너십은 모로코가 전례 없는 물 스트레스(water stress)에 직면해 있는 시점에 이루어졌다.

모로코는 40년 만에 최악의 가뭄을 겪고 있는데, 강우량이 계속 감소하고 있어 댐이나 강의 저수량이 역대 최저 수준으로 농업, 식수 공급, 그리고 더 광범위하게는 더 넓게는 경제를 위협하고 있다. 따라서 해수담수화는 이러한 시급한 문제에 대한 필수적인 해결책이 되고 있다.

베올리아(Veolia)의 에스텔 브라클리아노프(stelle Brachlianoff) CEO는 “오랜 파트너십의 역사를 가진 우리는 모로코 왕국 및 모로코 국민과 함께 환경 및 물과 관련된 문제를 해결하기 위해 이 새로운 페이지를 쓰게 되어 기쁘고 영광이다”라고 말했다.

The Kingdom of Morocco and Veolia join forces for the largest seawater desalination project in Africa

 

On the occasion of the president of the french republic Emmanuel Macron's state visit to Morocco, Veolia and the Kingdom of Morocco signed today a MOA for the establishment of a strategic partnership to develop on an exclusive basis a seawater desalination project that will be the largest in Africa and the second largest in the world. It will supply drinking water to regions of the Kingdom particularly affected by drought.

Located near Rabat on the Atlantic coast, the project will be structured as a public-private partnership, involving the construction, financing and operation for 35 years, by Veolia, of a seawater desalination plant. 

With a capacity of 822,000 m3 of drinking water per day, or 300 million m3 per year, it will ensure the supply of the Rabat-Sale-Kenitra and Fes-Meknes regions to meet the water needs of nearly 9.3 million inhabitants.  

This initiative is part of the Moroccan national energy strategy, launched by His Majesty King Mohammed VI, which aims to strengthen water supply security and to face the challenges of climate change.

As a global leader in water technologies, Veolia will bring the best of its cutting-edge expertise in desalination for a reference plant in terms of efficiency, innovation and environmental protection. 

Its operational expertise will also ensure high plant performance by balancing investment and operating costs, thus ensuring the most competitive water price over the entire life cycle of the facility. The facility could be powered by low-carbon electricity, mainly from renewable sources.

Against a backdrop of climate change, which is particularly affecting the Mediterranean region, this partnership comes at a time when Morocco is facing unprecedented water stress. 

The country is experiencing its worst drought for 40 years, with rainfall continuing to decline and reservoirs at historically low levels, threatening agriculture, drinking water supplies and, more broadly, the country's economy. Seawater desalination is therefore becoming an essential solution to these urgent challenges.
