바스키 조직위원장 “물관리, 거대 자산 집단적 접근의 잠재력 활용 필요”

바스키 하디물조노(Basuki Hadimuljono) 인도네시아 공개근로주택부장관 겸 제10차 세계물포럼 국가조직위원장은 5월 22일 '제10차 세계물포럼''유역 분리날(Basin Segment Day)' 행사에서 시타룸 강(Citarum river) 유역을 성공으로 관리하기 위해 이를 관건이라고 강조했다.

바스키타 보안은체계에서 "수자원은 투명하고 경제와 문화를 연결한다"라면서 "협력은 연결된 물의 특성화하고 충돌을 피하고 부를 증가시키기 위해 협력을 협의하는 데 매우 중요하다. 우리의 물 관리는 결합된 자산을 집단적으로 접근할 수 있는 잠재력을 활용한다”라고 역설했다.

바스키스 장관은 조코 위도도(Joko Widodo) 인도네시아 트럼프의 개회사에 있다고, 제10차 세계물포럼 '공유번영을 붐'이라는 주제에 경쟁을 통해 협력할 수 있는 3가지 기본 원칙, 즉, 경쟁적이었다 △ 품질과 포용적 협력 우선 △ 상호 이익이 되는 등 지원을 언급했다.

이어 바스키 장관은 “인도네시아에서는 2015년부터 동남아시아 최대 규모이자 세계 3위 규모인 시타룸 강 종합복원 프로그램과 시라타에 수상태양광 패널 설치 등에서 협업이 성공의 열쇠가 됐다”고 강조했다.

바스키 장관은 또한 ‘유역 분할 날(Basin Segment Day)’ 가 최상의 구체적인 요구를 옹호하고 더 나은 관리를 위한 접근 방식에서 협력 정보 시스템 개발 및 생태 안보 통합을 포함하여 네트워크를 구축하고 파트너십을 구축하기 위한 관행과 경험을 공유하는 플랫폼 역할을 한다”고 역설했다.

‘유역 분할의 날’은 유엔의 지속가능발전목표(SDGs) 달성을 가속화하기 위해 하천 유역 수준에서 통합 수자원 관리(IWRM)에 대한 운영 접근 방식의 촉진을 높이기 위한 노력과 하천 지역에 대해 논의하는 세계 물 포럼의 고위급 정치 부문이다.

거버넌스, 계획 및 자금 조달에 관한 고위급 세션(High-Level Session on Governance, Planning and Financing segment)의 연사는 에디스 파레데스(Edith Paredes) 아마존협력조약기구(ACTO) 행정국장, 루궈잉(Lu Guoying) 중국 수자원부 장관, 올리비에 티볼트(Olivier Thibault) 프랑스 생물다양성청의 국장, 콜레타 루함야(Coletha Ruhamya) 빅토리아호수위원회 사무부총장 물 거버넌스, 하니 세일람(Hani Sewilam)이집트 수자원 및 관개부 장관 등이다.

인도네시아, 세계물기금(Global Water Fund) 설립 적극 지원

투자의 필요성은 적절한 물과 위생 기반 시설을 개선하는 데 특별한 도전을 제기한다. 5월 20일부터 25일까지 인도네시아 발리에서 열리고 있는 ‘제10회 세계물포럼’은 물관리를 위한 글로벌 자금 메커니즘을 설계하는 순간이 될 수 있다.

스리 물야니 인드라와티(Sri Mulyani Indrawat) 인도네시아 재무부 장관은 “물은 사람들의 삶의 필수적인 측면이다”라고 말했다. 따라서, 인도네시아 정부는 국가 예산의 약 3.4 %를 물을 위해 배정했다. 하지만, 인드라와티 장관은 물과 위생 분야에 필요한 연간 투자에 비해 이 금액은 상대적으로 적다고 생각했다.

인드라와티 장관은 “정부의 자금만으로는 충분하지 않을 것이다. 지역, 마을, 국가 및 세계 차원에서 다양한 노력이 이루어졌다”라고 5월 21일 발리 누사두아 컨벤션센터(BNDCC)의 누산타라 2호실에서 열린 ‘제10회 세계물포럼’ 고위급 패널 회의에서 말했다.

