사우디 해수담수화공사(Saline Water Conversion Corporation, SWCC)가 사우디 수자원청(Saudi Water Authority, SWA)으로 조직이 확대되면서 물 안보를 강화하려는 사우디아라비아의 노력이 큰 힘을 얻고 있다.

살만 빈 압둘아지즈 알 사우드(Salman bin Abdulaziz Al Saud) 사우디아라비아 국왕은 5월 7일 내각회의에서 해수담수화공사(SWCC)를 사우디 수자원청(SWA)으로의 전환과 조직 체계의 채택을 승인했다.

사우디 내각의 승인은 물 관련 활동에 대한 감독을 촉진하고 규정, 서비스 관리 및 방법론 개발을 최적화하기 위한 사우디 수자원청(이하 ‘SWA’)의 지원과 권한 부여를 통해 사우디아라비아의 물 안보를 강화하고 유지하는 것을 목표로 한다. 이는 ‘사우디 비전 2030(Saudi Vision 2030)’의 목표에 부합하는 수자원의 지속 가능성과 국가 수자원 전략 달성에 더욱 기여하기 위해서다.

새로운 규정에 따라 SWA는 몇 가지 중요한 전략적 역할을 담당하게 된다. SWA는 물 분야와 관련된 정책, 계획, 프로그램 및 이니셔티브를 개발하고 개선하며 관할 지역과 관련된 인허가에 필요한 기준과 규정을 설정하고 물 분야의 기술 및 엔지니어링 표준을 통일하여 현지 내용과 지속 가능성 기준을 준수하도록 할 계획이다.

또한, SWA는 물 부문의 전반적인 성과를 향상시키기 위해 사우디 전역의 물 공급 전략적 계획, 보고서, 권장 사항 및 전략적 솔루션을 관리하는 임무를 맡고 있다. 이와 함께 물 활동과 관련된 산업과 서비스를 현지화하여 지역 콘텐츠의 비율을 높이는 데 초점을 맞출 계획이다.

사우디의 환경·물·농업부 장관이자 SWA 회장인 압둘라흐만 빈 압둘모센 알 파들리(Abdulrahman bin Abdulmohsen Al Fadley)는 살만 빈 압둘아지즈 알 사우드(Salman bin Abdulaziz Al Saud) 국왕과 왕세자 겸 총리인 모하메드 빈 살만(HRH Mohamed bin Salman)에게 깊은 감사를 표했다. 

알 파들리(Al Fadley) 장관 겸 SWA 회장은 “내각의 승인이 살만 빈 압둘아지즈 알 사우드 국왕과 모하메드 빈 살만 왕세자가 물 부문에 부여한 상당한 관심을 강조하고 해당 분야의 최근 성과를 강조한다”고 말했다. 

그는 특히 “이번 결정이 물 부문을 개발하기 위한 지속적인 노력을 지원함으로써 리더십을 유지하고 SWCC의 연구, 혁신, 개발, 현지화 및 특허 역량을 활용하여 더욱 집중적이고 지속 가능하며 신뢰할 수 있는 물 안보를 향해 나아갈 수 있다”고 강조했다. 

여기에는 SWA의 노력을 지원하고 ‘사우디 비전 2030’의 목표와 국가 물 전략의 달성에 기여하는 방식으로 물 분야를 조직, 모니터링 및 개발할 수 있도록 함과 동시에 사우디의 개발 요구에 부합하는 안전한 기술과 실질적인 연구 노력을 구현하는 것이 포함된다.

알 파들리(Al Fadley) 장관 겸 SWA 회장은 또한 “새로운 규정에 따라 SWA가 전략적 프로그램 적용, 발급된 면허에 대한 필요한 규정 및 기준 개발, 물 관련 활동의 기술 및 엔지니어링 기준이 현지 내용 및 지속 가능성 정책을 충족하도록 하는 데 중점을 두고 전략적, 규제적 및 행정적 역할을 수행할 것”이라고 설명했다.

