2021년, 워싱턴주 최대 규모의 하·폐수처리 시설인 웨스트 포인트 처리장(WPTP)의 정전 문제를 해결하기 위해 비상사태가 선포되었다. 이 시설은 하루 약 9천500만 갤런(35만9천575㎥)의 우수와 하수를 합하여 처리하고, 처리된 물을 퓨젯 사운드로 방류하며, 우천 시 최대 유량은 4억4천만 갤런(166만5천400㎥)이다.

하지만 정전으로 인해 전기 장비가 보호적으로 정지될 수 있다. 폭우로 이러한 상황이 발생할 경우, 시설의 침수를 방지하기 위해 처리되지 않은 하수와 우수는 비상 우회로를 통해 퓨젯 사운드로 우회될 수 있다. 전력 품질 개선 프로젝트는 시설의 복원력을 강화하고 정전으로 인한 우수 및 하수 비상 우회를 근절하는 것을 목표로 했다.

킹 카운티의 카무론 구롤(Kamuron Gurol) 하·폐수 처리국장은 “전력 품질 개선 프로젝트는 미래 지향적인 솔루션을 통해 공중보건과 환경을 보호하려는 킹 카운티의 노력을 반영한다”라면서 “이 깨끗한 물 투자는 운영 첫해 동안 수십 건의 정전과 극한 기상 조건에서도 주요 장비를 계속 가동하고, 웨스트 포인트 처리장의 안정적이고 효율적인 운영을 보장하며 퓨젯 사운드를 보호함으로써 그 가치를 입증했다”라고 말했다.

브라운 앤 콜드웰(Brown and Caldwell)은 최고 엔지니어링 컨설턴트로서 16.8메가와트(MW) 배터리 시스템의 건설 및 설치를 계획, 설계, 엔지니어링 및 지원했다. 4만8천 개의 배터리 셀로 구성된 이 시스템은 정전 시에도 펌프의 지속적인 작동을 보장하여 하수 방류를 방지한다.

이 프로젝트는 2024년 9월에 완료되었다. 현장 배터리 시스템은 2024년 11월 발생한 ‘폭탄 사이클론(Bomb Cyclone)’과 같은 심각한 기상현상 이후에도 안정적인 전력 공급을 제공함으로써 복원력 있는 솔루션임이 입증되었다.

미국 물연맹 프로젝트 우수상(WEF Project Excellence Award)은 9월 29일∼10월 1일 시카고에서 열린 수자원 분야 최대 규모의 컨퍼런스인 ‘2025 미국 시카고 수질환경기술 전시회(WEFTEC 2025)’에서 수여되었다.

WEF는 매년 WEFTEC에서 수자원의 지속가능성에 기여하고 세계 수자원의 미래에 지대한 영향을 미치는 다양한 개인과 단체를 표창한다. 프로젝트 우수상은 특히 물 분야 프로젝트 실행의 탁월함과 혁신을 기리는 상이다.

WEF의 인정은 미국 엔지니어링 기업 협의회(American Council of Engineering Companies, ACEC)의 2025 엔지니어링 우수상과 워싱턴 ACEC 지부의 골드 내셔널 상을 포함하여 이 프로젝트의 수상 목록에 추가되었다.

Brown and Caldwell Receives National Project Excellence Award from the Water Environment Federation

King County (WA) West Point Treatment Plant project honored for innovative power system that protects public health and water quality

WALNUT CREEK, Calif., Sept. 29, 2025 - Brown and Caldwell, a purpose-driven engineering consulting firm creating and delivering water and environmental solutions throughout North America and the Pacific, received the Water Environment Federation (WEF) Project Excellence Award for the King County, Washington, Power Quality Improvement Project at West Point Treatment Plant (WPTP).

The project provides the largest uninterruptible power supply system at a U.S. wastewater plant through an innovative battery-based solution designed to protect public health and safeguard Puget Sound. The $170 million critical infrastructure upgrade was completed in 3.5 years ? half the typical timeline for similar large-scale projects.

Brown and Caldwell is proud to have served as a collaborative partner with Jacobs, Clarity Engineering, Wagner Architects, Environmental Science Associates, True North Land Surveyors, other specialty subconsultants, and Hoffman Construction Corporation to successfully deliver this critical infrastructure upgrade that protects public health and safeguards Puget Sound.

In 2021, an emergency declaration was signed to address power disruptions at WPTP, Washington state’s largest wastewater treatment plant. The plant treats about 95 million gallons per day (MGD) of combined stormwater and wastewater, and discharges treated water into Puget Sound with a peak wet weather flow capacity of 440 MGD.

But power disruptions can cause electrical equipment to protectively shut down. When this happens during heavy rain, to protect the plant from flooding, undertreated wastewater and stormwater can be diverted to Puget Sound in an emergency bypass. The Power Quality Improvement Project aimed to enhance the plant’s resilience and eliminate emergency bypasses of wastewater caused by power disruptions.

“The Power Quality Improvement Project reflects King County’s commitment to protecting public health and the environment through forward-looking solutions. During its first year of service, this clean-water investment has proven its worth by keeping key equipment running during dozens of power disruptions and extreme weather, ensuring reliable and efficient operations at West Point Treatment Plant and protection of Puget Sound.”said Kamuron Gurol, Director of the King County Wastewater Treatment Division.

As the prime engineering consultant, Brown and Caldwell planned, designed, engineered and supported the construction and installation of a 16.8-megawatt battery system. This system, consisting of 48,000 battery cells, ensures continuous pump operation during power outages, preventing wastewater releases.

The project was completed in September 2024. The onsite battery system was proven as a resilient solution by providing a steady power supply following a “bomb cyclone” severe weather event in November 2024.
