영국 환경식품농무부(Defra)는 제4차 정부간협상위원회(INC-4)에서 올해말까지 플라스틱 오염을 종결지을 구속력 있는 국제협약 합의에 진전이 있었다고 밝혔다.
캐나다에서 열린 제4차 정부간협상위원회(INC-4)에서 170개 회원국을 대표하는 2천500명의 관계자가 모여 플라스틱에 대한 긴급한 조치를 요구하는 플라스틱 협약에 대한 의견을 나눴다.
영국 정부는 생산과 소비에서 폐기물 관리에 이르기까지 플라스틱의 수명 주기를 다루는 협약을 강력히 지지하고 있다.
영국 정부는 이번 INC에서 다음과 같은 성과를 거두는 데 핵심적인 역할을 했다.
- 레베카 포(Rebecca Pow) 영국 환경식품농무부 장관은 문제가 되거나 불필요한 플라스틱 제품에 대한 진전을 이루려는 노력 지지 발표했으며, 이 내용은 협약 초안에 포함됐다.
- 제5차 회의를 앞두고 전문가 그룹이 만나 협약 설계에 기여할 수 있는 기회를 제공하는 작업 프로그램을 실시한다.
- INC-5에서 다음 협상을 지원하기 위해 간소화된 효율성을 검토하기 위해 협약 초안을 분석했다.
- 향후 협상 내용의 법적 명확성을 보장할 법률 초안 그룹을 설립하기로 합의했다.
레베카 장관은 "영국은 HAC(High Ambition Coalition)의 일원으로서 플라스틱의 수명 전 주기를 망라하는 야심찬 협약을 지속적으로 추진해 왔다. 조약에 대한 야망의 수준(level of ambition)에 대해서는 이해관계자들 사이에 견해의 차이가 남아 있으며, 이는 몇몇 주요 분야에서 우리가 희망했던 것보다 진전이 더뎠다는 것을 의미한다"면서 "그럼에도 불구하고 영국은 문제가 있고 불필요한 플라스틱에 대한 제안을 협약 초안에 포함시킬 수 있었고, 영국은 국가들이 앞으로 몇 달 안에 이러한 계획을 진전시키기로 합의한 것을 기쁘게 생각한다"고 말했다.
이어 "11월 최종 협상에서 합의를 위해 해야 할 중요한 일이 남아 있으며, 영국은 영국의 해양, 지역사회, 야생동물을 위한 최상의 결과를 확보하기 위해 최선을 다하고 있다"고 덧붙였다.
영국은 최근 HAC 64개 회원국과 함께 다가오는 협약에 포함될 의무 조항에 플라스틱의 전체 수명 주기를 다루기를 요구하는 공동 장관 성명에 서명했다.
UN회원국 간 5번째 협상 기회이자 마지막 INC 회의는 연말에 한국에서 열릴 예정이다.

UK helps secure progress towards new legally binding treaty to end plastic pollution
The UK along with 170 countries attended the fourth Intergovernmental Negotiating Committee (INC-4) in Canada this week.
Progress has been made to agree a global treaty to end plastic pollution by the end of the year in the fourth session of negotiations held this week.
The fourth Intergovernmental Negotiating Committee (INC-4) held in Canada, saw over 2,500 delegates, representing 170 Members States, come together and exchange views on the ambitious treaty that demands urgent action on plastics.
The UK strongly supports an ambitious treaty covering the full lifecycle of plastics, from production and consumption to waste management.
The UK, played a key role in securing the following outcomes:
- Environment Minister Rebecca Pow announced that the UK will champion efforts to make progress on problematic and avoidable plastic products and these plans proposals have been incorporated into the draft treaty text.
- A programme of work will be conducted ahead of the fifth meeting, giving expert groups the opportunity to meet and contribute to the design of the treaty.
- The draft text of the treaty was analysed to check efficiency streamlined to support the next round of negotiations at INC-5.
- The INC agreed to establish a legal drafting group, which will ensure legal clarity in the text of the future agreement.
Environment Minister Rebecca Pow said:
"As a member of the High Ambition Coalition, the UK has continued to push for an ambitious treaty covering the full lifecycle of plastics."
"There remains substantial differences between parties on the level of ambition for the treaty , which has meant that progress has been slower than we would have hoped on some key areas."
"Nonetheless the UK was able to incorporate its proposal on problematic and avoidable plastics into the draft treaty text, and we are pleased that countries have agreed to progress these plans in the coming months."
"There remains significant work to do to secure an agreement at the final negotiations in November, and the UK is committed to securing the best outcome for our oceans, communities and wildlife."
The UK, along with 64 other members of the High Ambition Coalition (HAC), recently signed the Joint Ministerial Statement which called for a range of mandatory provisions to be included in the forthcoming treaty. The HAC have called for the treaty to address the full lifecycle of plastic.
The final INC meeting will take place in South Korea at the end of the year, which will be the fifth negotiating session between United Nations member states.