SWA는 또한 물 분야의 전반적인 성과를 위한 사우디 물 공급망 계획, 보고서 제출, 권고사항, 전략적, 기술적 해결책을 관리하는 한편 물 산업을 현지화하고 현지 콘텐츠 비율을 높이며 관련 국제 기구와 조직에 영국을 대표하여 물 분야가 모든 수준에서 리더십을 이어갈 수 있도록 발전하는 데 기여한다.

압둘라 빈 이브라힘 알 압둘카림(Abdullah bin Ibrahim Al Abdulkarim) SWA 신임 사장(전 SWCC 사장)은 “SWCC는 SWA로 전환하기 위한 내각의 승인의 중요성을 강조하면서 사우디 수자원 부문의 지속적인 발전과 물 안보를 달성하기 위한 노력에 중추적인 단계를 의마한다”라고 말했다.

그는 이어 “이러한 변화는 50여 년 전에 설립된 SWCC의 실질적인 변화를 의미하며, 현재의 자산, 역량, 혁신 및 인적 전문 지식을 활용하기 위한 사우디 지도부의 지속적인 지원과 지침을 반영한다”고 덧붙였다.

알 압둘카림(Al Abdulkarim) SWA 사장은 특히 “SWA가 매일 1천150만 입방미터(㎥)의 담수화된 물 생산에서 사우디가 세계적인 성공과 기록을 연장할 것”이라면서 “정부가 ‘사우디 비전 2030’과 보조를 맞추고 지속 가능성, 삶의 질 및 국가 경제의 다양화에 대한 목표를 달성하는 데 기여하기 위해 고도로 자격을 갖춘 전문 지식과 성취, 우수성 및 혁신에 대한 끊임없는 열정에 의존함으로써 이 성공을 기반으로 계속해서 구축할 것“이라고 강조했다.

알 압둘카림 사장은 또한 “SWA가 물 분야를 규제하고 개발하는 전략적 역할을 극대화하고 물 공급망의 통합과 효율성을 개선하며 인프라 준비 상태를 평가하고 전략적 저장 및 대체 자원을 강화하는 데 초점을 맞출 것”이라고 덧붙였다.

그는 이것이 더 많은 직업 기회를 창출하기 위해 연구를 현지화하고 기술을 개발하고 혁신을 장려하는 계획을 기반으로 구축될 것이라고 덧붙이며, 전문적인 성과와 효율성을 높이기 위해 엔지니어링 표준과 요구 사항을 통합하려는 노력을 강조했다.

또한 SWA가 사우디 경제 발전에 대한 물 부문의 기여도를 높이기 위한 규제 및 개발 전략을 강화하여 물 솔루션 분야에서 글로벌 리더로서의 입지를 강화할 것이라고 언급했다. 이것은 민간 부문의 참여를 늘리고 현지화에 대한 역할을 강화하며 국가 GDP에 대한 기여도를 높이는 것을 포함하고 있다.

Saudi Cabinet Transforms Saline Water Conversion Corporation into the Saudi Water Authority

 

The Saudi Cabinet, chaired by King Salman bin Abdulaziz Al Saud, has approved the transformation of the Saline Water Conversion Corporation (SWCC) into the Saudi Water Authority (SWA), along with the adoption of its organizational frameworks.

The Cabinet's approval aims to enhance and sustain water security in Saudi Arabia through the support and empowerment of SWA to facilitate its oversight over water-related activities, optimizing regulations, service management, and methodological development. This will further contribute to the sustainability of water resources and the achievement of the National Water Strategy, aligning with the objectives of Saudi Vision 2030.

Under the new regulations, SWA will be responsible for several crucial strategic roles. It will develop and refine policies, plans, programs, and initiatives related to the water sector, set the necessary standards and regulations for licensing related to its areas of jurisdiction, and unify the technical and engineering standards of the water sector to ensure compliance with local content and sustainability standards.

