아시아 개발 은행(ADB)은 캄보디아 9개 주에 걸쳐 50개 지자체 400개 마을의 8만8천 가구를 대상으로 농촌지역 물공급, 위생 및 보건 증진(WASH) 시설을 개선하고 확장하기 위해 9천360만 달러의 대출과 보조금을 승인했다고 밝혔다.

이 프로그램은 농촌지역에서 안전하게 관리되는 물공급 서비스와 기본 위생 시설에 대한 보편적 접근성을 제공하고 안전하게 관리되는 위생 시설에 대한 접근성을 개선하는 동시에 경제적 부담을 줄이려는 정부의 노력을 지원한다.

이 프로그램은 물공급 서비스 제공에 대한 민간 부문의 참여를 강화하는 것을 목표로 하며, 기후변화 고려 사항을 계획, 설계 및 구현하는 것을 더욱 통합해 WASH 시설의 기후 회복탄력성을 보장하고자 한다. 이 프로그램은 이해 관계자 간의 조정과 기능을 분산시킴으로써 효과적인 서비스 제공을 보장할 것이다. 

조사나 바르마(Jyotsana Barma) ADB 캄보디아 지부장은 "이 프로그램은 외딴 지역의 농촌 인구를 우선시해 '모두를 위한 WASH'를 지원한다"며 "지역사회가 관리하는 WASH 시설 관리의 거버넌스를 강화하고 지속 가능성과 기후 회복력을 위한 정부 계획을 확대하기 위한 개혁을 제안한다"고 말했다.

이 프로그램에는 안전한 물, 위생 및 보건 증진 시설에 접근하는 데 가장 큰 어려움을 겪고 있는 농촌지역에서 WASH 시설 확장을 지원하기 위해 

농촌 주민이 안전한 물, 위생 및 보건 증진 시설에 접근하는 데 가장 큰 어려움을 겪는 지역의 WASH 시설 확장에 자금을 지원하기 위해 아시아와 태평양 번영과 회복을 위한 일본 기금(Japan Fund for Prosperous and Resilient Asia and the Pacific)에서 자금을 지원하는 300만 달러의 보조금이 포함된다. 반테이 미안치(Banteay Meanchey), 바탐방(Battambang), 캄퐁 슈푸(Kampong Speu), 캄팟(Kampot), 크라티(Kratie), 오다르 미안치(Oddar Meanchey), 페일린(Pailin), 프레아 비헤어(Preah Vihear) 및 그퉁 트렝(Stung Treng) 지역을 지원하는 데 중점을 둘 것이다.

물 금융 파트너십 시설(Water Financing Partnership Facility)에 따라 위생 금융 파트너십 신탁 기금(Sanitation Financing Partnership Trust Fund)에서 자금을 지원하는 60만 달러의 기술 지원은 이 프로그램에 따라 주요 부문 개혁을 제정할 수 있는 정부 역량을 강화할 것이다.

2022년에는 캄보디아 전역에서 안전하게 관리되는 물공급 서비스에 대한 접근성이 29%였으며, 농촌지역에서는 20%로 더 낮았다. 안전하게 관리되는 위생 시설에 대한 접근성은  캄보디아 전역이 37%, 농촌지역은 34%였다.

ADB Approves $93.6 Million Financing to Support 'WASH' Services in Rural Cambodia

 

The Asian Development Bank (ADB) approved $93.6 million in loans and grants to improve and expand climate-resilient and inclusive rural water supply, sanitation, and hygiene (WASH) facilities for 88,000 households in 400 villages in 50 communes across nine provinces in Cambodia.

The Rural Water Supply, Sanitation, and Hygiene Improvement Sector Development Program will support government efforts to provide universal access to safely managed water supply services and basic hygiene facilities in rural areas and improve access to safely managed sanitation facilities while also addressing affordability.

The program seeks to enhance private sector participation in the delivery of water supply services. It also aims to ensure climate resilience of WASH facilities through greater integration of climate change considerations into the planning, design, and implementation. The program will strengthen coordination among stakeholders and decentralization of functions to ensure effective service delivery.

“The program supports ‘WASH for all’ by prioritizing rural populations in remote areas. It proposes reforms to strengthen governance in the management of community-managed WASH facilities and scale up government planning for sustainability and climate resilience,” said ADB Country Director for Cambodia Jyotsana Varma.

The program includes a $3 million grant financed by the Japan Fund for Prosperous and Resilient Asia and the Pacific to help finance the expansion of WASH facilities in the provinces where poor rural residents face the greatest challenges in accessing safe water, sanitation, and hygiene facilities. There will be a focus on supporting Banteay Meanchey, Battambang, Kampong Speu, Kampot, Kratie, Oddar Meanchey, Pailin, Preah Vihear, and Stung Treng provinces.

A $600,000 technical assistance financed by the Sanitation Financing Partnership Trust Fund under the Water Financing Partnership Facility will strengthen government capacity to enact key sector reforms under the program.

In 2022, access to safely managed water supply was at 29% for the country and even lower at 20% in rural areas while access to safely managed sanitation was 37% nationally and 34% in rural areas. Open defecation was practiced by about two million rural residents, which exposes land and water resources to contamination and contributes to waterborne infections.

ADB has a long-standing partnership in supporting Cambodia's water supply, sanitation, and hygiene sector both at the national and subnational levels since 2005. Over 1 million people, particularly the residents of the provinces along the Tonle Sap Lake, have already benefited from ADB-supported WASH services.
