유럽부흥개발은행(European Bank for Reconstruction and Development, EBRD)과 스위스 정부는 중앙아시아 타지키스탄 파이조보드(Fayzobod)와 인근 14개 지역사회의 상하수도 인프라 업그레이드 완료를 위해 추가 자금을 지원하여 타지키스탄의 시급한 식수 공급 및 하수처리 등 환경 문제를 해결하는 데 도움을 주고 있다.

EBRD는 타지키스탄 라쉬트 계곡(Rasht Valley)의 900㎦에 달하는 대규모 행정 구역인 파이조보드 지역의 3만 명 이상의 주민들에게 물을 공급할 코자기 만질리유 코뮌알리(Khojagii Manziliyu Kommunali) 지역 상하수도 공공시설을 개선하기 위해 최대 270만 유로(약 40억 885만 원)의 재정 지원을 구성하고 있다.

최대 135만 유로(약 20억443만 원)에 달하는 EBRD의 국가 차관과 경제사무국(State Secretariat for Economic Affairs, SECO)을 통해 스위스 정부로부터 예상되는 135만 유로의 자본 공여로 구성된다.

이 기금은 2022년에 이루어진 투자 계획을 보완하는 것이다. 이 프로젝트는 중요한 식수 및 하수 기반 시설의 문제를 해결하는 데 도움이 될 것이며, 급수관의 누수를 최소화하여 지속 가능한 식수 공급을 촉진시킬 계획이다.

EBRD(유럽부흥개발은행)의 오딜 르노-바소(Odile Renaud-Basso) 총재는 “EBRD은 타지키스탄의 기후변화에 대한 회복력을 강화하고 물 공급 및 관련 기반 시설을 개선하여 물 소비를 줄이기 위해 더 많은 지원을 약속하고 있다”라면서 “이 프로젝트가 완료되면 지역 주민들은 안전한 식수 공급으로 더 나은 위생 시설의 혜택을 누릴 것”이라고 말했다.

SECO(경제사무국)는 조달 및 건설 감독을 지원하기 위해 20만 유로(2억9천695만 원)을 추가로 제공할 예정이다. EBRD는 지금까지 타지키스탄에서 168개 프로젝트를 통해 9억4,700만 유로(약 1조4천61억 원)을 투자했다.

The projects will make Tajikistan more resilient to climate change  

The European Bank for Reconstruction and Development (EBRD) and the Swiss government are helping to address pressing water treatment and environmental issues in Tajikistan by contributing additional funds towards the completion of upgrades to water and wastewater infrastructure in the city of Fayzobod and 14 neighbouring communities. 

The EBRD is organising a financial package of up to € 2.7 million for a local utility, Khojagii Manziliyu Kommunali, which will be supplying water to more than 30,000 residents of the Fayzobod region, a large, 900 km2, administrative district in the Rasht Valley. 

It consists of the Bank’s sovereign loan of up to €1.35 million and a capital grant of €1.35 million anticipated from the Swiss government through the State Secretariat for Economic Affairs (SECO).

The funds will complement an original investment made in 2022. The project will help address issues in critical drinking water and wastewater infrastructure and will promote the sustainable use of water by minimising water losses.  

EBRD President Odile Renaud-Basso said: “Our Bank is pledging more resources to strengthen Tajikistan’s resilience to climate change and to reduce water consumption by upgrading water networks and associated infrastructure. Once the project has been completed, the local population will benefit from rehabilitated networks and better sanitation.”

SECO will additionally provide € 200,000 to support the procurement and construction supervision. To date, the EBRD has invested €947 million through 168 projects in Tajikistan.
