GS이니마 컨소시엄, ‘알가르베 해수담수화 플랜트’ 설계·건설·운영 계약 체결

1단계 연간 1천600만㎥ 생산 알부페이라에 식수 공급…2천400만㎥/년 생산 용량으로 설계

포르투갈의 수도공기업인 아구아스 두 알가르베(Aguas do Algarve)와 GS이니마(GS Inima), 아쿠아포(Aquapor), 루사구아(Lusagua)로 구성된 컨소시엄은 포르투갈 남부 해양도시인 알부페이라(Albufeira)에 있는 ‘알가르베 해수담수화 플랜트(Algarve desalination plant)’의 설계, 건설 및 운영을 위한 계약을 10월 22일 체결했다.

총공사비 1억7천만 유로(약 2천541억 원) 규모의 담수화 시설 건설은 전략적으로 매우 중요하며, 수천 명의 지역 주민에게 식수 공급을 보장하고 중요한 경제 활동을 계속할 수 있게 하여 이 지역의 지속가능한 발전을 촉진시키기 위해서다.

이날 서명식에는 포르투갈의 루이스 몬테네그로(Luis Montenegro) 총리를 비롯해 마리아 다 그라카 카르발류(Maria Da Graca Carvalho) 환경부 장관, 마누엘 카스트로 알메이다(Manuel Castro Almeidaz) 국토통합부 차관 등 정부 고위인사와 GS이니마의 마르타 베르데(Marta Verde) CEO, 아구아스 두 알가르베 그룹의 이사벨 소아레스(Isabel Soares) 회장을 비롯해 컨소시엄 대표 등이 참석했다.

알가르베 해수담수화 플랜트 프로젝트의 획기적인 계약은 지금까지 사용할 수 없었던 자원인 해수를 사용하여 식수를 생산할 수 있는 선구적인 플랜트로 강조되었다.

루이스 몬테네그로(Luis Montenegro) 총리는 “이곳 알가르베의 해수담수화 프로젝트는 지금까지 이용할 수 없었던 바닷물 사용이라는 또 다른 기회를 향한 한 걸음을 내딛는 중요한 순간이다”라면서 “이 특별한 경우 이 지역에 현재 알가르베 도시 소비의 약 20%에 해당하는 식수를 공급할 수 있는 기회를 제공할 것이기 때문에 작지 않은 기회이다”라고 말했다.

오는 2026년 말 완공 예정인 이 해수담수화 시설은 에너지 소비를 줄이고 환경적으로 지속가능한 인프라를 만드는 것을 목표로 혁신적인 기술을 사용한다.

이런 의미에서 약 4.5헥타르(ha)에  이르는 태양광 패널을 설치하여 시설 운영에 소요되는 전력을 재생 에너지원으로 사용한다. 이러한 조치를 통해 컨소시엄은 기후변화 대응이라는 글로벌 목표에 따라 운영비용을 줄이고 환경영향을 최소화하는 것을 목표로 하고 있다.

1단계로 1천600만㎥의 식수를 생산할 수 있는 이 인프라는 연간 2천400만㎥에 도달하도록 설계된다. 역삼투 시스템(reverse osmosis system)을 사용하는 이 프로젝트는 수천 명의 주민에게 식수 공급을 보장하며, 농업활동, 산업 및 관광업에서 긍정적인 영향을 미칠 것이다. 이는 안정적인 물공급에 직접적으로 의존하는 지역 경제의 핵심 부문이다.

GS이니마(GS Inima)의 마르타 베르데(Marta Verde) CEO는 “담수화 분야에서 60년 이상의 입증된 국제적 경험을 바탕으로 우리는 이 프로젝트에 참여하게 되어 매우 자랑스럽고, 거의 10만 명에게 안전하고 안정적인 식수 공급을 보장하는 지속가능하고 효율적인 물 솔루션을 제공하기 위해 최선을 다하고 있다”고 말했다.

GS Inima and Aquapor sign the contract for the Design, Construction and Operation of the First Desalination Plant in Portugal

A GS Inima led-consortim, formed by Aquapor and Lusagua has signed a €107 million agreement with Aguas do Algarve

Commissioning of the new plant will help to create an alternative source capable of guaranteeing the resilience of public water supply to the Algarve’s population

The signing ceremony was attended by the Prime Minister of Portugal, Luis Montenegro, the Minister for the Environment, Maria Graca Carvalho, and the Deputy Minister for Territorial Cohesion, Manuel Castro Almeida, among many other personalities

 

A contract was signed yesterday between Aguas do Algarve and the consortium made up of GS Inima, Aquapor and Lusagua for the design, construction and operation of the Algarve desalination plant in Albufeira. 

This project, of great strategic importance, will guarantee the supply of drinking water for thousands of inhabitants and will allow crucial economic activities to continue, fostering the sustainable development of the area.

In the presence of the Prime Minister, Luis Montenegro, the Minister of the Environment, Maria Da Graca Carvalho, the Vice Minister of Territorial Cohesion, Manuel Castro Almeida, the Director General of GS Inima, Marta Verde, and Isabel Soares, President of the Aguas do Algarve group, as well as representatives of the consortium, this project landmark agreement was highlighted as a pioneer plant that will make possible the use of sea water, a resource that until now was not available.

“This desalination project here in the Algarve is an important moment, as we are taking a step towards another opportunity : the use of seawater, which until now was not available. An opportunity that is not minor, since in this specific case it will give this region the possibility of having access to drinking water equivalent to approximately 20% of the Algarve's current urban consumption” said Luis Montenegro Prime, Minister of Portugal.

he project, scheduled for completion by the end of 2026, will use innovative technologies with the aim of reducing the infrastructure’s energy consumption, making it more environmentally sustainable. 

In this sense, the use of renewable energy sources will be favored, through the installation of a self-consumption plant equipped with photovoltaic panels that will occupy around 4,5 hectares. With these measures, the consortium aims to reduce operating costs and minimize environmental impacts, in line with the global objectives of combating climate change.

With a production capacity of 16 million m³ of drinking water in the first phase, the infrastructure is being designed to reach 24 million m³ per year. This project, which uses a reverse osmosis system, will guarantee the supply of drinking water to thousands of inhabitants and its positive impact will be felt in agricultural activities, industry and tourism - key sectors for the local economy that depend directly on a stable water supply.

“With more than six decades of proven international experience in the field of desalination, we are very proud to be involved in this project and fully committed to providing sustainable and efficient water solutions that guarantee a safe and reliable supply of drinking water to almost one hundred thousand people” said Marta Verde CEO, GS Inima.
