[제10차 세계물포럼] ‘반둥정신(Bandung Spirit)’의 구체적인 행동이 세계 물 의제가 되다

‘제10차 세계물포럼(10th World Water Forum, 5월 20~24일)’이 열리고 있는 인도네시아는 현재의 세계 물 위기를 해결하기 위해 전 세계 국가들에게 연대에 기반한 계획을 계속 추진하고 있다. 그 연대는 ‘반둥정신(Bandung Spirit)’으로 알려진 아시아-아프리카 회의(Asia-Africa Conference)의 정신에 의해 영감을 받았다.

어려운 시기에 많은 국가를 지원하고 수문학적 재난을 포함한 ‘코로나19(COVID-19)’  팬데믹 및 초대형 재난과 같은 도전에 직면하여 회복력을 제공하는 데 효과적임이 입증되었다.

바스키 하디물조노(Basuki Hadimuljono) 인도네시아 공공근로주택부 장관 겸 제10차 세계물포럼 국가조직위원장은 5월 21일 발리 누사두아 컨벤션센터(BNDCC)에서 ‘남남 협력 : 반둥 스피릿 워터(Global South Cooperation : Bandung Spirit Water )’라는 주제로 열린 고위급 패널 세션에서 “2025년 아시아-아프리카 회의 70주년에 세계 지도자들이 모여 평화, 지역 안정, 세계 경제 및 시장, 식량 위기, 기후변화, 팬데믹 기간 위기 관리, 주요 재난 등 중요한 문제와 물을 통한 사회 정의에 대해 논의할 것”이라고 말했다.

그는 “‘반둥정신(Bandung Spirit)’이 특히 저소득 국가와 중소득 국가에서 여전히 자주 발생하는 물과 재난 문제를 해결하는 데 매우 관련이 있다”고 말했다.

조코 위도도(Joko Widodo) 인도네시아 대통령이 5월 20일 열린 ‘제10차 세계물포럼(10th World Water Forum)’ 개막식에서 밝힌 바와 같이, △이번 협력은 경쟁을 피하고 공평한 발전을 도모하는 것, △기술과 혁신금융을 포함한 포용적 협력을 우선하는 것, △평화와 공동번영을 촉진하는 것 등 세 가지 기본 원칙으로 해석할 수 있다.

바스키 장관은 “인도네시아는 유엔 물회의 의제의 일환인 남남협력(Global South Cooperation)의 틀 안에서 3개의 제안을 추진할 것”이라고 덧붙였다.

세 가지 제안은 △‘세계 호수의 날(World Lakes Day)’ 제정 △물과 기후 회복력을 위한 전문가 조직(Center of Excellence) 설립 △작은 섬의 통합 수자원 관리 문제를 해결하기 위한 약속이었다.

‘제10차 세계물포럼’의 일환으로 개최된 ‘반둥정신 물정상회의(Bandung Spirit Water Summit)’에는 세계 각국의 정책결정자와 지도자들이 참석했다. 반둥정신의 구체적인 물협력 활동은 △물과 평화 △기후변화와 재해위험관리 △모두를 위한 물과 위생 △물 분야의 자금조달과 거버넌스 △청년세대를 위한 기반조성 등 5개 의제로 요약되었다.

반둥 스피릿 워터 서밋(Bandung Spirit Water Summit) 패널 세션의 연사로는 △세계물위원회(World Water Council, WWC) 로익 포숑(Loic Fauchon) 회장 △물과 재난에 관한 고위급 전문가 및 지도자 패널(High-Level Experts and Leaders Panel on Water and Disasters, HELP) 의장인 한승수 전 국무총리 △아시아개발은행(ADB) 총재인 아사카와 마사츠구(Masatsugu Asakawa), 유엔워터(UN-Water) 의장인 알바로 라리오(Alvaro Lario) 등이 참석했다.

한편, ‘반둥정신(Bandung Spirit)’이란 1955년 4월 인도네시아의 반둥에서 아시아, 아프리카의 29개국 대표들이 참가한 가운데 열린 제1회 아시아ㆍ아프리카 회의에서 제창된 이념을 말한다. 중립주의와 협력의 원칙를 기본으로 아시아ㆍ아프리카 제국 정부ㆍ국민의 연대와 단결의 정신을 말한다. 이에 입각해 세계평화 및 협력에 관한 10개항의 선언문이 채택됐다.

Bandung Spirit's Concrete Actions Become a Global Water Agenda

Indonesia continues to promote solidarity-based initiatives to countries across the globe to address the current global water crisis. The solidarity was inspired by the spirit of the Asia-Africa Conference, known as the Bandung Spirit.

It has proven effective in assisting many countries during difficult times and providing resilience in the face of challenges, such as the COVID-19 pandemic and mega-disasters, including hydrological disasters.

"At next year’s 70th anniversary of the Asia-Africa Conference, world leaders will gather to discuss crucial issues including peace, regional stability, the global economy and market, food crisis, climate change, crisis management during pandemics, and major disasters, as well as social justice through water," said Basuki Hadimuljono, the Minister of Public Works and Housing and Chair of the National Organizing Committee for the 10th World Water Forum, at a high-level panel session under the theme "Global South Cooperation: Bandung Spirit Water Summit" on Tuesday, 21 May, at the Bali Nusa Dua Convention Center (BNDCC).

He said the Bandung Spirit is highly relevant in addressing water and disaster issues that still occur frequently, especially in low and middle-income countries.

The collaboration, as stated by President Joko Widodo in his previous opening remarks, can be interpreted into three fundamental principles: avoiding competition and promoting equitable development; prioritizing inclusive cooperation including the use of technology and innovative financing; and fostering peace and shared prosperity.

"Indonesia will push three proposals within the framework of South-South Cooperation, which are part of the UN water conference agenda," Minister Basuki added.

The three proposals were the establishment of World Lake Day, the establishment of a Center of Excellence for Water and Climate Resilience, and a commitment to address integrated water resource management issues in small islands.

The Bandung Spirit Water Summit as part of the 10th World Water Forum brought together policymakers and leaders of world organizations. The concrete actions of the Bandung Spirit in water collaboration were summarized in five agendas, namely water and peace; climate change and disaster risk management; water and sanitation for all; financing and governance of the water sector; and development of a foundation for and by young generations.

The speakers of the Bandung Spirit Water Summit panel session included the World Water Council President Loic Fauchon; the High-Level Experts and Leaders Panel on Water and Disasters (HELP) chair and former South Korean Prime Minister Han Seung-Soo; the Asian Development Bank President Masatsugu Asakawa; and the UN-Water chair Alvaro Lario.
