[미국] 바이든 행정부, 노후화된 물인프라 개보수 및 가뭄 회복탄력성 강화 위한 5억2천만달러 발표

가뭄 회복탄력성 증대 및 송수시스템 개선 및 국가기후회복탄력성 프레임워크 고도화 위해 6개 지역 57개 프로젝트에 자금 지원

미 내무부(Department of the Interior) 로라 대니얼 데이비스(Laura Daniel-Davis) 미 내무부 차관 대행은 서부 지역 사회의 노후화된 송수 시스템을 개보수하기 위해 바이든 대통령의 '인베스팅 인 아메리카(Investing in America)' 아젠다를 통한 5억2천만 달러를 발표했다.

연방국토개발국(Bureau of Reclamation)은 이 자금을 통해 송수와 저수 시스템을 개선하고 안전성을 높이며 수력 발전을 개선하고 수처리를 제공하기 위해 제공하는 6개 지역 모두에 걸쳐 57개 프로젝트를 지원한다.

바이든 대통령은 미국의 기후 회복탄력성을 강화하기 위해 「초당적인프라법」과 「인플레이션저감법」을 통해 기후 회복탄력성과 적응을 위해 500억 달러 이상을 확보했으며 지역 맞춤형, 지역 사회 주도의 기후 회복탄력성 전략을 발전시키는 '국가기후회복탄력성 프레임워크(National Climate Resilience Framework)'를 설립했다.

로라 대니얼 데이비스 차관 대행은 뉴 멕시코(New Mexico)의 미들 리오 그란데(Middle Rio Grande)를 방문해 이 같이 발표했다. 뉴 멕시코의 5개 프로젝트에서 노후화된 인프라를 위한 자금으로 총 1천470만 달러를 지원받고 있다.

이 자금 중 1천만 달러 이상은 앨버커키(Albuquerque) 남쪽에 소재 보스케 델 아파치 국립 야생동물 보호구역(Bosque del Apache Wildlife Refuge) 인근의 송수, 중요 서식지 및 퇴적물 통제(sedimentation control)를 개선하기 위한 리오 그란데 수로 재편 프로젝트에 사용된다. 지금까지 내무부는 뉴 멕시코 프로젝트를 위해 「초당적인프라법」에서 3억1천880만 달러, 「인플레이션저감법」에서 6천950만 달러를 발표했다.

로라 대니얼 데이비스 차관 대행 "바이든 대통령의 인베스팅 인 아메리카 아젠다는 가족, 농부, 원주민에게 깨끗하고 신뢰할 수 있는 물을 제공하고 서부 지역 사회를 가뭄과 기후 변화로부터 더욱 탄력적으로 만들기 위해 역사적인 투자를 하고 있다"면서 "노후화된 물인프라에 대한 이러한 투자는 지역 사회의 물공급을 보존하고 송수 시스템을 활성화해 다음 세대에 걸쳐 신뢰성과 지속 가능성을 구축할 것"이라고 말했다.

카밀 칼림림 투톤(Camille Calimlim Touton) 연방국토개발국 국장은 "연방국토개발국의 인프라가 물을 공급하고, 수력 발전을 하고, 친수활동을 계속 제공할 준비가 되어 있는지 보장하기 위한 연방국토개발국의 헌신은 이러한 프로젝트 선택에서 분명히 드러난다"면서 "연방국토개발국은 바이든 대통령의 인베스팅 인 아메리카 아젠드에서 나온 역사적인 투자를 통해 가뭄 회복탄력성을 구축하고 서부 전역의 지속적인 물공급을 보장하기 위한 프로젝트를 개선하는 데 계속 사용하고 있다"고 말했다.

로라 대니얼 데이비스 차관 대행의 방문은 지난 주 뎁 할랜드(Deb Haaland) 내무부 장관이 리오 그란데 유역의 물절약과 가뭄 회복탄력성을 위해 「인플레이션저감법」을 통해 6천만 달러를 투자했다고 발표한 이후에 이루어진 것으로, 이 자원들은 엘리펀트 뷰트 저수지 아래와 서부 텍사스 지역에 대한 기후 회복탄력성과 물안보를 강화할 것이다. 제안된 프로젝트를 통해 절약되는 물의 양은 연간 수만 에이커에 이를 것으로 예상된다.