인드라와티 장관은 물 안보와 적절한 위생을 달성하기 위해 정부와 민간 부문간의 협력이 필요하다고 더 설명했다. ‘제10회 세계물포럼’은 효과적이고 지속 가능한 물 지원 계획을 수립하기 위한 플랫폼이 될 것으로 기대된다고 말했다.

이어 세계은행(World Bank), 아시아개발은행(ADB), 아프리카개발은행(AfDB), 아시아인프라투자은행(AIIB), 유럽투자은행(EIB) 등과 같은 많은 국제 기관들이 물에 강하게 집중하고 있다. 이들 기관은 확실히 물과 위생과 관련된 포트폴리오를 가지고 있다고 덧붙였다.

고위급 패널 토론회서 강 유역 당국 정치 과정 논의

인도네시아 발리에서 열리고 있는 ‘제10회 세계물포럼’ 3일째 행사에서 몇몇 중요한 의제에는 정치적, 지역적 그리고 주제적인 과정들이 포함되었다. 정치적인 과정의 5단계들 중 하나는 강과 수역 당국과 관련되어 있다.

5월 22일 열린 강 유역 당국과 관련된 고위급 패널 토론회의 안건은 지속가능개발목표(SDGs) 달성을 위해 하천 유역 관리를 뒷받침하는 약속과 모범사례 형태로 구체적인 성과를 제공할 것으로 기대되는 ‘발리 유역 행동 어젠다(Bali Basin Action Agenda)’의 출범에 대해 논의했다.

“세계 각국은 물 관리 문제가 있고 중점을 두고 있으므로 포괄적인 지역적 접근이 필요하다. 정치적 과정과 관련하여 물 관리 정책은 시행자부터 하천 당국을 거쳐 국가 원수까지 단계적으로 논의될 것이다”라고 제10차 세계물포럼 조직위원회 모하마드 자이날 파타(Mohammad Zainal Fatah) 사무총장이 말했다.

이번 정치부문에는 바스키 하디물조노(Basuki Hadimuljono) 인도네시아 공공근로주택부 장관 겸 제10차 세계물포럼 국가조직위원장과 리궈잉(Li Guoying) 중국 수자원부 장관, 하니 세윌람(Hani Sewilam) 이집트 수자원·관개부 장관, 발데스 고즈(Waldez Goes) 브라질 통합·지역개발부 장관 등 물 분야 담당 장관들이 참석했다.

같은 세션에는 세계물위원회(World Water Council, WWC) 로익 포숑(Loic Fauchon) 회장, 니자르 바라카(Nizar Baraka) 모로코 수자원 장관 겸 국제유역기구(INBO) 총재, 그리고 다른 나라의 여러 강 유역 고위 관리들이 참석했다.

이날 열린 강 유역 당국과 관련된 고위급 패널 토론회에서는 인도네시아의 구체적인 결과이자 외교적인 승리로서 장관선언문을 채택했다. 이 선언문은 106개국과 27개 국제기구의 대표들이 참석한 장관회의가 끝날 때 비준되었다.

장관 선언과 별도로, 이 포럼의 성과 중 하나는 인도네시아가 여러 나라의 주요 물 관련 프로젝트 목록을 작성하는 데 성공한 것이다.

이 목록에는 △300만 가구의 식수 제공 가속화 사업 △30만 가구의 생활하수 관리 사업 등 94억 달러 상당의 113개 사업이 포함돼 있어 다양한 국가의 지역사회에 큰 혜택을 줄 것으로 기대된다.

Collaboration is Key to Successful River Basin Management

 

Indonesian Public Works and Housing Minister, Basuki Hadimuljono, emphasized that collaboration is the key to successful management of the Citarum river basin during the Basin Segment Day of the 10th World Water Forum, on Wednesday, 22 May 2024.

In his speech, Minister Basuki, who is also Chair of the Organizing National Committee of the 10th World Water Forum, said that water resources flow and connect economies and cultures.

