Collaboration is Key to Successful River Basin Management
Indonesian Public Works and Housing Minister, Basuki Hadimuljono, emphasized that collaboration is the key to successful management of the Citarum river basin during the Basin Segment Day of the 10th World Water Forum, on Wednesday, 22 May 2024.
In his speech, Minister Basuki, who is also Chair of the Organizing National Committee of the 10th World Water Forum, said that water resources flow and connect economies and cultures.
"Cooperation is very important in ensuring interconnected water suitability and encouraging collaboration to avoid conflicts and increase benefits. Our water management utilizes the potential of collective approaches for mutual interests," said Basuki.
Citing the opening remarks of President of the Republic of Indonesia Joko ¡°Jokowi¡± Widodo and in line with the theme of the 10th World Water Forum 'Water for Shared Prosperity', Basuki stated three basic principles that can be implemented in collaboration, namely avoiding competition, prioritizing quality and inclusive cooperation, and mutually beneficial support.
"In Indonesia, collaboration has been the key to success since 2015 in the comprehensive restoration program of the Citarum River and the installation of floating solar panels in Cirata, which is the largest in Southeast Asia and the third largest in the world," he said.
Basuki also stated that Basin Segment Day serves as a platform for sharing practices and experiences to advocate for the best and specific needs and to foster networks and build partnerships, including the development of cooperative information systems and the integration of ecological security in approaches for better management.
Basin Segment Day is a high-level political segment of the World Water Forum that discusses river areas and efforts to increase the promotion of operational approaches to Integrated Water Resources Management (IWRM) at the river basin level to accelerate the achievement of SDGs.

Indonesia Supports Establishment of Global Water Fund at 10th World Water Forum
The need for investment poses a particular challenge in improving adequate water and sanitation infrastructure. The 10th World Water Forum, held in Bali from 18 - 25 May, can serve as a moment to design a global funding mechanism for water management.
The Minister of Finance of the Republic of Indonesia, Sri Mulyani Indrawati, stated that water is an essential aspect of people's lives. Therefore, the Indonesian government has allocated about 3.4 percent of the state budget (APBN) for water. However, she considered this amount relatively small compared to the annual investment needed in the water and sanitation sector.

She explained further that collaboration between the government and the private sector is needed to achieve water security and proper sanitation. The 10th World Water Forum is expected to be a platform for formulating effective and sustainable water funding schemes.
¡°Many international institutions, such as the World Bank, ADB, African Development Bank, AIIB, European Investment Bank, and others, strongly focus on water. They certainly have portfolios related to water and sanitation,¡± she said.
10th World Water Forum to Discuss Political Process for River Basin Authorities on Fifth Day
The 10th World Water Forum enters its fifth day, on Wednesday, 22 May. Several important agendas include the political, regional, and thematic processes. One of the five levels of the political process is related to river and water area authorities.
Today's agenda will discuss the launch of the "Bali Basin Action Agenda" which is expected to provide concrete results in the form of commitments and good practices that support river basin management to achieve Sustainable Development Goals (SDGs).
¡°Each country has its water management problems and focuses, so a comprehensive regional approach needs to be taken. Concerning the political process, water management policies will be discussed in stages starting from the implementers through the river authorities to the heads of state," said Mohammad Zainal Fatah, the Secretary-General of Public Works and Housing Ministry and Chair of the National Organizing Committee of the 10th World Water Forum Secretariat.
The high-level panel discussion sessions regarding river basin authorities will take place at two locations, namely the Bali International Convention Center (BICC) and the Bali Nusa Dua Convention Center (BNDCC) on Wednesday, 22 May.