바이든 대통령의 인베스팅 인 아메리카 아젠다는 미국 역사상 기후 회복탄력성에 대한 가장 큰 투자를 나타내며 가뭄과 기후 변화에 대한 서부 지역 사회의 회복탄력성 향상시키기 위해 절실히 필요한 자원을 제공하고 있다.

「초당적인프라법」을 통해 연방국토개발국은 농촌용수, 저수, 물보존 및 송수, 자연 기반 해법(NBS), 댐 안전, 정수 및 물재이용, 담수화를 포함한 물인프라 프로젝트에 5년 동안 총 83억 달러를 투자하고 있다. 2021년 11월 「초당적인프라법」이 도입된 이후 연방국토개발국은 530개 프로젝트에 대해 30억 달러 이상을 발표했다.

Biden-Harris Administration Delivers $520 Million from President Biden’s Investing in America Agenda to Revitalize Aging Water Infrastructure and Strengthen Drought Resilience

Funding will be provided to 57 projects across six regions to increase drought resilience and improve water delivery systems, advance Biden-Harris administrations’ National Climate Resilience Framework

 

Acting Deputy Secretary of the Interior Laura Daniel-Davis today announced more than $520 million from President Biden’s Investing in America Agenda to revitalize aging water delivery systems across the West.

The funding will support 57 projects across all six regions served by the Bureau of Reclamation to improve water conveyance and storage, increase safety, improve hydropower generation, and provide water treatment.

To strengthen America’s climate resilience, President Biden secured more than $50 billion for climate resilience and adaptation through the Bipartisan Infrastructure Law and Inflation Reduction Act, and established a National Climate Resilience Framework, which is advancing locally tailored, community-driven climate resilience strategies.  

Acting Deputy Secretary Daniel-Davis made the announcement while visiting the Middle Rio Grande in New Mexico. Five projects in New Mexico are receiving a total of $14.7 million in funding for aging infrastructure.

More than $10 million of the funding is for a realignment project of the Rio Grande channel to improve water conveyance, critical habitat and sedimentation control in an area south of Albuquerque near the Bosque del Apache Wildlife Refuge. To date, the Department has announced $318.8 million from the Bipartisan Infrastructure Law and $69.5 million from the Inflation Reduction Act for projects in New Mexico.

“President Biden’s Investing in America agenda is making historic investments to provide clean, reliable water to families, farmers and Tribes and to make western communities more resilient to drought and climate change,” said Acting Deputy Secretary Laura Daniel-Davis. “These investments in our aging water infrastructure will conserve community water supplies and revitalize water delivery systems building reliability and sustainability for generations to come.”

“Reclamation’s commitment to ensuring our infrastructure is ready to deliver water, produce hydropower and continue providing recreation is evident in these project selections,” said Reclamation Commissioner Camille Calimlim Touton. “We continue to use this historic investment from President Biden’s Investing in America agenda’s Investing in America agenda to build drought resiliency and improve our projects to ensure continued water delivery across the west.” 

Today’s visit follows Secretary Deb Haaland’s announcement last week of a $60 million investment from the Inflation Reduction Act for water conservation and drought resilience in the Rio Grande Basin. These resources will ensure greater climate resiliency and water security for communities below Elephant Butte Reservoir and into West Texas. The water savings from the proposed projects are anticipated to be in the tens of thousands of acre-feet per year.  

President Biden’s Investing in America agenda represents the largest investment in climate resilience in the nation’s history and is providing much-needed resources to enhance Western communities’ resilience to drought and climate change. T

hrough the Bipartisan Infrastructure Law, Reclamation is investing a total of $8.3 billion over five years for water infrastructure projects, including rural water, water storage, conservation and conveyance, nature-based solutions, dam safety, water purification and reuse, and desalination. Since the Bipartisan Infrastructure Law was signed in November 2021, Reclamation has announced more than $3 billion for 530 projects.
