[레바논] 유니세프, "레바논 급수시스템 붕괴 직전"

레바논에서 100만 명의 난민을 포함하여 400만 명이 넘는 사람들이 안전한 물을 이용할 수 없는 즉각적인 위험에 처해 있다. 급속한 경제 위기, 자금 부족, 연료 부족, 염소 및 예비 부품과 같은 물 공급 부족과 함께 유니세프(UNICEF)는 향후 4주에서 6주안에 대부분의 양수기가 점차 중단될 것으로 예측하고 있다.

유키 모쿠오(Yukie Mokuo) UNICEF 레바논 대표는 "물 부문은 현재 레바논의 경제 위기로 인해 파괴될 위기에 처해 있으며, 유지관리비용이 달러화 되어 수익이 나지 않는 물에 의한 물 손실, 전력망의 병렬 붕괴 및 연료비용 상승의 위협으로 인해 기능을 수행할 수 없다"고 말했다.

그녀는 이어 "공공 급수에 대한 접근의 상실은 가정들로 하여금 기본적인 물, 위생 및 위생 요구사항과 관련하여 매우 어려운 결정을 내려야 할 수 있다"라고 덧붙였다.

UNICEF는 공공 급수시스템이 붕괴되면 대체급수나 민간급수업체로부터 물을 확보할 때 월 200%씩 수도비가 치솟을 수 있다고 추산했다. 너무 많은 레바논의 극도로 취약한 가구의 경우 이 비용이 월 평균 소득의 263%를 차지하기 때문에 감당하기에는 너무 벅차다.

2021년 5월과 6월에 국가의 4개 주요 공공수도회사가 수집한 데이터를 기반으로 한 UNICEF 지원 평가에 따르면,

- 71% 이상의 사람들이 '매우 비판적' 및 '심각한' 수준의 취약성에 속한다.

- 거의 170만 명이 하루에 35리터(L)만 접근할 수 있으며, 이는 2020년 이전 전국 평균 165리터(L)보다 거의 80% 감소한 수치다.

- 공공 수도시설 공급자는 더 이상 유지보수를 위한 필수 예비 부품을 구입할 여유가 없다.

- 2020년 이후 민간 부문의 대량 물 공급 가격이 35% 인상된 반면, 생수 비용은 두 배 증가했다.

- 정전과 간헐적 전원 공급으로 인해 물 시스템이 압력에 노출되어 처리, 펌핑 및 물 분배가 중단되고 있다.

- 국가 차원에서 시스템 손실로 인해 설명되지 않는 물은 약 40%이다. 대부분 유지관리 부족과 불법 연결 때문이다.

유키에 모쿠오(Yukie Mokuo) 대표는 이어“긴급 조치를 취하지 않으면 병원, 학교 및 필수 공공시설이 제 기능을 하지 못할 것이며 400만 명 이상의 사람들이 안전하지 않고 비용이 많이 드는 상수원에 의존할 수밖에 없어 아이들의 건강과 위생을 위태롭게 할 것"이라고 말했다.

그녀는 특히 "당장 부작용은 공중 보건에 미칠 것이다. 위생은 위태로워질 것이고 레바논은 질병의 증가를 보게 될 것이다. 여성과 청소년 소녀들은 안전한 위생 시설을 갖추지 못한 채 개인 위생, 보호, 품위에 대한 특별한 도전에 직면하게 될 것이다"라고 강조했다.

유니세프(UNICEF)는 중요한 시스템의 작동을 유지하는 데 필요한 최소한의 연료, 염소, 예비 부품 및 정비를 확보하고 공공 수도 시스템의 접근과 운영을 보호함으로써 전국적으로 400만 명 이상의 사람들에게 물이 흐를 수 있도록 하기 위해 매년 4천만 달러가 필요하다.

유니세프(UNICEF)는 레바논에서 가장 취약한 어린이와 여성들에게 다가가기 위해 공공 상수도 공급업체와 긴밀히 협력하고 있다. 유니세프(UNICEF)는 '코로나19(COVID-19)' 대유행(pandemic) 기간 동안 기존 물 인프라를 사용하여 전국 지역사회에 안전한 물을 공급할 수 있도록 지원했다.

Water supply systems near collapse in Lebanon: over 71% of people risk losing access to water

 

 

BEIRUT, 23 July 2021 - More than four million people, including one million refugees, are at immediate risk of losing access to safe water in Lebanon. With the rapidly escalating economic crisis, shortages of funding, fuel and supplies such as chlorine and spare parts, UNICEF estimates that most water pumping will gradually cease across the country in the next four to six weeks.

“The water sector is being squeezed to destruction by the current economic crisis in Lebanon, unable to function due to the dollarized maintenance costs, water loss caused by non-revenue water, the parallel collapse of the power grid and the threat of rising fuel costs,” said Yukie Mokuo, UNICEF Representative in Lebanon.

“A loss of access to the public water supply could force households to make extremely difficult decisions regarding their basic water, sanitation and hygiene needs”, she added.

If the public water supply system collapses, UNICEF estimates that water costs could skyrocket by 200 per cent a month when securing water from alternative or private water suppliers. For far too many of Lebanon’s extremely vulnerable households, this cost will be too much to bear - as it represents 263 per cent of the monthly average income. [1]

According to a UNICEF-supported assessment based on data collected by the country’s four main public water utility companies[2] in May and June 2021:

- More than 71 per cent of people fall within ‘highly critical’ and ‘critical’ levels of vulnerability.

- Nearly  1.7 million people have access to only 35 litres a day, a decrease of almost 80 per cent against the national average of 165 litres pre-2020.

- Public water utility providers can no longer afford essential spare parts for maintenance;

- Since 2020 there has been an increase of 35 per cent of the prices of private sector bulk water supplies, while the cost of bottled water has doubled.

- Blackouts and an intermittent power supply are placing water systems under pressure, interrupting the treatment, pumping, and distribution of water.

- On a national level, water that is unaccounted for due to system losses is about 40 per cent; mostly due to the lack of maintenance and illegal connections.

“At the height of the summer months, with COVID-19 cases beginning to rise again due to the Delta variant, Lebanon’s precious public water system is on life support and could collapse at any moment”, UNICEF Representative in Lebanon, Yukie Mokuo, said.

“Unless urgent action is taken, hospitals, schools and essential public facilities will be unable to function and over four million people will be forced to resort to unsafe and costly sources of water, putting children’s health and hygiene at risk. The immediate adverse effect would be on public health."

"Hygiene would be compromised, and Lebanon would see an increase in diseases. Women and adolescent girls would face particular challenges to their personal hygiene, protection and dignity without access to safe sanitation”.

UNICEF needs US$40 million a year to keep the water flowing to over four million people across the country - by securing the minimum levels of fuel, chlorine, spare parts and maintenance required to keep critical systems operational - and safeguarding access and operation of the public water systems.

UNICEF works closely with public water supply providers to reach the most vulnerable children and women in Lebanon. Using the existing water infrastructure during the COVID-19 pandemic, UNICEF supported the delivery of safe water to communities across the country.

“We will remain steadfast in our support to communities as resources permit, but this alarming situation requires immediate and sustained funding”, Mokuo stated. “UNICEF stands ready to support, particularly as the global pandemic evolves, to ensure that the most basic right to clean water is met for children and families at this critical time for Lebanon.”
