[미국] EPA, 식수 수질 대중 인식 개선 위한 최종 규칙 발표

최종 규칙, 2027년 보고서를 읽기 쉽도록 보장 및 적절한 언어로 번역 지원

식수 내 납에 대한 정보도 향상시킬 계획

미국 환경보호청(EPA)은 '연간 식수 수질 보고서(annual drinking water quality reports)'를 더 이해하기 쉽고 대중이 접근하기 쉽게 만드는 최종 규칙을 발표했다. 연간 식수 수질 보고서는 식수 시스템이 물에서 발견된 모든 오염 물질에 대해 주민들에게 알리기 위해 사용하는 중요한 도구다.

최종 규칙은 2027년부터 이러한 보고서를 읽기 더 쉽도록 보장하고 적절한 언어로 된 번역에 대한 접근을 지원하는 동시에 식수 내 납에 대한 정보를 향상시킬 계획이다. EPA는 또한 보고서 전달을 간소화하기 위한 조치를 취하고 있다.

부르노 피고트(Bruno Pigott) EPA 수자원 국장 대행은 "EPA는 연간 식수 수질 보고서에 대한 요구 사항을 강화함으로써 미국 대중이 그들의 지역 사회에서 식수에 대한 정보에 대한 접근성을 향상시키도록 돕기 위해 오늘 조치를 취하고 있다"면서 "이번 발표는 모든 사람들에게 그들의 물에 대해 원하고 필요한 정보를 제공하기 위해 이 보고서들을 더 이해하기 쉽고 추가 언어로 더 쉽게 접근할 수 있도록 보장할 것"이라고 말했다.

최종 규칙은 수질 보고서에 중요한 정보를 더 명확하게 전달하고 보고서에 대한 접근성을 개선함으로써 공교육을 지원한다. 현재 수도 시스템은 매년 고객에게 연간 식수 보고서를 제공해야 하며, 1만 명 이상의 고객에게 서비스를 제공하는 이 규칙 시스템에 따라 연간 2회 보고서를 배포해야 한다. 

최종 규칙은 또한 또한 최종 규칙에는 감독, 집행, 규제 개정, 교육 및 기술 지원에 대한 결정을 내리기 위해 EPA에 더 나은 정보를 제공하는 새로운 보고 요구 사항이 도입됐다. 최종 규칙은 주정부가 공공 수자원 시스템으로부터 이미 받은 규정 준수 모니터링 데이터를 매년 EPA에 제출토록 요구한다.

EPA Announces Final Rule to Improve Public Awareness of Drinking Water Quality

 

Today, May 15, the U.S. Environmental Protection Agency announced a final rule to make annual drinking water quality reports more understandable and accessible to the public. These reports are an important tool that drinking water systems use to inform residents about water quality and any contaminants that have been found in the water.

Starting in 2027, this final rule will ensure that these reports are easier to read and support access to translations in appropriate languages while enhancing information about lead in drinking water. EPA is also taking steps to streamline the delivery of reports by encouraging electronic methods.

“EPA is taking action today to help ensure that the American public has improved access to information about the drinking water in their communities by strengthening requirements for annual drinking water quality reports,” said acting Assistant Administrator for EPA’s Office of Water Bruno Pigott. “Today's announcement will ensure these reports are easier to understand, and easier to access in additional languages to provide all people with the information they want and need about their water.”

The final rule will support public education by more clearly communicating important information in water quality reports and improving access to the reports. Water systems are currently required to provide annual drinking water reports to customers each year, and with this rule systems serving over 10,000 customers will be required to distribute reports twice per year.

The final rule also introduces a new reporting requirement that will provide EPA with better information to make decisions on oversight, enforcement, regulatory revisions, and training and technical assistance. Today’s final rule will require states to submit compliance monitoring data they already receive from public water systems to EPA annually.
