[UAE] 두바이 해수역삼투 프로젝트,  '유티코 FZC'를 우선협상대상자 선정

두바이 전기수도국(DEWA ; Dubai Electricity and Water Authority)은 우티코 에프제트씨(Utico FZC)가 독립적인 물생산(IWP ; Independent Water Produce) 모델 하에 하루 1억 2천만 갤런(MIGD ; Million Gallons Per Day)을 생산할 하시얀(Hassyan) 해수역삼투(SWRO ; Sea Water Reverse Osmosis) 플랜트를 건설하고 운영하기 위한 우선협상대상자라고 12월 2일 발표했다.

DEWA는 최저 평준화된 물 관세가 입방미터(㎥)당 0.277달러(USD)로 세계 신기록을 달성했다. 이것은 DEWA의 첫 번째 독립적인 물생산(IWP) 프로젝트다.

DEWA는 2019년 10월 프로젝트 입찰서를 공개하고 2020년 5월 리텐더(retender)를 발행했다. SWRO 프로젝트는 2024년에 생산을 시작할 것으로 예상된다.

DEWA의 사이드 모하메드 알 테이어(Saeed Mohammed Al Tayer) 대표이사&CEO는 "이 프로젝트의 개발은 아랍에미리트(UAE)의 부통령 겸 총리이자 두바이의 셰이크 모하메드 빈 라시드 알 막툼(Sheikh Mohammed bin Rashid Al Maktoum) 통치자가 지속가능한 발전을 도모할 수 있는 비전을 뒷받침한다"라고 말했다.

그는 이어 "우리는 '두바이 클린 에너지 전략 2050( Dubai Clean Energy Strategy 2050)'에 따라 청정 에너지를 사용하는 것을 우선시하는 두바이 에너지 부문에 대한 명확한 방향을 제시하여, 2050년까지 두바이의 총 전력 용량의 75%를 청정 에너지원으로 공급한다"라면서 "우리는 다단계 플래시 증류(MSF) 방식보다 에너지를 덜 필요로 하는 역삼투(RO)를 기반으로 물 생산 플랜트를 건설하고 있어 보다 지속 가능한 물 담수화 선택으로 만들고 있다"라고 강조했다.

DEWA의 사이드 모하메드 알 테이어 대표이사&CEO는 특히 "2030년까지 DEWA는 청정 에너지와 폐열을 혼합해 100% 담수화를 목표로 하고 있다"라면서 "이 프로젝트는 두바이의 물 담수화 용량을 현재 470MIGD에서 750MIGD로 늘리려는 DEWA의 전략의 일환으로 최첨단 인프라 및 첨단 기술 덕분에 최고 수준의 가용성, 안정성 및 효율성에 따라 DEWA 서비스의 100% 가용성을 보장한다"라고 강조했다.

알 테이어는 이어 "이는 혁신과 건전한 과학적 계획에 바탕을 두고 있어 2071년 아랍에미리트(UAE)가 100년 만에 세계 일류국가로 도약하는 데 기여하고 있다"고 덧붙였다.

DEWA Selects Preferred Bidder For 120 MIGD Hassyan Sea Water Reverse Osmosis (SWRO) IWP Project

Dubai Electricity and Water Authority (DEWA) has today announced that Utico FZC is the Preferred Bidder to build and operate the 120 Million Gallons Per Day (MIGD) Hassyan Sea Water Reverse Osmosis (SWRO) Plant, under the IWP model.

DEWA has achieved a new world record, for the lowest levelized water tariff of 0.277 USD per cubic meter. This is DEWA’s first Independent Water Producer (IWP) project.

DEWA released the tender for the project in October 2019 and issued a retender in May 2020. The SWRO project is expected to commence production in 2024.

"The development of the project supports the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, to promote sustainable development.

We have a clear direction for the energy sector in Dubai with a priority to use clean energy in line with the Dubai Clean Energy Strategy 2050, to provide 75% of Dubai’s total power capacity from clean energy sources by 2050.

We are building water production plants based on Reverse Osmosis (RO) which requires less energy than Multi-Stage Flash distillation (MSF) plants, making it a more sustainable choice for water desalination.

By 2030, DEWA aims to produce 100% of desalinated water by a mix of clean energy and waste heat,” said HE Saeed Mohammed Al Tayer, MD & CEO of DEWA.

 “The project is part of DEWA’s strategy to increase the water desalination capacity in Dubai to 750 MIGD, from 470 MIGD at present. We ensure the continuation of the 100% availability of DEWA’s services according to the highest levels of availability, reliability, and efficiency thanks to our state-of-the-art infrastructure and advanced technologies."

" This is based on innovation and sound scientific planning so that we contribute to making the UAE the world’s leading nation by its centennial in 2071,” added Al Tayer.