"Cooperation is very important in ensuring interconnected water suitability and encouraging collaboration to avoid conflicts and increase benefits. Our water management utilizes the potential of collective approaches for mutual interests," said Basuki.

Citing the opening remarks of President of the Republic of Indonesia Joko “Jokowi” Widodo and in line with the theme of the 10th World Water Forum 'Water for Shared Prosperity', Basuki stated three basic principles that can be implemented in collaboration, namely avoiding competition, prioritizing quality and inclusive cooperation, and mutually beneficial support.

"In Indonesia, collaboration has been the key to success since 2015 in the comprehensive restoration program of the Citarum River and the installation of floating solar panels in Cirata, which is the largest in Southeast Asia and the third largest in the world," he said.

Basuki also stated that Basin Segment Day serves as a platform for sharing practices and experiences to advocate for the best and specific needs and to foster networks and build partnerships, including the development of cooperative information systems and the integration of ecological security in approaches for better management.

Basin Segment Day is a high-level political segment of the World Water Forum that discusses river areas and efforts to increase the promotion of operational approaches to Integrated Water Resources Management (IWRM) at the river basin level to accelerate the achievement of SDGs.

Speakers in the High-Level Session on Governance, Planning and Financing segment are: Administrative Director of the Amazon Cooperation Treaty Organization (ACTO) Edith Paredes; China’s Water Resources Minister Lu Guoying; Director General of the French Biodiversity Agency Olivier Thibault; Deputy Executive Secretary of Lake Victoria Basin Commission Coletha Ruhamya; Head of Unit, Water Governance, Blue Economy and Circular Economy, the Organisation for Economic Co-operation and Development (OECD) Oriana Romano; and Egypt’s Water Resources and Irrigation Minister, Hani Sewilam.

 

Indonesia Supports Establishment of Global Water Fund at 10th World Water Forum

The need for investment poses a particular challenge in improving adequate water and sanitation infrastructure. The 10th World Water Forum, held in Bali from 18 - 25 May, can serve as a moment to design a global funding mechanism for water management.

The Minister of Finance of the Republic of Indonesia, Sri Mulyani Indrawati, stated that water is an essential aspect of people's lives. Therefore, the Indonesian government has allocated about 3.4 percent of the state budget (APBN) for water. However, she considered this amount relatively small compared to the annual investment needed in the water and sanitation sector.

“The government’s funds alone will not be sufficient.  Various efforts have been made at the local, village, national, and global levels,” said Sri Mulyani during the High-Level Panel of the 10th World Water Forum in the Nusantara 2 Room, Bali International Convention Center (BICC), Bali, on Tuesday (21 May).

She explained further that collaboration between the government and the private sector is needed to achieve water security and proper sanitation. The 10th World Water Forum is expected to be a platform for formulating effective and sustainable water funding schemes.

“Many international institutions, such as the World Bank, ADB, African Development Bank, AIIB, European Investment Bank, and others, strongly focus on water. They certainly have portfolios related to water and sanitation,” she said. 

 

10th World Water Forum to Discuss Political Process for River Basin Authorities on Fifth Day

The 10th World Water Forum enters its fifth day, on Wednesday, 22 May. Several important agendas include the political, regional, and thematic processes. One of the five levels of the political process is related to river and water area authorities.

Today's agenda will discuss the launch of the "Bali Basin Action Agenda" which is expected to provide concrete results in the form of commitments and good practices that support river basin management to achieve Sustainable Development Goals (SDGs).

“Each country has its water management problems and focuses, so a comprehensive regional approach needs to be taken. Concerning the political process, water management policies will be discussed in stages starting from the implementers through the river authorities to the heads of state," said Mohammad Zainal Fatah, the Secretary-General of Public Works and Housing Ministry and Chair of the National Organizing Committee of the 10th World Water Forum Secretariat.

The high-level panel discussion sessions regarding river basin authorities will take place at two locations, namely the Bali International Convention Center (BICC) and the Bali Nusa Dua Convention Center (BNDCC) on Wednesday, 22 May.
