[이집트] 악시오나, 바르 알 바크르 하수처리장 준공

하루 하수처리용량 560만㎥…아프리카 최대 규모 하수처리장

스페인의 글로벌 물기업인 악시오나(ACCIONA)는 이집트 바르 알 바크르 하수처리장(Bahr-al Baqr WWTP) 건설을 완료했다. 이 처리장은 아프리카에서 가장 크고 세계에서 가장 큰 것 중 하나이다.

지난 9월 27일 열린 준공식에는 압델 파타-엘 시시(Abdel Fattah-el Sis) 이집트 대통령과 무스타파 마드불리(Moustafa Madbouly) 총리가 참석했다. 

이집트 북서부에 위치한 바르 알 바크르 하수처리장은 하루에 560만㎥의 용량을 가지고 있다. 각각 125만㎥/일 4개의 처리 라인을 갖추고 있으며, 하수 원수 펌핑(pumping), 응고(coagulation), 응집(flocculation), 침전(settling), 여과(filtration) 및 소독(disinfection)을 위한 첨단 메커니즘을 갖추고 있어 주변 농작물을 관개할 수 있는 양질의 물을 생산한다.

처리수는 수에즈 운하(Suez Canal) 제방을 따라 조성된 농경지 14만ha를 관개하는 데 사용되며, 농업과 산업계의 도시 하·폐수 배출 등으로 인한 오염 위험에 대한 해법을 제공할 예정이다.

악시오나는 아랍 컨트랙터스(Arab Contractors)와 오라스콤 건설(Orascom Construction)로 구성된 임시 합작법인에 기술 파트너로서 프로젝트에 참여해왔다. 이 계약은 2019년 이집트 국방부가 아랍경제사회개발기금(AFESD ; Arab Fund for Economic and Social Developmen)과 쿠웨이트경제개발기금(Kuwait Fund for Arab Economic Development)의 자금 지원으로 입찰을 요청함에 따라 이루어졌다.

기술 파트너로서 악시오나는 공정 엔지니어링, 전기 기계 장비, 조립 작업의 감독 및 처리장의 시운전 감독을 맡았으며, 지정된 품질과 처리 매개변수를 보장하고 플랜트 팀과 공정을 선택 및 감독했다.

■ 이집트의 악시오나(ACCIONA IN EGYPT)

 악시오나(ACCIONA)는 최근 몇 년 동안 이집트에서 주요 수처리 프로젝트를 개발했다. 현재 나일강(Nile River)의 물을 처리하고, 그 결과로 나온 식수를 카이로 외곽의 새로운 도시 중 하나인 뉴카이로의 저수지로 운반한다. 또 하루 60만㎥ 이상의 용량을 갖춘 식수처리장 5곳을 건설해 600만 명에게 서비스를 제공하고 있다.

폐수 처리 분야에서는 2018년 ACIONA가 카이로 외곽에 있는 가발 엘 아스파르 공장의 증설을 완료했다. 하루 50만㎥의 증가로 발전소의 용량은 하루에 250만㎥로 증가했다.

악시오나는 또한 하루처리용량 8만㎥의 아브누브 이 엘 파스(Abnoub y El Fath) 하수처리장 카타메야(Kattameya) 하수처리장(10만㎥/일)을 건설했다.

이집트에서 서비스 분야에서도 활발히 활동하고 있다. 악시오나 컬처　지니어링(ACCIONA Cultural Engineering)은 카이로에 있는 새로운 그랜드 이집트 박물관(Grand Egyptian Museum)의 4개 영역의 기술적 개발과 뮤조그래픽(museographic) 구현을 담당하고 있으며, 총 표면적은 1만2천㎡이다.

에너지 분야에서는 악시오나 에너지(ACIONA Energy)가 스위코프의 재생 가능 플랫폼(Swicorp's renewable platform)과 제휴하여 3개의 독점 태양광 발전소를 건설했다. 아스완(Aswan) 지역의 벤반 단지(Benban complex)에 위치한 3개의 공장은 총 150 MW(메가와트)의 용량을 가지고 있다.

ACCIONA completes the construction of the Bahr-al Baqr wastewater treatment plant in Egypt, the biggest in Africa

The plant has a capacity of 5.6 million m3/day

The treated water will be used to irrigate 140,000 hectares of croplands on the banks of the Suez Canal

ACCIONA has completed the construction of the Wastewater Treatment Plant (WWTP) at Bahr-al Baqr, in Egypt. It is the largest in Africa and one of the biggest in the world.

The opening ceremony for the plant, held on September 27, was attended by Egyptian President Abdel Fattah-el Sisi and Prime Minister Moustafa Madbouly, among other authorities. Located in northwest Egypt, the Bahr-al Baqr plant has a capacity of 5.6 million m3/day.

It has four treatment lines with a capacity of 1,250,000 m3/day each, and is equipped with advanced mechanisms for the pumping of raw water, coagulation, flocculation, settling, filtration and disinfection to produce good-quality water for irrigating crops in the surrounding area.

The treated water will be used to irrigate 140,000 hectares of cropland along the banks of the Suez Canal and provide a solution to the risk of pollution due to discharges of municipal wastewater and others from agriculture and industry.

ACCIONA has participated in the project as a technological partner in a temporary joint venture consisting of The Arab Contractors and Orascom Construction. The contract was awarded in 2019 following a tender called by the Ministry of Defence of Egypt, with financing from the Arab Fund for Economic and Social Development (AFESD) and the Kuwait Fund for Arab Economic Development.

As a technological partner, ACCIONA has undertaken the process engineering, the electromechanical equipment, the supervision of assembly operations and the commissioning of the plant, guaranteeing the specified quality and treatment parameters and selecting and supervising the teams and processes in the plant.

ACCIONA IN EGYPT

ACCIONA has developed major water treatment projects in Egypt in recent years.

It currently treats water from the River Nile and transports the resulting drinking water to reservoirs for distribution in New Cairo, one of the new cities on the outskirts of Cairo. It has also built five drinking water treatment plants with a capacity of more than 600,000 cubic metres per day, providing a service to 6 million people.

In the field of wastewater treatment, in 2018 ACCIONA completed the extension of the Gabal El Asfar plant on the outskirts of Cairo. The increase of 500,000 m3/day raised the plant’s capacity to 2.5 million cubic metres per day. 

ACCIONA has also built the wastewater treatment plants at Abnoub y el Fath (80,000 m3/day) and Kattameya (100,000 m3/day).

The company is also active in the services sector in Egypt. ACCIONA Cultural Engineering is responsible for the technical development and museographic implementation of four areas of the new Grand Egyptian Museum in Cairo, with a total surface area of 12,000 square metres.

In the energy sector, ACCIONA Energy has built three proprietary photovoltaic plants in alliance with Swicorp's renewable platform. The three plants, located in the Benban complex in the Aswan region, have a total capacity of 150 MW.