Furthermore, the Authority is tasked with managing the strategic planning of the Kingdom's water supply, elevating reports, recommendations, and strategic solutions to improve the overall performance of the water sector. It will also focus on localizing the industry and services related to water activities, increasing the percentage of local content.

H.E. Eng. Abdulrahman bin Abdulmohsen Al Fadley, Minister of Environment, Water, and Agriculture and Chairman of SWA, expressed his profound gratitude to The Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and HRH Mohamed bin Salman, Crown Prince and Prime Minister, upon the Cabinet’s approval of the transformation of SWCC into the Saudi Water Authority, along with the adoption of its organizational frameworks.

He stated that the Cabinet's approval reflects the significant care the water sector receives from The Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and HRH Mohamed bin Salman, Crown Prince and Prime Minister, highlighting the recent achievements of the sector.

Al Fadley added that this decision supports the ongoing efforts to develop the water sector, allowing it to maintain its leadership and utilizing SWCC’s capabilities in research, innovation, development, localization, and patents to advance towards a more focused, sustainable, and reliable water security. 

This includes implementing safe technologies and substantial research efforts that align with the Kingdom’s development needs while enhancing its economic role and ambitious vision through supporting the efforts of the Saudi Water Authority and enabling it to organize, monitor, and develop the water sector in a way that contributes to achieving the objectives of the National Water Strategy and the goals of the Saudi Vision 2030.

Additionally, Al Fadley outlined that under the new regulations, the Saudi Water Authority will play strategic, regulatory, and executive roles, focusing on applying strategic programs, developing necessary regulations and standards for the issued licenses, and ensuring the technical and engineering standards of water-related activities meet the local content and sustainability policies.

SWA will also manage planning the Saudi water supply chain, submitting reports, recommendations, and strategic and technical solutions for the overall performance of the water sector while localizing the water industry, raising the percentage of local content, and representing the Kingdom in relevant international bodies and organizations, which will contribute to the development of the water sector so that it continues its leadership at all levels.

Concluding his statement, Al Fadley thanked the state’s leadership for their diligent care in providing top-notch services to the citizens throughout the Kingdom, asking God for success for the entire workforce of the water sector.

On the other side, H.E. Eng. Abdullah bin Ibrahim Al Abdulkarim, President of the Saudi Water Authority, highlighted the significance of the Cabinet's approval to transform SWCC into the Saudi Water Authority, marking a pivotal step for the ongoing development of the Saudi water sector and the efforts towards achieving water security. 

This transformation, he noted, signifies a substantial shift in the long-standing institution, established over 50 years ago, and reflects the continuous support and guidance from the Kingdom's leadership to benefit from its current assets, capabilities, innovations, and human expertise.

Al Abdulkarim added that SWA would extend the Kingdom's global success and records with its global leadership in desalinated water production at 11.5 million cubic meters daily. He stated that the Authority would continue to build on this success by relying on its highly qualified expertise and constant passion for achievement, excellence, and innovation to contribute to keeping pace with Saudi Vision 2030 and achieving its goals in sustainability, quality of life, and diversification of the national economy.

Al Abdulkarim emphasized that SWA will focus on maximizing its strategic role in regulating and developing the water sector, improving the integration and efficiency of the water supply chain, assessing infrastructure readiness, and enhancing strategic storage and alternative sources. 

He added that this will be built on the initiatives to localize research, develop technologies, and encourage innovation to create more job opportunities, highlighting the efforts to unify engineering standards and requirements to raise professional performance and efficiency.

Moreover, Al Abdulkarim noted that SWA would enhance regulatory and development strategies to elevate the water sector's contribution to Saudi economic development, reinforcing its position as a global leader in water solutions. This involves increasing private sector participation, enhancing its role in localization, and boosting its contribution to the national GDP.

In conclusion, Al Abdulkarim reaffirmed SWA’s commitment to advancing the leadership of the water sector in the Kingdom, enhancing knowledge and technology, enabling capabilities and local resources, and contributing to the attentive and diligent management of water and environmental resources to achieve the objectives of Saudi Vision 2030.
